1 British Columbia Utilities Commission Information Request No Dated: 23 January 2004 British Columbia Hydro & Power Authority Response issued 20 February 2004 British Columbia Hydro & Power Authority Revenue Requirements Application 2004/05 and 2005/06 Page Reference: Application, Vol. II, Tab F, pp. 14, 43 Residential Forecast - Methodology The Application summarizes that the residential forecast methodology is based on the number of residential accounts times the rate of use. The use rates are based on billed data as anchor information, combined with data from the REUS survey used as inputs to the REEPS model Please explain the data collection process in REUS by including a brief description on how the sample is updated each year. Please provide a copy of the survey. RESPONSE: The REUS provides the level of appliance use in British Columbian homes for the REEPS model. Energy use data from REUS are analysed and cross-tabulated against the region and dwelling types specified by survey respondents. This provides data in a form that is compatible with REEPS such as appliance saturation levels. A copy of the most recent survey is attached. Appliance efficiencies are updated using information from the Office of Energy Efficiency, Natural Resources Canada. Once the survey data are updated in the model, it is validated through calibration of the model against historical billed sales by housing type and region. The most recent residential survey was undertaken in March 2003, and a copy of the survey is attached.

8 Lighting Currently, BC Hydro estimates that about 10% of your energy costs go into lighting your home. Using energy effcient lighting represents one of the easiest ways to reduce consumption and your energy bill. In this section, BC Hydro wil confirm how much electricity is used for lighting and how customers are changing the way they light their homes. For each of the following major areas in your home, please indicate: A) the number of each type of bulbs/lamps, and B) the average hours per day when the lighting is on in each area.
