3 1 Using the Data Gathering Application Using and inputting information into the Data Gathering Application is very easy, just in three simple steps: 1. Categorise the materials you supply: as you categorise your materials, they will automatically be placed in the respective tab (either Substances, Preparations, Articles or Articles with Intended release). 2. When the categorisation is completed, proceed to provide the information required in the Substance-, Preparation-, Article- and/or Article with Intended release-tab. 3. On completion of the entry of information into the Substance-, Preparation-, Articleand or Article with intended release- Tab simply save the file. It will check for consistency/validity of data. 4. Upload the Excel file into the application. Please refer to of the application help file for further uploading instructions. 4 1.1 Material Categorisation The Overview Tab Prior on opening the application, please make sure that the Macro Security Settings within MS Excel, are set to Medium or Low. To change the settings, please select Tools, Macro, Security as shown in the picture below. Select Medium or Low from the next menu, click OK. 4
5 On opening the file, the user is presented with a screen containing all of the supplied materials (based on a data extract carried out across the Electrolux Material Resource Planning (MRP) systems). As can be seen from the image below the REACH Category column is shown in RED. This identifies to the user, that this information is required until such time as valid data is entered. This convention of cell colour is utilised throughout the application as a mechanism to indicate to the user that the data required is mandatory and as such, is either absent or, where data has been entered is found to be invalid. The overview screen in the diagram above shows the following fields of data which have been pre-populated into the application: Electrolux Site/Location: contains codes for internal Electrolux use, which correspond to the Electrolux locations. Electrolux Supplier nr.: contains the Supplier Code Number used in the respective MRP system from which the data extract was made. There can be multiple Electrolux Supplier Numbers for the same supplier depending on the variety of systems from which the data extract was made. Electrolux Art. nr.: contains the Electrolux Art. Nr. (this is the Article Number Code referred to as ANC in Electrolux vocabulary) which the respective Electrolux location uses for the particular material from this supplier. Electrolux Art. description: contains the description which corresponds to the respective Electrolux Art. nr. as contained and extracted from the MRP system for the relevant Electrolux Site/Location. 5
6 REACH Category: must be completed for every Electrolux Art. nr. To facilitate ease of input, When the user clicks on the empty cell (with the left mouse button) the cell changes to present pull down options either Substance, Preparation, Article or Article w Intend. Rel. (Article with intended release) (as illustrated in the diagram below). 7 1.2 The Substances Tab All of the Electrolux Art. Nrs. which were given the REACH category Substance in the Overview Tab, will now be present within the Substances Tab. In this area of the application a variety of data relating to those Electrolux Art. Nrs. (ANC s) requires to be entered for the respective Electrolux Art. Nr. For every ANC present in the Substances Tab the following information must be entered: Either CAS number, or EC Number or Other Convention: during entry of CAS or EC Number the system will check for validity of the entry in accordance with the respective convention, and where the entry is invalid, the system will not accept the input, and a pop-up message will be displayed. % of Substance present in ANC: as the ANC is categorised as a Substance, this value is by default set to 100%, and can not be changed. Planned or Actual Pre-Registration Date: relates to the European Chemicals Agency preregistration period and is present to indicate to Electrolux if the supplier has already or intends to pre-register the substance in question with the European Chemicals Agency. Total volume produced < 1ton/year / legal entity: this option has been provided for those suppliers with an annual total produced volume of less than 1 ton and therefore are not required to pre-register under REACH. Exempted from REACH or Annex IV, Annex V Substance: similar in nature to Total volume produced < 1ton/year / legal entity, this field has been provided for those substances which are exempted from REACH. (The default answer is No and therefore if exempted then the user must select Yes.) Intention to Pre-Register: the default value for this field is Yes. Selecting No means that you do not have the intention to pre-register the ANC, and therefore pose a direct risk to our business relationship. 7
8 Registration Envisaged deadline: captures the information which suppliers who pre-register with the European Chemicals Agency (ECHA) are obliged to input at the time of preregistration, i.e. the date by which Full Registration Dossier will be submitted to ECHA. ECHA Registration Number: provides suppliers with the ability to input the ECHA registration number which will be generated at some point in the future (i.e. Post Submission of Registration Dossier). 9 1.3 The Preparations Tab All of the Electrolux Art. Nrs. which were given the REACH category Preparation in the Overview Tab, will now be present within the Preparations Tab. In this area of the application a variety of data relating to those Electrolux Art. Nrs. (ANC s) requires to be entered for the respective Electrolux Art. Nr. For every ANC present in the Preparations Tab the following information must be entered: (the information to be disclosed to Electrolux Major Appliances Europe concerning Preparations is only that information as disclosed on the MSDS. REACH does not oblige a supplier of Preparations to disclose the complete content as 100% of the formulation. Any information given in this declaration will be treated with confidentiality and the non disclosure agreement between the supplier and Electrolux. Further on in this document, a solution is offered to have categorise substances in preparations as Confidential, so that company restricted information is still respected). Either CAS number, or EC Number or Other Convention: during entry of CAS or EC Number the system will check for validity of the entry in accordance with the respective convention, and where the entry is invalid, the system will not accept the input, and a pop-up message will be displayed. Substances in preparations, not to be disclosed to Electrolux can be filled-in into the Other Convention -column, with their respective concentration, and the comment Confidential. An example of such a preparation is given in the screen below: 9
10 % of Substance present in ANC: since the preparation contains multiple substances, the system will automatically keep adding lines, until the total sum of % s for that ANC equals 100%. If more or less than 100%, the user will be prompted with a pop-up message. Planned or Actual Pre-Registration Date: relates to the European Chemicals Agency preregistration period and is present to indicate to Electrolux if the supplier has already or intends to pre-register the substance in question with the European Chemicals Agency. Total volume produced < 1ton/year / legal entity: this option has been provided for those suppliers with an annual total produced volume of less than 1 ton and therefore are not required to pre-register under REACH. 12 1.4 The Articles Tab All of the Electrolux Art. Nrs. which were categorised as Article in the Overview Tab, will now be present within the Articles Tab. In this area of the application a variety of data relating to those Electrolux Art. Nrs. (ANC s) requires to be entered. The information required is: ANC Weight (kg): the weight of the individual article in kilograms. (This information is necessary to enable Electrolux to make product weight calculations within their database to determine if there is any obligation for Electrolux to inform downstream customers and/or notify European Chemicals Agency (ECHA) about issues relating to their obligations under REACH). The specific weight for all ANC s must be given. Article contains Substances from ERMSL in a concentration >= 0.01% (click ERMSL list): by clicking in this field the user is presented with a drop down selection No or Yes. When selecting Yes, either CAS Number and or EC number (EINECS, ELINC, NLP) and/or Other Convention (corresponding to the respective Restricted Material) fields must be completed in addition to inputting the % of the respective substance present within the ANC. 12
13 During entry of CAS or EC Number the system will check for validity of the entry. Where the entry is invalid, the system will not accept the input, and a pop-up message will be displayed. Where the article contains more than one Substance present within the ERMSL, in a concentration of >= 0.01%, then the user can add the additional substance/s by clicking on the Add Substance -button. Please make sure that the cursor in Excel is located in the row of the ANC where you want to add the substance to. For example: If ANC Nr would contain multiple substances, present on the ERMSL, then the cursor in Excel should be located as shown in the screen below in the blue circle, prior to clicking on the Add ERMSL Substance -button. After clicking the Add Substance -button, the result is shown as in the screen below. 13
14 Where the answer to the statement: Article Contains Substances from ERMSL in a concentration >= 0.01% (click ERMSL list) is No then the subsequent fields (relating to the ANC) in the table do not require any input. 15 1.5 Articles with Intended Release Tab All of the Electrolux Art. Nrs. which were given the REACH category Article w Intend. Rel. in the Overview Tab, will now be present within the Articles with Intended Release Tab. In this area of the application a variety of data relating to those Electrolux Art. Nrs. (ANC s) requires to be entered for the respective Electrolux Art. Nr. An Article with Intended Release consists out of at least 2 declarable parts. 1) Article : the container holding the substance/preparation to be released. 2) Substance / Preparation : the substance or preparation that is intentionally released from the Article. (The information to be disclosed to Electrolux Major Appliances Europe concerning Preparations contained in these Articles with Intended Release is only that information as disclosed on the MSDS. REACH does not oblige a supplier of Preparations to disclose the complete content as 100% of the formulation. Any information given in this declaration will be treated with confidentiality and the non disclosure agreement between the supplier and Electrolux. Further on in this document, a solution is offered to declare substances in preparations as Confidential, so that company restricted information is still respected.) In this tab all the attributes for the Article as the Preparation need to be enriched. To distinguish declarations made to either the Article or the substance to be released, an extra column Line category has been added. Depending on the information entered, this Line category will be displayed as Article or Preparation. For the Line Category : Article, following information is requested: ANC Weight (kg): the weight of the individual article in kilograms. 16 For the Line Category : Preparations, following information is requested: Either CAS number, or EC Number or Other Convention: during entry of CAS or EC Number the system will check for validity of the entry in accordance with the respective convention, and where the entry is invalid, the system will not accept the input, and a pop-up message will be displayed. Substances in preparations, not to be disclosed to Electrolux can be filled-in into the Other Convention -column, with their respective concentration, and the comment Confidential. An example of such a preparation is given in the screen below: 16
17 % of Substance present in ANC: since the preparation contains multiple substances, when the user has entered less than 100% of the composition of the Preparation, a pop-up screen will be shown, prompting the user to declare those substances until the sum of the declared % s equals 100%. To add a substance contained in the Article or to add a substance from the Preparation, you can always use the Add Substance button. Please make sure that the cursor in Excel is located in the row of the ANC where you want to add the substance to, before clicking on the Add Substance -button. 18 1.6 The Electrolux Restricted Materials Screening List The Electrolux Restricted Materials Screening List (ERMSL) is a tool to achieve compliance with legislation, the Electrolux environmental policy and to facilitate a consistent approach with regards to material selection. The purpose is to avoid materials and substances that: may represent hazards to the environment or the health of workers,customers and consumers could negatively influence end-of-life properties, or might cause other concerns. The included screening list is EMA-E means to collect and document the required data to ensure compliance with Art.33 of REACH (duty of information about presence of SVHC s). Failing to declare presence of SVHC s in an article results in a direct violation with EU law. Electrolux requires that suppliers report (via the data gathering application) any presence of substances on the Electrolux Restricted Materials Screening List above 0.01% W/W concentration level. Materials not included on the screening list are not automatically acceptable to use the list is not exhaustive and therefore not listed substances belonging to the main categories should be declared as well if present above 0.01% W/W concentration level.
