1 Residential Accessibility Checklist - for Unit Types A and B With Connecticut Amendments Units Accessibility s rev. 11/12/12 Unit 2005 CT State Building Code () A117.1 (2003) **indicates CT Amendment to A117.1 (2003) (Per ICC/ ANSI 1003) 1. Accessible Route: a. Are you providing an accessible route from the street, parking area, all features of the complex, and throughout the dwelling unit? b. Are you providing an accessible route through all rooms and spaces that are available to the general public? (Exception: basements & attics) c. If you are providing recreational facilities, is at least 25 percent of each type in each group of such facilities accessible? Accessible parking: a. Of the parking spaces provided, is 2% of the total accessible? b. Are the accessible parking spaces 15-feet in width which includes a 5- foot wide access aisle? Is the access aisle located on the same side of the space as the accessible route to the building? Accessible balconies: a. Is the level of the balcony at the level of the floor? (:-inch high threshold, beveled, is permitted at exterior sliding doors) 1:2 for the height exceeding ¼ Accessible floor or ground surfaces: a. Is the carpet pile height 2 maximum? Are the exposed edges of carpet fastened to floor or ground surfaces and is there trim along the entire length of the exposed edge? Is the trim 3"in height maximum? b. Openings in floor, such as for HVAC grates, do not permit the passage of a 2 diameter sphere? Is the long dimension of openings perpendicular to the direction of travel? Do the routes avoid passing through restrooms, closets, etc. to get to other spaces? Do all rooms within the dwelling unit provide at least one circular or T- shaped wheelchair turning space, even considering furniture such as a queen size bed? No twin beds, please If there is a U-turn around an object within the dwelling unit, and the object is less than 48" wide, is a clear width of 42" minimum provided approaching the turn, 48" minimum during the turn, and 42" minimum leaving the turn? Fig Exception: Section shall not apply where the clear width at the turn is 60 inches minimum. 8. Doors: Are the primary entrance door and all other dwelling unit doorways (intended for user passage) accessible? Is the level of the primary entrance door at the level of the floor? (:-inch high threshold, beveled, is permitted at exterior sliding doors) 1:2 for the height exceeding ¼ a. If there are double-leaf doors, does at least one of the doors provide a clear opening width of 32" and required maneuvering clearances? b. Do all passage doors provide a clear opening width of at least 32"? Exception: Door closers and door stops shall be permitted to be 78 inches minimum above the floor. 2. In alterations, a projection of 5/8 inch maximum into the required clear opening width shall be permitted for the latch side stop. c. ** Are required maneuvering clearances provided, including the 24" (in CT only 18 elsewhere) of strike-side clearance? d. Are the thresholds for every door less than 3 high - or less than 2 high with a bevel of 1:2? (Thresholds at exterior sliding doors may be 3/4" high max., if beveled.) Exception e. If there are two doors in a series, is the distance between the two 48" minimum plus the width of any door swinging into the space? Do they swing in the same direction or away from the space between the doors? The space between the doors shall provide a turning space complying with Section f. Do all doors have lever hardware? Is the hardware mounted between 34" and 48" above the floor? Tempered glass doors without stiles and having a bottom rail or shoe with the top edge tapered at no less than 60 degrees from the horizontal shall not be required to meet the 10 inch bottom rail height requirement. 3. Doors that do not extend to within 10 inches of the floor. h. If there is a vision light in the door or a side lite adjacent to the door, is at least one glazed panel installed so that its bottom is 43" max. above the floor or ground? Exception: Vision lites with the lowest part more than 66 inches above the floor are not required to comply with Section Ramps in an Accessible Route (complying with 405.1) Is every walking surface (on an accessible route and having a running slope steeper than 1:20) stable, firm, slip-resistant, or carpeted per Section 302.2? / 405 Slope: Does the ramp run have a running slope not steeper than 1:12? EXCEPTION: Ramps in or on existing buildings or facilities shall be permitted to have slopes steeper than 1:12 complying with Table where such slopes are necessitated by space limitations Cross Slope: Is the cross slope of the ramp no steeper than 1:48? 405.2/.3 Clear Width: Is the clear width of a ramp run 36 inches minimum? Where handrails are provided on the ramp run, the clear width shall be measured between the handrails Rise: Is the rise for any ramp run 30 inches maximum? Landings: Do ramps have landings at bottom and top of each run? Slope: Do landings have a slope not steeper than 1:48 and comply with Sec.302? Width: Is the clear width of landings at least as wide as the widest ramp run leading to the landing? Length: Is the landing length 60 inches minimum clear? Change in Direction: Do ramps that change direction at landings have a 60 inch minimum by 60 inch minimum landing? The turning space in a circular space must have a 60 inch minimum diameter. The turning space shall be permitted to include knee and toe clearance complying with Section 306. The turning space shall be permitted to include knee and toe clearance complying with Section 306 only at the end of either the base or one arm. Handrails: Do ramps with a rise greater than 6 inches have handrails complying with Section 505? Are handrails positioned so as not to reduce the required clearances of a ramp run or landing? ** Connecticut Amendment of Section Handrails shall be provided in accordance with the requirements of the 2003 International Building Code portion of the 2005 State Building Code. Edge Protection: Is edge protection complying with the following provided on each side of ramp runs and at each side of ramp landings? Exception: 1. Ramps not required to have handrails where curb ramp flares complying with Section are provided. 2. Sides of ramp landings serving an adjoining ramp run or stairway. 3. Sides of ramp landings having a vertical drop off of ½ inch maximum within 10 inches horizontally of the minimum landing area. Extended Floor or Ground Surface: Does the floor or ground surface of the ramp run or landing extend 12 inches minimum beyond the inside face of a railing complying with Section 505? (See Fig for Ramp Landing design) Curb or Barrier: Is a curb or barrier provided that prevents the passage of a 4- inch diameter sphere below a height of 4 inches? Wet Conditions: Landings subject to wet conditions shall be designed to prevent the accumulation of water. 10 Private Residence Elevators: Do elevators comply with Section ? 11 Controls: Are all operable parts throughout the dwelling unit located within accessible reach ranges (as indicated in Section 309) - such as the following: (EXCEPTIONS: 1. Receptacle outlets serving a dedicated use. 2. One receptacle outlet shall not be required to comply with Section 309 where all of the following conditions are met: (a) The receptacle outlet is above a length of countertop that is uninterrupted by a sink or appliance; (b) At least one receptacle outlet complying with Section is provided for that length of countertop; and (c) All other receptacle outlets provided for the length of countertop comply with Section Floor receptacle outlets. 4. HVAC diffusers. 5. Controls mounted on ceiling fans. 6. User controls for security or inercom 12 Laundry Equipment: a. Does a clear floor space comply with Section 305, positioned for parallel approach, and is the clear floor space centered to the appliance? b. Do operable parts, including doors, lint screens, detergent and bleach compartments, comply with Section 309? c. Do the top loading machines have a door to laundry compartment height of 36 inches maximum above the floor? Or do the front loading machines have the bottom of the opening to the laundry compartment 15 inches minimum and 34 inches maximum above the floor? 13 Bathrooms: a. Do all bathrooms provide the required clear floor space for every fixture? (Clear floor space and chair turning space are permitted to overlap.) b. Doors shall not swing is not the clear floor space or clearance for any fixture. Exception: Where a clear floor space complying with Section is provided within the room beyond the arc of the door swing Does the door swing not overlap the clear floor spaces unless there is a 30" by 48" clear floor space provided beyond the arc of the door? c. Are the lavatories mounted 34"maximum above the floor measured to the highest point and have a knee clearance of 27"? (Or is the lavatory supported on the wall so that the cabinet below can be easily removed? Does the floor extend under the cabinet? Are the walls behind and surrounding cabinetry finished?) d. Are the faucets lever-type and not requiring the twisting of the wrist to operate? See Section 606 and e. Are the pipes underneath the lavatory insulated? See Section f. Are the mirrors mounted so that the bottom of the reflecting surface is a maximum of 40" above the floor? g. Are the water closets installed between 16" and 18" between their centerline and the side wall? Is reinforcement for the future installation of grab bars and shower seats at water closets, bathtubs, and shower compartment provided in the walls? (Reinforcing should permit future grab bars to have the structural strength to permit forces of 250 pounds applied at any point.) Exception: Reinforcement is not required in a room containing only a lavatory and a water closet provided the room does not contain the only lavatory or water closet on the accessible level of the dwelling unit j. Are the flush controls located on the open side and not requiring the twisting of wrists? Bathtubs: a. Do they have reinforcement in the walls for the future installation of grab bars? b. Are the controls located between the mid-point of the width of the bathtub and the open side of the bathtub? Fig c. Is a hand-held shower spray unit with a hose length of at least 59" provided at every bathtub? d. If there is a bathtub enclosure, is the tub rim free of tracks? Showers: a. Are showers exactly 3' by 3' or 3' by 5' in size? (See Figures through for various shower configurations permitted.) b. Is in-wall reinforcement provided for a future shower seat installation? Exception 2 c. Is in-wall reinforcement provided for future grab bar installation? Exception 2 d. Are the controls, faucet and shower unit located on the appropriate wall depending upon the type of shower provided? (In transfer type showers compartments, controls should be on side wall opposite the seat 38" min. and 48" max. above the shower floor. Exception: A fixed shower head shall be permitted in lieu of a hand shower where the scoping provisions of the administrative authority require a fixed shower head. ** Connecticut Amendment of Section Controls and hand showers shall comply with Sections and Exception: Controls in Group I-2 for long term health care facilities that provide supervised, assisted bathing shall be permitted to be located outside of the shower compartment. Figures through e. Do showers deliver water that is thermal shock-protected to max. 120 degrees F? f. Do showers have hand-held shower controls with a 59" minimum long hose? g. Do showers have a maximum 2"high beveled or rounded threshold? h. If there is a shower enclosure, is enclosure installed so as not to obstruct the shower controls or obstruct transfer from wheelchairs onto shower seats? 16 Kitchens Clearance Galley Shaped: Is there clearance between all opposing base cabinets, counter tops, appliances, or walls within kitchen work areas of 40 inches min.? Kitchens Clearance - U-Shaped: In kitchens with counters, appliances, or cabinets on three contiguous sides, is the clearance between all opposing base cabinets, countertops, appliances, or walls within kitchen work areas 60-inches min.? Kitchens: a. Does the kitchen provide required clearances and clear floor space at each appliance, for parallel or forward approach? Exception: Cabinetry shall be permitted under the work surface, provided: (a) The cabinetry can be removed without removal or replacement of the work surface. (b) The floor finish extends under such cabinetry, and (c) The walls behind and surrounding cabinetry are finished b. Is at least one work surface 30" wide min., 34" high max., provided with removable cabinetry and with finish flooring extended under the work surface? Is the depth of the bowl 6 2" max. in at least one of the multi-bowl sinks? = e. Are the sink faucets lever-operated? f. Are the pipes under the sink insulated? g. Is accessible kitchen storage provided for the storage of food as well as dishes, glasses, etc.? h. Do all appliances have a 30" by 48" clear floor space centered on them for either forward or parallel approach? i. Do appliances all have operable parts that are accessible (within reach ranges and operable without twisting of the wrist)? j. Is the sink clear floor space free from interference by the dishwasher door? k. Can range controls be used without reaching over the burners? l. If the oven has a side-opening door, is it located next to a countertop and are oven controls on front panels on either side of the door? Does a side hinged door oven have a countertop positioned adjacent to the latch side of the door? Does a bottom hinged door oven door have a countertop positioned adjacent to the side of the door? m. Do the refrigerators have at least 50% of their freezer space under 54" in height? Windows: Is at least one window in every room operable without requiring twisting of the wrist and located within required reach ranges? Does each required operable window comply with Section ? Connecticut Amendment of Section General Reach ranges shall comply with Section 308. Exception: Where the requirements of other state agencies require building elements to be located outside of the reach range set forth in Section 308, the requirements of such agencies shall prevail End of Checklist Units -- Accessibility Checklist (Per ICC/ ANSI 1004) 1. Primary Entrance Is the primary accessible entrance on an accessible route from public and common areas, passing neither to nor through a bedroom? Accessible Route: Are there exterior spaces such as balconies that are less than 60 inches in depth? If so they are exempt from the accessible route Exception ** Connecticut Amendment (2009) of Section Accessible Route (Amd) Accessible Route. Accessible routes within dwelling units shall comply with Section Exception: Exterior spaces less than 60 inches in depth. 3. Accessible Route Location: Does at least one accessible route connect all spaces and elements which are a part of the dwelling unit? (If there is only ONE such route, verify that it does not pass through restrooms, closets, or similar spaces.) Exceptions: The following are not required to be on an accessible route (do not need to be accessible): 1. A raised floor area in a portion of a living, dining, or sleeping room; or 2. A sunken floor area in a portion of a living, dining, or sleeping room; or 3. A mezzanine that does not have plumbing fixtures or an enclosed habitable space ** Connecticut Amendment of Section Location At least one accessible route shall connect all spaces and elements that are part of the unit. Exception: An accessible route is not required to unfinished attics and unfinished basements that are part of the unit. Accessible Route - Components: Does the accessible route consist only of one or more of the following elements: walking surfaces with a slope not steeper than 1:20, doorways, ramps, elevators, wheelchair (platform) lifts? ** Connecticut Amendment of Section Change in Level Changes in level shall comply with Section 303. Turning Space: Are all rooms (except certain toilet rooms and bathrooms) served by an accessible route served by a turning space complying with Section 304? ** Connecticut Amendment of Section (2009) (Add) Turning Space. All rooms served by an accessible route shall provide a turning space complying with Section 304. Exception: Toilet rooms and bathrooms not required to comply with Section or Walking Surfaces - Width: Is the clear width of the accessible route equal to or greater than 32 inches at all points? Are any two adjacent 32-inch wide route segments separated by a segment at least 36-inches wide and 48-inches long? Walking Surfaces Changes in Level - Are the changes in level a. less than 1/4-inch in height and vertical, or b. between 1/4-inch and 1/2-inch in height and beveled to a slope not steeper than 1:2, or c. greater than 1/2-inch in height and ramped in accordance with 405 or 406? ** Connecticut Amendment of Section Changes in level Changes in level shall comply with Section Doors and Doorways All Passage Doorways (including Primary Entrance) - Clear Width: Do user passage doorways have a clear opening of 31-3/4 inches minimum? If the Primary Entrance has two doors in a series, is the distance between the two 48" minimum plus the width of any door swinging into the space? (Measure clear opening between the face of the door and stop, with the door open 90 degrees) Ramps in an Accessible Route (complying with 405.1) Is every walking surface (on an accessible route and having a running slope steeper than 1:20) stable, firm, slip-resistant, or carpeted per Section 302.2? / 405 Slope: Does the ramp run have a running slope not steeper than 1:12? EXCEPTION: Ramps in or on existing buildings or facilities shall be permitted to have slopes steeper than 1:12 complying with Table where such slopes are necessitated by space limitations 405.2/.3 Cross Slope: Is the cross slope of the ramp no steeper than 1:48? Doorways: Where doorways are adjacent to a ramp landing, maneuvering clearances required by Sections and are permitted to overlap the landing area. Handrails: Do ramps with a rise greater than 6 inches have handrails complying with Section 505? EXCEPTIONS: 1. Ramps not required to have handrails where sides complying with Section are provided. 2. Sides of ramp landings serving an adjoining ramp run or stairway. 3. Sides of ramp landings having a vertical drop-off of 1/2 inch (13 mm) maximum within 10 inches horizontally of the minimum landing area. Extended Floor or Ground Surface: Does the floor or ground surface of the ramp run or landing extend 12 inches minimum beyond the inside face of a railing complying with Section 505? Curb or Barrier: Is a curb or barrier provided that prevents the passage of a 4- inch diameter sphere below a height of 4 inches? Wet Conditions: Are outdoor ramps and approaches to ramps designed so that water will not accumulate on walking surfaces? 9. Private Residence Elevators: Do elevators comply with Section 407, 408, or 409? Wheelchair (Platform) Lifts: Does wheelchair (platform) lift comply with ASME/ANSI A18.1 and with Section ? Operable Parts: Are all operable parts throughout the dwelling unit located within accessible reach ranges (as indicated in Section 309) - such as the following: (EXCEPTIONS: 1. Receptacle outlets serving a dedicated use. 2. One receptacle outlet shall not be required to comply with Section 309 where all of the following conditions are met: (a) The receptacle outlet is above a length of countertop that is uninterrupted by a sink or appliance; (b) At least one receptacle outlet complying with Section is provided for that length of countertop; and (c) All other receptacle outlets provided for the length of countertop comply with Section Floor receptacle outlets. 4. HVAC diffusers. 5. Controls mounted on ceiling fans. 6. Where redundant controls other than light switches are provided for a single element, one control in each space shall not be required to be accessible. 12. Laundry - Clear Floor or Ground Space: Is a clear floor space of 30" by 48" provided, without a bi-fold or any other door protruding in the clear floor space? Is the space aligned for PARALLEL approach and CENTERED on each laundry appliance?
