6 1. OBJECTIVES 1.1. Requested standardisation activities The Commission requests the European Committee for Standardisation (CEN) and European Committee for Electrotechnical Standardisation (Cenelec) in accordance paragraphs 1 and 2 of Article 10 of Regulation (EU) No 1025/2012 (ESOs) to draw up harmonised standards, as defined in Article 2(1) point c) of Regulation (EU) No 1025/2012, in support of: Commission Regulation (EU) No 814/ of 2 August 2013 implementing Directive 2009/125/EC 2 of the European Parliament and of the Council with regard to ecodesign requirements for water heaters and hot water storage tanks, and Commission Delegated Regulation (EU) No 812/ of 18 February 2013 supplementing Directive 2010/30/EU 4 of the European Parliament and of the Council with regard to energy labelling of water heaters, hot water storage tanks and packages of water heater and solar device The ESOs are requested to develop harmonised standards, which cover the requirements set out in both Regulations, for water heaters, hot water storage tanks and for packages of water heater and solar device (electrically driven or using liquefied or gaseous fuels) and as indicated in the requested work programme given in Appendix I. The requested harmonised standards shall incorporate relevant measurement and calculation methods, including measurement and calculation methods set out in relevant Commission Communications 5 on transitional methods of measurement for the implementation of Commission Regulation (EU) No 814/2013 and Commission Regulation (EU) No 812/ Public interests and policy objectives Commission Delegated Regulation 814/2013 has been adopted under Directive 2009/125/EC establishing a framework for the setting of ecodesign requirements for energy-related products. This Directive establishes the framework for the setting of Union ecodesign requirements for energy-related products with the aim of ensuring the free movement of such products within the internal market. It contributes to the sustainable development by increasing energy efficiency and the level of protection of the environment, while at the same time increasing the security of supply. Commission Delegated Regulation 812/2013 has been adopted under Directive 2010/30/EU on the indicating by labelling and standard product information of the consumption of energy and other resources by energy-related products. This Directive establishes a framework for the harmonisation of national measures on end-user information, particularly by means of labelling and standard product information, on the consumption of energy and where relevant other essential resources during use, and supplementary information concerning energyrelated products, thereby allowing end-users to choose more efficient products. These two Commission Regulations (referred to below as "the Regulations") require that the measurement and calculation procedures for establishing energy performances and other environmental impacts shall be reliable, accurate and reproducible and take into account the OJ L 239, , p 162. 7 generally recognised state of the art, in order to ensure comparable measurement and calculation procedures for the product types in the scope of the Regulations and to facilitate market surveillance activities. 2. ACCEPTANCE OF THE REQUEST The ESOs are asked to inform the Commission within one month after the receipt of this request whether they accept it. Conditional acceptance is considered as a refusal. The acceptance reply may include a request for Union funding or may indicate if Union funding available for activities pursuant to Article 15 of Regulation (EU) No 1025/2012 is applied later and informing also on estimated amount needed and estimated date for a possible request. Such a funding request shall respect deadlines set in this standardisation request and in the mandated work programme, as agreed with the Commission according to point 5.4, for the execution of the standardisation work. 3. EXPIRATION Where the standardisation request is not accepted by any of the ESOs, this request shall expire three (3) months after the notification of this Decision to the ESOs. 4. DESCRIPTION OF THE REQUIREMENTS FOR THE REQUESTED DELIVERABLES AND FOR THE STANDARDISATION WORK 4.1. Requirements for the harmonised standards General requirements The requested harmonised standards shall be based on reliable, accurate and reproducible procedures and methods, which take into account the generally recognised state of the art. As a priority the requested harmonised standards shall be based and built on the existing standards for water heaters, hot water storage tanks and related products (solar devices, packages of water heater and solar device), which lay down procedures and methods of measuring and calculating the energy consumption and associated characteristics, sound power levels and emissions of nitrogen oxides, carbon monoxide, particulate matter and hydrocarbons of these products. The harmonised standards shall include the necessary definitions of the product types and their main characteristics and of the parameters to be measured and/or calculated Requirements on the coverage of the regulated parameters for water heaters The following aspects shall be covered by the requested harmonised standards for water heaters: (1) for all water heaters: the load profiles, the water heating energy efficiency, the daily and annual electricity consumption, the storage volume, the mixed water at 40 C, the sound power level, indoors, the information for disassembly, recycling and disposal; (2) for water heaters using fossil fuels: EN 3 EN
8 the daily and annual fuel consumption, the emissions of nitrogen oxides, carbon monoxide, particulate matter and hydrocarbons; (3) for water heaters with enabled smart control settings: weekly electricity consumption and weekly fuel consumption with enabled smart control settings, the weekly electricity consumption and weekly fuel consumption without enabled smart control settings; (4) for solar water heaters and solar devices: the collector aperture area, the zero-load efficiency, the first-order coefficient, the second-order coefficient, the incidence angle modifier, the pump power consumption, the annual non-solar heat contribution, the standby power consumption, the heat generator water heating energy efficiency, the annual auxiliary electricity consumption; (5) for heat pump water heaters: the sound power level, outdoors Requirements on the coverage of the regulated parameters for hot water storage tanks and packages of water heater and solar device The following aspects shall be covered by the requested harmonised standards for hot water storage tanks and packages of water heater and solar devices: (1) for hot water storage tanks and for packages of water heater and solar device: the storage volume, the standing loss, the information for disassembly, recycling and disposal Requirements on procedures and methods for measuring and calculating the regulated parameters The requested harmonised standards shall take into account improved measurement and calculation methods and also cover new product types not yet covered by any standards to better reflect the user behaviour and the state of the art at. The following tasks need to be accomplished for each product group covered by this request 6 : (1) for electric water heaters: To extend existing standard(s), such as pren 50440:2013 and EN :2013 to define the test-rig for the measurement of daily electricity consumption and standby power consumption to detect water demand; To develop a method for determining the smart control factor for electric instantaneous water heaters, through the measurement of the energy savings; (2) for water heaters using fossil and/or biomass fuel: To extend existing standard(s), such as EN 26:1997 and EN 89:1999, to define the test-rig for the measurement of daily electricity consumption and the daily fuel consumption; 6 List of all referenced standards is given in Appendix II. 9 To extend existing standard(s), such as EN :2006, to define the test preparation for the measurement of daily fuel consumption; To extend existing standard(s), such as pren 89, pren 26 to provide procedures and methods to measure and calculate emissions of nitrogen oxides, carbon monoxide, particulate matter and hydrocarbons; To extend existing standard(s), such as EN :2006, to provide procedures and methods to measure and calculate the sound power level; To develop a method for determining the smart control factor for fuel water heaters, through the measurement of the energy savings; (3) for solar water heaters and solar devices: To extend existing standard(s), such as EN :2006; EN ; EN :2012 to provide procedures and methods to measure and calculate collector aperture area, zero-load efficiency, first-order coefficient, secondorder coefficient and incidence angle modifier; To extend existing standard(s), such as EN 62301:2005, to provide procedures and methods to measure and calculate standby power consumption; To extend existing standard(s), such as the EN :2007 and ISO :2007, for the development of methods such as SOLCAL 7 and SOLICS; (4) for heat pump water heaters: To extend existing standard(s), such as EN 12102:2013 to provide procedures and methods to measure and calculate the sound power level; To extend existing standard(s), such as EN 16147:2011 to define the test-rig for heat pumps with electrically driven compressors; To extend existing standard(s), such as EN :2006, to define the test preparation for the measurement of daily fuel consumption; To develop a method for determining the smart control factor for heat pumps water heaters, through the measurement of the energy savings; (5) for hot water storage tanks: To extend existing standard(s), such as EN 12897:2006 and EN 15332:2007 to provide procedures and methods to measure and calculate the standing loss including losses due to circulation through pipes; To extend existing standard(s), such as EN :2012 to provide procedures and methods to measure and calculate the standing loss for thermal solar systems; 7 SOCAL and SOLICS are methods for assessing the annual non-solar heat contribution in systems combining solar and non-solar heat generators. 10 To extend existing standard(s), such as EN 60379:2004 to provide procedures and methods to measure and calculate the standing loss for electric storage water heaters; (6) for water heaters with enabled smart control settings: To extend existing standard(s), such as pren 50440:2013, to define the test-rig for the measurement of electricity consumption Verification of the declared parameters for market surveillance purposes Each harmonised standard shall include a verification procedure which can be used to verify the declared parameters in particular for market surveillance purposes. Such a procedure shall: identify the sources of variability to be considered for market surveillance purposes; provide values for measurement uncertainties for the purposes of the verification procedure for the measured parameters taking into account the different sources of variability to be considered when a specific product is taken from the market and measured for market surveillance purposes; indicate if, in order to reduce the impact of variability to the system, specific criteria should be met by laboratories involved in the verification of the declared data (e.g. quality management system, qualification system, personnel training); ensure that the tolerances set out in the Regulations are not being used by manufacturers to systematically place products on the market and/or put them into service that are not compliant with the requirements of the Regulations or that systematically result in lower energy performance compared to what can be inferred by the energy efficiency class indicated on their energy label Templates for test reports Each harmonised standard shall contain a template for a test report which indicates the information to be declared by the manufacturers in order to fulfil the eco-design and energy labelling requirements in the Regulations Indication of the requirements aimed to be covered by the requested harmonised standards Each harmonised standard shall provide a clear, precise and transparent indication of the relationship between its normative elements and the corresponding legal requirements which it aims to cover and which are set out in the Regulations Requirements for the requested harmonised standards taking into consideration existing international standards The harmonised standards included in the work programme referenced in point should be based on existing international standards or on other globally used technical specifications EN 6 EN
11 developed by organisations whose development processes are based on the principles recognised by the World Trade Organisation in the field of standardisation Requirements for the standardisation work Project planning The Relevant ESO shall ensure that an appropriate and continuous overall project planning is in place for the execution of this standardisation request. A joint work plan which describes, among others things, tasks, milestones, estimated or allocated resources, estimated or actual deadlines and timeframes as well as contact points shall be made accessible for the Commission Provision of the work programme On the basis of the requirements given in this request and on the basis of Appendix I to this request the relevant ESO shall prepare a joint preliminary work programme indicating all requested work items, responsible technical bodies and a tentative timetable for the execution of the work. It is under the discretion of the relevant ESOs to decide how many harmonised standards are needed for each product type in order to implement the requested work programme as given in Appendix I Development of standards The mandated work programme as agreed with the Commission according to point 5.4 will be the basis for the standardisation work. This is without prejudice to other standardisation requests that are applicable in support of Union harmonised legislation other than Regulation 814/2013 and Regulation 812/2013. Relevant ESO shall report annually to the Commission on the execution of the mandated work programme. The reporting shall, in particular, contain information on the progress of the tasks set out in this request and indicate any difficulties encountered during the work. The relevant ESO shall inform the Commission before a work item is removed from the agreed work programme together with a rationale. 5. ARRANGEMENTS FOR THE EXECUTION OF THIS REQUEST 5.1. General conditions for executing this standardisation request General conditions for the execution of the Commission s standardisation requests apply during the standardisation work Project planning The joint work plan shall be made available to the Commission at the same time when providing the preliminary work programme and communicating annual reports according to points 5.3 and Provision of the work programme The joint preliminary work programme shall be sent to the Commission no later than four (4) months after the notification of this Decision by the Commission. 12 5.4. Agreement on the mandated work programme The Commission will inform relevant ESO no later than one (1) month after receiving the joint preliminary work programme on the work items to be included in the mandated work programme including any priorities to be observed during the work Reporting The relevant ESO(s) shall give the first joint annual report 14 months after the notification of this Decision by the Commission and every 12 months afterwards. Subsequent reporting shall be done in an annual basis and submitting a joint annual report which covers the execution of all eco-design related standardisation requests Other provisions Relevant ESO shall maintain continuous liaisons with the Commission services responsible for this standardisation request during the execution of the request. Possible disagreements and disputes on the interpretations of the requirements given in this standardisation request shall be addressed to the Commission services responsible for this standardisation requests and always informing the standardisation unit of Enterprise and Industry Directorate General. Relevant ESO shall provide to the Commission the titles of the requested harmonised standards in all the official languages of the European Union. EN 8 EN
