1 2017 Edition Dear Citizen, Recycling continues to play an important role in our daily routines and makes every effort to provide convenient recycling programs allowing each of us to have a role in the stewardship of our environment. With that in mind, it is with great pleasure that I join with my colleagues on the Board of Chosen Freeholders in presenting to you the annual. This guide helps you navigate s many recycling programs. Our two County operated regional recycling centers and the many municipal centers provide you with an opportunity to drop off a host of items like old paints, plastic lawn furniture, and tires. In addition, single stream recycling allows for bottles, cans, and newspapers to be placed in one bin for curbside pickups. The program, under the leadership of Freeholder Gerry P. Little, allows us to protect the environment and reduce the cost of disposing solid waste at the landfill. With your help, will continue to be a true leader in recycling. The 24-hour resident recycling center and special waste area is located at 601 New Hampshire Ave., Bldg. #68 Lakewood Township. The leaf and brush drop-off areas as well as the compost and woodchip pick-up areas are located at the 535 Oberlin Avenue entrance. If you have any questions please call The Southern Recycling Center located in Stafford Township consists of a recyclables transfer station, a 24-hour resident drop-off recycling center, a special waste building and a compost facility. The resident recycling drop-off center is located at 350 Haywood Road and the special waste, leaves, brush, compost and woodchips is located at 379 Haywood Road Building #105. 3 Page 3 RECYCLING COLLECTION The New Jersey Mandatory Recycling and Source Separation Act and the Recycling Plan require municipalities to make provisions for the collection of residential recyclables including: bottles and cans, newsprint, cardboard and mixed paper. Curbside collection of recyclables varies significantly in with many municipalities providing weekly collection and others providing bi-weekly collection. All municipalities are required to make provisions to collect the mandatory recyclable material from residential areas. Many coastal communities have a summer and winter collection schedule to accommodate increases in quantities generated by summer vacationers. A number of municipalities also provide a drop-off center where residents can bring recyclables. Please review the table on pages 6 and 7 for details on dropoff centers. Municipalities are also responsible for the collection of bulky items and appliances. Please contact your municipal recycling coordinator to obtain information on procedures and fees. Benyola (732) Tuckerton Patrick Donnelly (609) MUNICIPAL FINANCIAL ASSISTANCE 2016 Recycling Revenue Sharing Program: shares 50/50 with the municipalities from the sales of recyclables processed at the Materials Processing Facility at the Northern Recycling Center in Lakewood Township. The County returns revenues to each municipality that participates in the County s recycling program. Since the Board of Chosen Freeholders began the recycling revenue sharing program in 1995 almost $17 million has been returned to municipalities. The more your town recycles the greater the economic benefit will be. Total savings for 2016 to the towns for voiding tipping fees at the landfill was more than $5.8 million!!! Money received from the revenue share program can be used to fund existing recycling programs such as improvements to existing recycling drop-off centers, purchase roll off containers or other projects deemed appropriate by the town. Towns received revenue checks that totaled anywhere from $ for Mantoloking and to $121,000 for Toms River for their recycling efforts. For 2016 Ocean County returned over $695,000 to its municipalities through recycling revenue sharing. The average payout for municipalities in 2016 was $8.23 per ton, and municipalities recycled almost 81,000 tons of material!

4 Page 4 SINGLE STREAM RECYCLING PROGRAM Acceptable/Unacceptable Materials In 2010, began a single stream recycling program (placing all containers, paper, cardboard, etc. in the same bin) in the hopes it would become easier for residents to recycle, which in turn would increase recycling participation. Recycling participation HAS increased. However, we have seen an increase in unacceptable materials and garbage coming into our processing facilities. Worst among these materials is plastic bags. Please DO NOT PUT FILLED OR LOOSE PLASTIC BAGS IN YOUR RECYCLING BINS. Plastic bags wreak havoc on sorting machinery and require hours of downtime for their removal. Bags can entangle themselves in equipment, reducing sorting efficiency and causing materials to mix with one another. It s important to remember all plastics are not created equally and not all plastics can be recycled by our facilities, including and especially plastic garbage and grocery bags. Many supermarkets and big box stores (Walmart, Target, Lowe s, Home Depot et al.) have programs for grocery bag recycling; check for recycling bins near the main entrance or ask customer service. For a list of businesses in your area with plastic bag recycling programs, visit and enter your area code in the search bar (Note: Stop & Shop supermarkets do not appear in the listings, however all Stop & Shop locations participate in plastic bag recycling). ACCEPTABLE MATERIALS FOR CURBSIDE COLLECTION BINS: Plastic containers (neck smaller than base), cans (aluminum, steel & tin, empty aerosol), corrugated cardboard (shipping boxes, flattened/clean pizza boxes), mixed paper (magazines, mail, office papers, paper bags, wrapping paper, cards), newspaper, glass jars & bottles. IF IT ISN T LISTED AS ACCEPTABLE HERE IT DOES NOT BELONG IN YOUR RE- CYCLING BIN. UNACCEPTABLE MATERIALS FOR CURBSIDE COLLECTION BINS: Phone books (collected separately at recycling centers), Dairy tubs (yogurt, butter, sour cream, etc.), anything Styrofoam, motor oil, plastic cups (solo cups) and utensils, chip/gray board boxes i.e. cereal/tissue/cookie/gift, Mixed Rigid Plastics (collected separately at recycling centers, see page 3), shredded paper (collected separately at recycling centers), wood of any kind, propane tanks, garden hoses, bowling balls, bikes, bats, brake rotors, blinds, VHS tapes, etc. (yes we have received all of these). PLEASE DO NOT TIE OR BUNDLE TOGETHER PAPER. PLEASE REMOVE ALL BOTTLE CAPS, JAR LIDS, ETC. FROM BOTTLES AND CONTAINERS AND DISPOSE OF THEM IN YOUR REGULAR TRASH.

5 Page 5 SOLID WASTE DISPOSAL For many years solid waste generated in has been disposed of at the Landfill Corporation Inc. facility. The Landfill is privately owned, and utilizes a double composite liner system that is seven feet thick. The Landfill is located on Route 70 in Manchester Township. Hazardous waste will not be accepted from businesses, school boards or government agencies. Only residential households and farmers are eligible for this free program. A driver's license or tax bill will be adequate proof of residence. Our staff can advise you about any materials you are unsure of. Acceptable Materials: paints/thinners/boat paint, solvents, pool chemicals, pesticides and herbicides, aerosol cans, auto products, toilet and drain cleaners, silver polishes, oven cleaners, photographic chemicals, rug and upholstery cleaners, polishes and bleaches, waste oil and used gasoline. ALL THE ABOVE MATERIALS, EXCEPT OIL AND GASOLINE, MUST BE IN ORIGINAL CONTAINERS Maximum volume per household is limited to 200 pounds of dry materials and 20 gallons of liquid. Please, no containers larger than 5 gallons. Unacceptable Materials: radioactive materials, dioxins, infectious waste ("Red Bag" wastes), explosives, unknown or unidentified materials. NO CONSTRUCTION WASTE OR ASBESTOS RESIDENTIAL DOCUMENT SHREDDING PROGRAM The Residential Document Shredding program is to provide residents and taxpayers with the opportunity to recycle their old documents and files safely and securely. Commercial and business documents are not accepted. The service representatives are uniformed, bonded and insured. Papers are shredded by pierce and tear method. The shredding unit features an automatic feeding and dumping system, eliminating human contact with your documents and forms. Each vehicle is limited to 6 boxes or bags of documents each day. 13 Page 13 2Good2Waste is an internet based waste exchange program whose primary role is to promote the reuse of household items that would otherwise end up in the landfill. This exchange works like the classified ad section of a newspaper. This is a free service to residents. Some common items exchanged are furniture, sporting goods, appliances, toys, electronics, lawn equipment, educational material. Each new listing is approved by the exchange administrator so nothing inappropriate is posted. There is a maximum listing price of $99 and no money exchanged between the county and the websites members. is the first (and only) county in NJ to launch a 2Good2Waste Exchange to serve its residents. Before you consider tossing something out, why not consider Selling it, Swapping it, or Donating it..think of it as yet another way to Reduce, Reuse, and Recycle. Go to to see the Exchange in action, and learn how you might be able to earn some extra cash and help the environment all in one place. Recyclopedia.org is yet another resource for residents of, one that provides recycling and disposal info on a variety of materials. Think of it as a what to do with it when you re done with it website, with accessible information to guide residents through the proper and safe disposal options for a wide array of household items. Municipalities and private haulers will not collect appliances containing Freon unless a receipt indicating the Freon was removed is present. Residents can contact an appliance dealer to remove the Freon if your town doesn t offer this service. You will need to contact your local public work s office (see page 3) Another option is to contact the NJ Clean Energy program. They will recycle your old refrigerator and freezer. Check with your local public works yard (see table page 6 & 7) OR ask your local Home Depot, Lowes or propane distributor about their trade-in policy. Scrap dealers may also accept them (see page 8) ONLY accepts them as part of the Household Hazardous Waste Disposal Program.

14 Page 14 Needles, Syringes & Proper Disposal of Unwanted Household Medication Do not set out your needles and syringes with your RECYCLABLES. For proper disposal visit or call option 4. DO NOT flush unwanted medications or pour down sinks or drains. Traces of certain medications have been found in local waterways, such as Barnegat Bay, which can harm fish and wildlife. Improper disposal in your trash allows others to divert medications not prescribed to them. Contact the NJ Dept. of Environmental Protection, Bureau of Recycling & Hazardous Waste at or go to: for more information. There are currently 19 permanent prescription medicine drop-off boxes at police stations in for residents to dispose of unwanted or expired prescriptions. These boxes are available 24 hours per day, 7 days a week. Do not deposit any type of sharps, syringes, or needles. Waives Tire Recycling Fees To Combat Mosquitoes has temporarily waived tire recycling fees at its recycling centers, in an effort to reduce mosquito populations by reducing breeding grounds. The county will partner with its Mosquito Extermination Commission and utilize funding from the 2017 Center for Disease Control ELC Capacity Building Efforts federal grant to waive the $2 tire recycling fee at both of its regional recycling centers. This grant is distributed throughout the state by the NJDEP s Office of Mosquito Control Coordination, and the free tire recycling program in will continue until all funds from the grant are depleted. The Mosquito Extermination Commission was awarded the grant to support activities in identifying and controlling mosquitoes, with a particular emphasis on monitoring/controlling populations of exotic mosquitoes known to transmit Zika virus. This free program started on August 1st. Residents who have questions or concerns about mosquitoes may contact the Mosquito Extermination Commission by calling (M-F, 7 a.m. to 3:30 pm). 15 Page 15 OCEAN COUNTY MASTER COMPOSTER TRAINING PROGRAM The Master Composter Program, which began in 2000, is sponsored by the Board of Chosen Freeholders and the Dept. of Solid Waste Management. The premise of this program is to train a core of individuals to help educate residents on how to manage the organic portion of their solid waste. Training classes, which are offered annually and free to residents, are held in the spring or fall and are subject to demand. Although a gardening background would be helpful, it is not a requirement. Once training is completed, volunteers then agree to provide a total of 24 hours of outreach activities. Examples would be conducting backyard composting education programs at the County s Recycling Education Center and composting demonstration site for local schools, community groups and organization. Staff booths at environmental festivals, the county fair or garden shows. Whatever your preference or individual strengths are, in general being an advocate to promote the benefits of home composting. residents can learn the basics of backyard home composting in How to Compost Workshops that are held in the spring or fall each year. These workshops are offered free to residents and taxpayers and are taught by the Master Composter volunteers. Registration is required. Classes limited to 25 people. It is open to the public Monday through Saturday 7:30 am to 3:00 pm. The site displays various types of home composting units in a garden setting. LEAVES, BRUSH & VEGETATIVE WASTE - The following materials are accepted at the Ocean County Recycling Centers during regular business hours - 7:30 am to 3:00 Monday through Saturday. Saturdays for residents only, no landscapers or municipaltiies. Unbagged leaves, light brush - 4 in diameter or less. Leaves are banned from New Jersey landfills. Construction wood, stumps and grass clippings ARE NOT accepted at either center. Compost and Wood Chips are available to County Residents, municipalities and lanscapers free of charge Christmas Trees are accepted during the holiday season at both county recycling centers and many of the county s parks.
