3 Statewide Goals, Local Implementers The California Public Utilities Commission goal is to reduce energy consumption in existing homes by 40% from 2008 levels by 2020 Energy Upgrade California Home Upgrade is a statewide rebate program, implemented locally, created to meet this goal The Energy Network is one of many local program implementers 3

5 Advanced Home Upgrade Up to $6,500* in rebates and incentives Intended to encourage deep, comprehensive upgrades Rebate estimated after first energy audit and based on the reduction in modeled energy use Requires before and after energy audits and the use of utility energy modeling software Submit rebate paperwork to: Southern California Edison (SCE) & Southern California Gas Company (SoCalGas) *Customers may also be eligible for incentives exceeding $6,500 based on their calculated energy savings. 5

12 How does it work? Register with The Energy Network Quality Control On-Site Inspection Submit New Application to Reserve Project Perform Work Submit Project Completion Form Receive Incentive Check Select measures Signed Homeowner Terms and Conditions Copy of SCE & SoCalGas bills 1-2 days for notice to proceed 60 days to perform work after application submittal. Contact account manager to request for an extension. Submit Supporting Documentation Final Invoice When the Project Completion Form is complete and approved the check is mailed in about six days.

13 Home Upgrade Requirements Home Upgrade Participating Contractor must perform the work. Install a total of three or more measures. A carbon monoxide detector must be present or installed on each floor. Testing must be performed after work is completed to ensure quality and occupant safety. The home must have a minimum of 10% energy savings or measure rebate value of $2,000 or greater. Rebate and incentive amount can be a maximum of 50% of the total project cost, up to a $3,000 cap. Projects that include central air conditioning or a heat pump, or their related fans, must submit proof of permit closure.

22 Carbon Monoxide (CO) Monitor A CO monitor is required on every floor of the home You do not have to replace existing monitors 22

23 Post-Retrofit Testing Post-retrofit diagnostic testing is required by measure, according to the table below. 23

24 Combustion Safety Test Building Performance Institute (BPI) Building Analyst (BA) must complete CAZ/CAS inspection to ANSI/BPI-1200 standards. This includes combustion appliance safety inspection, CO testing, and spillage testing under worst case and/or natural conditions where appropriate. Required for: Whole Building Air Sealing Attic Insulation & Plane Sealing Windows Wall Insulation 24

25 Blower Door Test Building Performance Institute (BPI) Building Analyst (BA) must complete a blower door test and evaluate post-retrofit ventilation requirements. When mechanical ventilation is required or recommended per ASHRAE standards, existing ventilation systems must be evaluated and wholebuilding ventilation requirement determined according to ANSI/BPI-1200 and ASHRAE standards. Required for: Whole Building Air Sealing Attic Insulation & Plane Sealing Windows Wall Insulation 25

26 Blower Door Test Blower Door test is not permitted if the following conditions are present: Possible asbestos duct work is present Any friable asbestos is present A combustion hazard is present Any health or safety issue that will impact the occupants is present Contractors must resolve any issues before proceeding with the blower door test Use TEN Whole Building Air Sealing Calculator 26

27 Duct Test Leakage-to-outside or total leakage test CF-3R HERS Certificate will be accepted Duct testing is not permitted if the following conditions are present: Possible asbestos duct work is present Any friable asbestos is present A combustion hazard is present Any health or safety issue that will impact the occupants is present Contractors must resolve any issues before proceeding with the duct leakage testing Required for: Duct Sealing, Central Air Conditioner, Central Furnace 27

28 Appliance Ambient / Whole-House Gas Leak Appliance Ambient contractor must check for presence of carbon monoxide in the ambient air around the appliance. For furnace replacements, perform a carbon monoxide test in the air stream of the supply register closest to the furnace. Whole-House Gas Leak inspect for gas leaks at all accessible interior and exterior gas lines, line valves, gas control valves, pilot lines, joints, fittings and meter using an electronic leak detector and micro-leak solution to identify leak location. BA is not required for these tests. Required for: Gas Furnace (central and wall) Gas Water Heater (storage and tankless) 28

33 IAQ and HPD Requirement When performing attic insulation, contractors must ensure the following conditions are met: Kitchen and bath fan vent(s) connected for outdoor vent termination Barriers must be installed around or over any heat producing devices (HPDs). 33
