3 SITE DESCRIPTION Facility Overview The Oregon School for the Deaf is located in Salem, Oregon and consists of 19 buildings having a total floor area of 270,000 square feet. Buildings were constructed between 1930 and A campus map and list of buildings including floor area is attached at the end of this report. The primary focus of this site evaluation is to access the feasibility of replacing the existing central steam plant with new heating systems that use condensing natural gas boilers. Accordingly, this facility overview will focus on systems related to the central steam plant conversion. Central Steam Plant: The plant produces 40 psi steam for distribution to 13 buildings for space heating, domestic water heating, and pool water heating. Two natural gas boilers produce steam. Boiler #1: Kewanee built-up firebox boiler was installed in approximately The boiler is equipped with a forced draft dual fuel burner installed in the ash pit, which fires natural gas as the primary fuel and number 2 fuel oil as back-up. It is estimated that the existing boiler operates with a combustion efficiency of 82%. The boiler is nearing the end of its useful life. Boiler #2: Hurst scotch marine boiler was installed in The boiler is equipped with a forced draft dual fuel burner, which fires natural gas as the primary fuel and number 2 fuel oil as back-up. It is estimated that the existing boiler operates with a combustion efficiency of between 82% and 83%. The boiler is reported to be inefficient and in poor condition BOILER 1 BOILER 2 Feedwater Deaerator: Condensate return is treated in a feedwater deaerator that removes oxygen and heats feedwater to 230 o F. Controls: Plant equipment is controlled by packaged control systems and from the campus Automated Logic building automation system. The plant is disables during summer months, and operates K

4 continuously during a majority of the school year. The plant is disabled some weekends during periods of warmer weather in the fall and spring. Distribution System: Steam and low pressure condensate return piping is distributed to campus buildings. A majority of the distribution piping is located in below grade utility tunnels. The piping is generally well insulated and in reasonably good condition. Some sections are routed through buildings or direct buried below grade. Building Heating Systems: Various heating systems use central plant steam. building heating systems and equipment. Hokanson: Six steam convectors provide space heating. Ulmer: A steam convertor provides hydronic heating water for space heating. Following is a summary of Peck Gym: Steam is provided to four heating and ventilating units for the gymnasium, two heating and ventilating units for the locker rooms, and one unit heater for the pool natatorium for space heating. Steam is also provided for domestic hot water heating and pool water heating. Paint Shop: Steam is provided to radiators for space heating. Kuenzi Hall: Steam is provided to convectors for space heating Lindstrom Hall: A steam convertor provides hydronic heating water for space heating. Steam is also provided for domestic hot water heating. Wallace Hall: A steam convertor provides hydronic heating water for space heating. Clatterbuck: A steam convertor provides hydronic heating water for space heating. Steam is also provided for domestic hot water heating and kitchen process use. Maintenance: Steam is provided to convectors and unit heaters for space heating. Smith/Wynkoop: A steam convertor provides hydronic heating water for space heating. K

PROPOSED ENERGY EFFICIENCY MEASURES Base Cost A conventional basic upgrade for the central steam plant is to replace the existing steam boilers with new Code compliant steam boilers that are similar to the existing boilers. Code requires that new boilers have a minimum combustion efficiency be 82%. The existing boilers presently meet this minimum efficiency requirement. Work would include: Remove existing boilers, burners, breeching and flues including asbestos abatement. Provide two new 200 hp high pressure steam boilers. Provide related upgrades including electrical, steam, feedwater piping, and fuel piping connections, new flue gas systems, and new automatic control systems. Provide structural upgrades for equipment, piping, and flue gas systems. EEM 1 - High Efficiency Condensing Hot Water Boiler Plant Replace existing steam boilers with new boiler equipment and hot water piping distribution system. The plant upgrade will include the following elements: K

6 Central Hot Water Boiler Plant: A hot water central boiler plant will be installed along with hot water distribution piping to provide heating water to a majority of buildings currently served by the central steam plant. o Remove existing boilers, burners, breeching and flues including asbestos abatement. Remove sections for steam and condensate distribution piping and equipment not intended for reuse. o Three new 2.0 mbh condensing natural gas boilers. o Related upgrades including primary hot water piping and circulation pumps, new combustion air and flue gas systems, electrical connections, fuel piping connections, and new automatic control systems. o Structural upgrades for equipment, piping, and flue gas systems. o Two secondary hot water distribution pumps located in the boiler plant o o Hot water distribution piping. Hot water piping connections to the following existing building systems: Ulmer: Connect to existing hydronic heating water system. Peck Gym: Replace steam heating coils, unit heater, and pool water heat exchanger and provide hot water heating equipment. Lindstrom Hall: Connect to existing hydronic heating water system. Clatterbuck: Connect to existing hydronic heating water system. Maintenance: Replace steam convectors and unit heaters with hot water heating equipment. Smith/Wynkoop: Connect to existing hydronic heating water system. Central Plant Steam Boiler: Kuenzi Hall, Hokanson, and the paint shop have existing steam heating systems that would not be cost effective to convert to hot water at this time. A single low pressure steam boiler will be installed to provide steam to these buildings. Work will include: o o 30 hp cast iron sectional low pressure steam boiler. Related upgrades including steam and condensate piping connections, new combustion air and flue gas systems, electrical connections, fuel piping connections, and new automatic control systems. Local Hot Water Boiler Plant: A local hot water boiler will be provided for Wallace Hall. A local boiler is more suitable for this site due to its remote location and the cost of replacing buried distribution piping. Work will include: o One local condensing natural gas boiler. o Related upgrades including primary water piping and circulation pumps, new combustion air and flue gas systems, electrical connections, fuel piping connections, and new automatic control systems. o Hot water piping connections to the existing building hydronic system: EEM 2 - High Efficiency Condensing Domestic Hot Heaters Replace existing steam domestic water heater in Linstrom Hall, Peck Gym, and Smith/Wynkoop. New heaters would be condensing natural gas fired units. The major advantage of providing local domestic water heaters is that hot water can be provided during periods of warmer weather without having the central boiler plant in operation. K
