1 NOTICE TO BIDDERS Sealed bids, subject to the conditions contained herein, will be accepted by the Warren County Financial Management Committee at the Warren County Administrative Building, Office of the Finance Department, 201 Locust Street, Suite 2, McMinnville, Tennessee, 37110, up to but no later than 10:00 am Central Time on Thursday, May 31, 2018, and then publicly opened and read for custodial supplies for the Warren County School System. For bid specifications or more information regarding bids, please contact Teresa Pedigo, Maintenance Dept. at (931) Copies of this bid are on file and may be obtained at the Warren County School s Administrative Offices or by accessing the website at or and clicking the link for current bids. Employees of the selected contractor must have a sexual predator background check performed prior to entering any Warren County school grounds as per Tennessee Code Annotated Section The Warren County Financial Management Committee reserves the right to accept or reject any or all bids, to accept or reject any item thereon, to waive any irregularities in the bid or bidding and/or to abandon or postpone this project without any obligation to bidders. The Warren County Financial Management Committee will act as sole judge of the merit and qualifications of vendors and materials offered and accept whatever bid deemed to be in the best interest of Warren County. No bidder may withdraw their bid for a period of sixty (60) days after date set for opening of bids. The Financial Management Committee reserves the right to increase or decrease quantities. In case of tie bids, Warren County, Tennessee reserves the right to negotiate with bidders. By submission of this bid, the vendor agrees to all terms and condition stated therein. No bids may be sent via or fax. Bidders shall enclose two (2) copies of the bid and note the bid submitted (i.e. Custodial Supplies Bid) on the outside of any shipping envelope if the bid envelope is contained inside. Bids will be awarded accordingly as prescribed by law, which states "lowest and best." A Supreme Court ruling states that the discerning of best lies solely on those requesting the bid and not the bidder. 3 Warren County Schools is accepting bids for the school budget year for custodial supplies on an as needed basis during the budget year beginning July 1, 2018 and ending June 30, Read and complete carefully the enclosed documents and submit your bid on the enclosed form. Any comment or bid is welcome on any product you may have, however Warren County Schools reserves the right to hold strictly to the specifications set forth in this document. Specifications (enclosed in this packet) are for items the school system may be purchasing during the school year. Prices for each item must remain the same throughout the year, unless a promotional sale is coming from your company at a lower price. Where noted it is the responsibility of the supplier to furnish and install dispensers at no cost to Warren County Schools through the life of the bid. Where dispensers are installed the bid will be in effect for a three year period as long as the price and service remain unchanged. Unless otherwise stated in this document all bids will be for a one year period. A yearly extension may be granted if price and service do not change and if this is agreeable to both parties. Warren County Schools may terminate the bid at any time if the product is sub-standard or is not delivered in a timely manner. Warren County Schools does not pay taxes on products or services bid. The school system also does not pay any shipping charges or delivery fees. The supplier will provide all this at no additional charge to the Warren County School System. Do note that the supplier will provide the product full assembled when the description states fully assembled.
