1 2014 City of Revelstoke Woodstove Exchange Program GOAL: Our goal is to improve air quality by lowering smoke emissions. This program combines education and economic incentives to assist residents to operate their wood burning appliances efficiently and to exchange older smoky wood stoves for low emission appliances including new CSA/EPA (United States Environment Protection Agency)- certified clean burning wood stoves. New technology appliances are proven to burn 1/3 less wood, to reduce emissions by up to 70% and to significantly reduce risks of chimney fires. This program also supports local bylaws restricting the use of non-emission certified appliances. REBATES: has funds to offer $500 rebates to the first 15 approved program participants. So act quickly while the funding is still available. Deadline for program is September 30, WHAT QUALIFIES: An exchange must take place. Any wood burning appliance currently providing heat to a residential or commercial building qualifies if it is not certified for efficiency and emission standards. Typically, stoves or inserts manufactured before 1994 are not efficiency certified. Most wood burning furnaces and outdoor wood burning boilers do not meet standards. A metal plate on the back of your unit will indicate the month and year of testing for EPA or CSA 415B standards. HERE S A LIST OF WHAT QUALIFIES TO REPLACE THE N-EPA WOOD BURNING APPLIANCES ABOVE: An EPA certified wood stove, a pellet stove, a high efficiency gas stove/fireplace, or an electric space heater. An EPA certified wood insert, a pellet insert, a high efficiency gas insert, or an electric insert. An EPA certified factory-built fireplace may only be accepted if it is replacing a N EPA certified WOOD STOVE OR N EPA certified WOOD INSERT (not an existing factory built fireplace). HERE S A LIST OF ORIGINAL APPLIANCES that can be CHANGED-OUT under this program: A free-standing non-epa certified stove. A homemade or barrel stove. A so-called airtight non-epa certified fireplace insert, or tube type heat exchanger with a face plate and door (like the Free Heat Machine or Welenco) that is currently installed in an open hearth fireplace. A non-epa certified wood furnace (ducted, forced air, home heating appliance) - may only be replaced by an EPA certified wood furnace or pellet furnace. A wood-burning cook stove. 2 HERE S A LIST OF WHAT DOES T QUALIFY as a replacement appliance. PROGRAM FUNDING WILL T BE PROVIDED TO INSTALL THESE APPLIANCES: A new insert to an existing open hearth fireplace that does T currently have an insert installed in it. An exchange of an existing wood appliance must take place. Factory built ( zero clearance ) fireplaces. All cooks stoves cook stoves are EPA exempt therefore are not covered by this program. They may be replaced by an EPA certified stove or other non cooking product within the qualification list above. Outdoor appliances (replacement unit must be installed in an area with 4 walls, ceiling and a door). Tin heaters/tent stoves something T used in a residential/commercial application. WHERE?: Revelstoke City Limits WHAT ARE THE REQUIREMENTS?: To receive the $500 rebate, simply follow the instructions on the checklist enclosed with this package starting with contacting the building inspector (building permit paid for by the City of Revelstoke) to determine your eligibility: The existing woodstove is currently in use and does not meet EPA emission standards. A new emission certified appliance has been installed. The owner is responsible for all necessary building permits and/or inspections (even in cases where city fees have been waived). The old woodstove is permanently decommissioned (customer is responsible for removing door, cleaning out any ash and firebricks and delivering old stove to the appropriate recycling facility) Stoves may be taken BY APPOINT- MENT ONLY to the City of Revelstoke Public Works Yard for decommissioning. It is the owners responsibility to ensure that the rebate application (FORM 2) is complete and has been signed by all parties in order to obtain the rebate. 3 The Revelstoke Wood Stove Exchange Program The Wood Stove Exchange Program is provided to improve air quality in Revelstoke. The purpose of this program is to encourage the removal of existing non-certified wood-burning appliances, which generate high levels of pollution. In order to qualify for the Air Quality Rebate Program, a new EPA (United States Environmental Protection Agency) certified appliance must be purchased. CHECKLIST: 1. Gather the manufacturers and installation specifications for the new EPA certified wood burning appliance (including chimney or venting information), or you new propane or electric appliance. Complete the BUILDING PERMIT APPLICATION FORM. 2. Contact the Building Inspector ( ) to determine your eligibility for the Wood Stove Exchange Program. The building inspector will meet with you on site to inspect and make a record of your existing appliance that is to be replaced or removed (Inspection cost covered by the City). 3. A building permit MUST BE ISSUED PRIOR to removal of the existing appliance and before the installation of the new EPA certified appliance. After a building permit is issued, the work can commence. 4. When purchasing a new EPA certified wood burning appliance, (ie. Wood or pellet stove, fireplace and insert) make sure that the unit conforms to the requirements listed in the program details. You must ensure that your installer is trained and certified in compliance with the Wood Energy Technical Training (WETT) program (Home owner may install the appliance). Upon completion, your installer is required to complete FORM 2 REBATE APPLICATION PART D. 5. If you are replacing your existing appliance with a certified propane or electric appliance, you are required to ensure that your installer is certified by the Province of British Columbia in compliance with the Gas or Electrical Safety Act. Upon completion, your installer is required to complete FORM 2 REBATE APPLICATION PART D. If you are replacing your primary furnace you must also complete FORM 3 CERTIFICATION OF HEATING SYSTEMS. 6. The old non-certified wood-burning appliance must be decommissioned and properly disposed of by an authorized contractor. Upon rendering the stove non-usable, complete FORM 2 REBATE APPLICATION PART E and ensure that the City of Revelstoke Public Works Yard has received the stove for recycling. 7. Upon completion, make arrangements with the Building Inspector for a final inspection, so he/she can inspect and record information regarding your new EPA certified appliance. 8. Submit FORM 2 REBATE APPLICATION (see attached) and supporting information to the City of Revelstoke Planning, Building & Bylaw Department so your rebate can be processed.
