1 Agenda Item Item: 15a Issue under Consideration: Procurement #12-060, Closed Door Horizontal Baler for Materials Recycling Facility (MRF) Current Status: This is a Capital Equipment Replacement Program (CERP) item previously approved to retire the existing K-Metal Fabrication vertical baler (S/N S-KMFA ) acquired in 1995 as a gift, and remaining in service at the MRF. The primary uses for the baler are to compact cardboard, newspaper, and office paper as recycled materials. Points to Consider: This solicitation was advertised in a newspaper of general circulation in Georgetown County and the SC Business Opportunities On-Line Publication, posted on the county and SCBO websites, and direct mailed to all known offerors. There were seven (7) responses received from six (6) offerors: 1) Maren Engineering Corporation of South Holland, $83, base bid with tax and shipping; 2) Catawba Baler & Equipment of Greensboro, $62, base bid with tax and shipping; 3) Excel Manufacturing of St Charles, $79, base bid with tax and shipping; 4) Becker Complete Compactor, Incorporated of West Columbia, 68, base bid with tax and shipping; 5) Harmony Enterprises, Incorporated of Harmony, $111, base bid with tax and shipping; 6) BE Equipment, Incorporated of Quakertown, $83, base bid with tax and shipping; and 7) BE Equipment, Incorporated of Quakertown, PA (Alternate $88, base bid with tax and shipping. Each offer also contained two (2) options: an oil heater to maintain the viscosity of the hydraulic fluid in the unheated MRF; and a conveyor to prevent lifting recyclables overhead

2 to place them within the baler. Prices for both options are shown on the bid review worksheet attached. Financial Impact: Expenditure of previously budgeted funds. This item is funded in up to $100,000. This item is designated as part of the Municipal Lease/Purchase Financing Plan for a term of twelve (12) years, and is fully funded. Options: 1) Award to the lowest responsive bidder with no limiting exceptions, Excel Manufacturing of St. Charles, MN, for one Model EX77 baler with Alternate #2 (loading conveyor), shipping, taxes, set-up and training, not to exceed $99, ) Decline to make an award. Recommendations: Bid proposals were reviewed and evaluated by the Public Services Department and the Environmental Services Division. The total bids ranged from $83, up to $127,272.08, however the four lowest cost bids included exceptions. These exceptions were ascertained by the evaluators to reduce durability, performance and safety and were therefore deemed unacceptable. The lowest responsive bidder who met all specifications was Excel Manufacturing for the Model EX77 baler. Staff recommends award to Excel Manufacturing of St. Charles, MN, for one Model EX77 baler with Alternate #2 (loading conveyor), shipping, taxes, set-up and training, not to exceed $99, Alternate #1, the optional hydraulic oil heater, will not be included. 2) Decline to make an award. Funnye, Director File No.: Date: November 20, 2012 Re: Bid Closed Door Horizontal Baler The Public Services Department received seven (7) bid submittals for Bid # Closed Door Horizontal Baler for MRF Recycling. The bid tabulations included the base bid and two alternate bids; #1 for an Oil Heater and #2 for a Conveyor. The total bids ranged from $83, to $127, Each bid was analyzed for quality of the equipment, conformity to specifications, and total cost. The four lowest bids in the amounts from $83, to $100, each had several exceptions including operating pressure, main cylinder and platen force. These exceptions would reduce durability, performance and safety as determined by the evaluation committee and therefore are considered unacceptable bids. Excel Manufacturing submitted the fifth lowest total bid price of $100, with no exceptions. It is the committee s decision to forego the alternate add on #1 for the oil heater and include the alternate add on #2 for the conveyor. This bid amount, plus shipping and taxes, totals $99, Based upon the above, I hereby recommend awarding Bid # to Excel Manufacturing for Model EX77 baler and conveyor for a total price of $99, Page 1
