REGULATION HCFC R-22 refrigerant is the most widely used in air conditioning, heat pump and refrigeration equipment in the world, however it is classified as an ozone-depleting substance and is the subject of a phase-out programme under the European Community (EC) Regulation no. 2037/2000. From Dec 2014 it will become illegal to use HCFC R-22, virgin or reclaimed, in any AC, heat pump or refrigeration equipment for service or maintenance purposes. LEGISLATION The Energy Performance in Buildings Directive (EPBD) requires that all air conditioning systems with an effective rated output of more than 12kW must be regularly inspected by an Energy Assessor; the inspections must be no more than 5 years apart. Systems >250kW should have been inspected by 4th Jan 2009; systems >12kW should have been inspected by 4th Jan 2011 (systems installed on or after 1st Jan 2008 must have their first inspection within 5 years of being put to service). It may seem galling that European regulation and legislation appears to be forcing us to replace equipment that we might have expected to last perhaps another 5 or even 10 years with appropriate maintenance. Like it or not, we do have environmental responsibilities and the regulation and legislation we refer to here is all about that. Tough though it may be to find the financial resource to comply, particularly when recovering from a period of recession, replacing equipment still operating with R-22 refrigerant will actually pay substantial dividends in terms of reduced operating and maintenance costs at a price per kw that is actually lower today than it was when the equipment was new! Many existing VRV systems (the original system of it s type established in 1982) will be nearing the end of their life cycleeither due to age or prematurely as a result of the HCFC (R-22) refrigerant phase-out.
