2 Amenities and Structures

3 PF- Amenities & Structures What is evaluated: The exterior of all buildings as well as any amenities and structures not covered under other Features. Building interiors are not evaluated (except for restroom interiors which are rated under Restrooms, standard 0).. Exterior of buildings. Drinking fountains..a All building exteriors are free of vandalism and graffiti...b Paint on 90% of all building exteriors is of uniform color and not peeling. All drinking fountains are accessible, operational and free of standing water and debris.. Fencing All fencing you have not already evaluated under another feature is functional and in good condition.. Gates & locks.5 Retaining walls The standard is not met if there is a: protrusion, hole in any location, or any passage along the base. All existing gates, latches and locks are operational..5.a All retaining walls are structurally sound. The standard is not met if any retaining wall: is leaning, or has a large crack..5.b All retaining walls are free of vandalism and graffiti..6 Signage All RPD signs are legible, free of graffiti and properly installed in appropriately visible locations..7 Stairways.7.a All stairways are free of litter and debris. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated..7.b All stairways are structurally sound. The standard is not met if any stairway: risers are not consistent from top to bottom, treads are not consistent from top to bottom, or has no handrail..7.c 95% of stairways are free of weeds. Amenities and Structures

4 PF- Benches, Tables, and Grills What is evaluated: Every non-sports bench and every table and grill within the park, as well as the immediately surrounding area. Benches associated with an athletic field should be evaluated under Turf Athletic Fields, standards 6. and 6.5; those associated with an athletic court are evaluated under Outdoor Athletic Courts, standards 7. and Cleanliness..a 90% of all benches and tables are free of litter, dirt and rust, and 90% of all grills are free of litter...b 90% of all benches, tables and grills have no litter, weeds and debris around them. The standard is not met for any particular bench, table or grill if: more than 5 pieces of litter or debris are present in the surrounding 5 by 5 area, or a needle, condom, broken glass or feces is present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated.. Graffiti All benches, tables and grills are free of painted graffiti.. Painting At least 80% of the surface of all benches and tables is free of peeling or chipped paint.. Structural integrity and functionality 90% of benches, tables and grills are structurally sound and functional. The standard is not met for any particular bench, table or grill if: a slat or supporting leg is broken a slat or let is not properly anchored, or there is a sharp edge or protrusion. 5 Benches, Tables, and Grills

5 PF-8 Children s Play Areas What is evaluated: Areas with children s play equipment, whether independent play equipment (such as swings) or composite structures that include slides, decks, ladders, bridges, etc. All park types, not only those categorized as playgrounds, may contain children s play areas ( CPAs ). Vegetation in CPAs should be evaluated under Ornamental Gardens, Shrubs, and Ground Covers. Hardscaped areas adjacent to, but not within, a CPA should be evaluated under Hardscapes and Trails. 8. Cleanliness CPA is free of litter, debris and weeds. The standard is not met if any of the following are true: more than 0 pieces of litter or debris are visible across any 5 by 5 area or along a 00 line, any sandbox has any litter or debris, any rubber surface has sand spilled on to it, or a needle, condom, broken glass or feces is present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated. 8. Fencing All CPA fencing is functional and in good condition. 8. Functionality of equipment The standard is not met if there is a: protrusion, hole in any location, or passage along the base. At least 80% of play equipment is present and functional. (circle one answer) 8. Graffiti The CPA and its equipment are free of graffiti. Cmoments 8.5 Integrity of equipment CPA equipment is structurally sound. The standard is not met if: 0% or more of equipment has rust, rot, splinters or dents, there is a sharp edge or protrusion, or any bolt, screw or other fastener is missing or loose. 8.6 Painting Play apparatus is free of peeling or chipped paint. 8.7 Signage All RPD signs are legible, free of graffiti, properly installed, and appropriately visible. 8.8 Surface quality 8.8.a Sand is loose (not compacted) and at least inches deep. Circle if the sand is wet from rain. 8.8.b All rubber surfacing is smooth and consistent. The standard is not met if any rubber surfacing: is missing, or has a vertical drop greater than / inch. Children s Play Areas

6 PF-9 Dog Play Areas What is evaluated: Any designated off-leash dog areas ( DPAs ). Please put all comments regarding unofficial dog areas on the coversheet of your evaluation form. 9. Bag dispenser Bag dispensers are available, free of graffiti and fully operational. Do not rate the supply of bags. 9. Cleanliness 9..a DPA is free of litter and debris. The standard is not met if: more than 5 pieces of litter or debris are visible across any 00 by 00 area or along a 00 line, or a needle, condom or broken glass is present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated. 9..b DPA is free of feces. 9. Drainage/ flooded area 9. Height/ mowed 80% of DPA is free of standing water days after rain or hours after irrigation. Circle if there is standing water and you know your evaluation is occurring within days of rain or hours of irrigation. Turf sections of DPA are mowed and less than ankle height. 9.5 Signage All RPD signs are legible, free of graffiti and properly installed in appropriately visible locations. 9.6 Surface quality 9.7 Waste receptacle DPA surface is smooth and free of holes greater than 6 inches in diameter and/or depth. Waste receptacles are available and not overflowing. Standard is not met if there is no waste receptacle at the park. Both permanent receptacles and portable "toters" are rated. 5 Dog Play Areas

7 PF- Hardscapes and Trails What is evaluated: All non-sport pavements and all non-paved trails. Rate paved areas dividing two park Features (e.g., play area and picnic area) here, as well as the sidewalks surrounding a park and any yellow caution-taped or red marked areas.. Cleanliness..a Hardscapes are free of litter and debris.. Drainage/ flooded area The standard is not met if any of the following are true: more than 5 pieces of litter are visible across any 5 by 5 area or along a 00 line, debris obstructs passage, a needle, condom, broken glass or feces is present, or any circulation area adjacent to a children s play areas has sand spilled on to it. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated...b Trails are free of litter and debris. The standard is not met if any of the following are true: more than 5 pieces of litter are visible across any 5 by 5 area or along a 00 line, debris obstructs passage, or a needle, condom, broken glass or feces is present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated. 95% of hardscape area is free of standing water days after rain or hours after irrigation. Circle if there is standing water and you know your evaluation is occurring within days of rain or hours of irrigation.. Graffiti All hardscape is free of graffiti.. Surface quality Paved surface is free of irregularities in grade. The standard is not met if there is any: vertical grade irregularity greater than / inch, or crack or hole greater than inches in diameter and depth..5 Weediness 95% of paved surfaces are free of weeds. This standard refers only to weeds that are growing in the pavement. It does not refer to lawn edging (see standard.5) or overgrown ornamental garden ground covers (see standard.). Hardscapes and Trails

8 PF- Lawns What is evaluated: Condition of all park lawns, whether mowed by hand or by powered mowers. Lawn weediness is not rated due to the fact that City ordinance prohibits use of some pesticide products to abate weeds. (For more information, see San Francisco Environment Code, Chapter Integrated Pest Management Program.). Cleanliness..a Turf is free of litter. At a mini park or civic plaza, the standard is not met if there are: more than 5 pieces of litter visible across any 5 by 5 area or along a 00 line, or any needles, condoms, broken glass or feces present. At a neighborhood or regional park, standard is not met if there are: more than 0 pieces of litter visible across any 00 by 00 area or along a 00 line, or any needles, condoms, broken glass or feces present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated...b Turf is free of debris that impedes mowing. Leaves should not be rated.. Color 80% of turf area is fairly green.. Density and spots. Drainage/ flooded area If noted on your park Features List, consider certain grasses green when they display their seasonal color change. 80% of turf area is free of bare spots. 80% of turf area is free of standing water days after rain or hours after irrigation. Circle if there is standing water and you know your evaluation is occurring within days of rain or hours of irrigation..5 Edged 80% of lawn edges are clearly defined and have less than inches of growth over adjoining landscape..6 Height/ mowed All lawns are mowed and less than ankle height..7 Holes Lawns are free of holes greater than 6 inches in diameter and/or depth that are visible from a 0-foot distance. Standard is not met if there are multiple small holes (< 6 ) or mounds caused by any animal (e.g., gophers, moles) which are aesthetically unpleasant or impede walking or jogging. Note all holes.5 inches or greater (in diameter or depth) in. Lawns

9 PF-5 Open Space What is evaluated: Any planted or unplanted area, 0 feet from any path, that has naturalized and is no longer actively gardened by the department. Designated Natural Areas are not evaluated. These areas are remnants of San Francisco's historic landscape which include significant populations of rare, endangered or native California flora and fauna, and are managed for stewardship rather than appearance. 5. Cleanliness Open Space is free of litter or large fallen limbs 0 feet from any path. The standard is not met if there are: more than 5 pieces of litter visible in any 50 by 50 area or along a 00 line. any needles, condoms, broken glass or feces present. Litter may include cigarette butts, paper, food wrappings or dumped items. 5 Open Space

10 PF- Ornamental Gardens, Shrubs, and Ground Covers What is evaluated: All areas composed of ornamental plantings that are actively gardened by the department, regardless of their location. Evaluate all ornamental gardens, perennial and annual beds, shrubs, hedges and ground covers here. Community Gardens are not evaluated. These planted areas are primarily maintained by the public and devoted to the community s cooperative agricultural or horticultural practices. (If this park feature is closed or cannot be found, check this and make a note on the park Features List.). Cleanliness..a Gardens, shrubs and ground covers are free of litter.. Plant health The standard is not met if: more than 0 pieces of litter are visible across any 5 by 5 planted area or along a 00 line, or a needle, condom, broken glass or feces is present. Litter may include cigarette butts, paper, food wrappings or dumped items...b Gardens, shrubs and ground covers are free of debris. The standard is not met if more than 0 pieces of debris are visible across any 5 by 5 planted area or along a 00 line. Debris may include limbs and rocks. Leaves should not be rated. 90% of landscape plantings shows no signs of damage. The standard is not met if more than 0% of all planted material is dead, broken or uprooted.. Pruned All ornamental garden plants, shrubs and ground covers have a size and shape appropriate to their location. The standard is not met if any plant: impedes a pathway, blocks sight lines or landmarks, but was not deliberately planted as a barrier, or has an unusual size and shape that is not typical for that plant species.. Weediness 90% or more of gardens, shrubs and ground covers are free of weeds. The standard is not met if undesirable plants, like vines, are overtaking any ornamental plantings. 5 Ornamental Gardens, Shrubs, and Ground Covers

11 PF-7 Outdoor Athletic Courts What is evaluated: All paved surfaces designed for playing sports (tennis, basketball and volleyball courts, skateboarding areas and multi-purpose game hardscapes) as well as any support structures associated with them. Such structures include backstops, goal posts, nets, basketball rims, dugouts, team benches, spectator stands, lighting systems, etc. 7. Cleanliness Court surface is free of litter and debris. 7. Drainage/ Flooded area The standard is not met if: more than 5 pieces of litter or debris are visible across any 5 by 5 area or along a 00 line, any needles, condoms, broken glass or feces are present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks and anything else that impedes play. Leaves should only be rated if they impede play. 95% of court surface is free of standing water days after rain or hours after irrigation. Circle if there is standing water and your evaluation is occurring within days of rain or hours of irrigation. 7. Fencing All court fencing is functional and in good condition. 7. Functionality of structures The standard is not met if there is a: protrusion, hole in any location, or passage along the base. 90% of existing court structures are operational for playing or observing sports. Standard is not met if basketball or tennis nets are missing. 7.5 Graffiti All courts and court structures are free of graffiti. (circle one answer for each court) 7.6 Painting/ striping Rate graffiti on non-sports benches under standard.. Court play lines are clearly visible. The standard is not met if more than 0% of the painted play lines are worn from the court surface. 7.7 Surface quality Court surface is smooth and free of irregularities, cracks or holes that are visible from a 0-foot distance. The standard is not met if there is any: vertical grade irregularity greater than / inch, or crack or hole greater than inch in diameter and depth. Outdoor Athletic Courts

12 PF- Parking Lots and Roads What is evaluated: Free public-access parking lots and roads maintained by the Recreation and Parks Department, such as those in Richmond Recreational Center, McLaren Lodge and Golden Gate Park. Parking garages and their entrances are not evaluated.. ADA parking spaces ADA parking is provided.. Cleanliness Parking lots and roads are free of litter and debris. The standard is not met if any needles, condoms, broken glass or feces are present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated.. Curbs 90% of curbs in parking lots and roads are intact.. Drainage/ flooded areas All parking lots and roads are free of standing water days after rain or hours after irrigation. Circle if there is standing water and you know your evaluation is occurring within days of rain or hours of irrigation..5 Graffiti All parking lots and roads are free of graffiti..6 Painting/ striping At least 75% of parking and road lines are visible..7 Signage All RPD signs are legible, free of graffiti and properly installed in appropriately visible locations..8 Surface quality Examples of signs include directional signs..8.a Parking lots and roads are free of potholes greater than 6 inches in diameter and/or depth..8.b Parking lots and roads are evenly surfaced. 5 Parking Lots and Roads

13 PF-0 Restrooms What is evaluated: All free public access restrooms, whether in a separate building or inside clubhouses or recreation centers. Restrooms associated with a pool should be not be evaluated. Evaluate the entryway and interior of every public access restroom. The exteriors of restroom buildings should be evaluated under Amenities and Structures. Was the restroom open? If closed during times it is posted to be open, note in. Were restroom hours conspicuously posted? If hours are not posted, note this as a Potential Work Order Item. 0. Cleanliness 0..a Entryway and interior of restroom is free of litter, debris and feces. The standard is not met if: more than pieces of litter or debris are on the floor, wall or ceiling of the restroom, or any feces, needles, condoms or broken glass are present in the restroom, its entry, or within 5 feet of its entry. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated. 0..b. All toilets, urinals, sinks and diaper-changing stations are clean. 15 PF- Trees What is evaluated: Trees in and around lawns, gardens, paved paths, play areas, sitting areas, athletic fields and open spaces. Do not rate trees in Natural Areas. These lands contain remnants of San Francisco's historic landscape and populations of rare, endangered or native California flora and fauna, and are managed for stewardship rather than appearance. Litter under trees is not evaluated here. Instead, rate it under the feature which corresponds to the land on which the tree is standing: lawns (standard.), ornamental garden (.), open space (5.), parking lots (.), etc.. Limbs For mini parks, neighborhood parks and civic plazas or squares: No broken or hanging limbs greater than inches in diameter are visible.. Plant health For regional parks: No more than 5 broken or hanging limbs greater than inches in diameter are visible. All trees are alive and 90% of trees are free of damage. The standard is not met if: any tree is dead, or more than 0% of all trees have dead limbs, brown foliage or damaged bark.. Vines No trees have been overtaken by vines. The standard is not met if: vines have grown 5 feet up from the base of any tree, or a vine is in the canopy of any tree. 5 Trees

16 PF-6 Turf Athletic Fields What is evaluated: Natural or artificial turf areas used for sports (such as baseball diamonds and soccer pitches) and all related structures. Such structures include backstops, goal posts, dugouts, team benches, spectator stands, lighting systems, etc. 6. Cleanliness Turf athletic fields are free of litter and debris. The standard is not met if: more than 5 pieces of litter or debris are visible across any 00 by 00 area, or any needles, condoms, broken glass or feces are present. Litter/debris may include cigarette butts, paper, food wrappings, newspapers, dumped items, limbs, rocks and anything else that impedes play. Leaves should only be rated if they impede play. 6. Color Natural turf fields are uniformly green. 6. Drainage/ flooded area If noted on your park Features List, consider certain grasses green when they display their seasonal color change. Fields are free of standing water days after rain or hours after irrigation. Circle if there is standing water and your evaluation is occurring within days of rain or hours of irrigation. 6. Fencing All field fencing is functional and in good condition. 6.5 Functionality of structures The standard is not met if there is a: protrusion, hole in any location, or passage along the base. 90% of field-related structures are operational for playing or observing sports. 6.6 Graffiti All fields and their sport-related support structures are free of graffiti. 6.7 Height/ mowed Rate graffiti on non-sports benches under standard.. All natural turf is mowed and less than ankle height. 6.8 Holes Fields have no holes that are visible from a 0-foot distance. Standard is not met if there are multiple holes or mounds caused by any animal (e.g., gophers, moles), even if the holes are less than 6 inches in diameter and/or depth. 17 PF- Waste and Recycling Receptacles What is evaluated: All waste and recycling receptacles except those in dog play areas or restrooms, and the ground immediately surrounding them. Both permanent receptacles and portable toters are rated. Dog Play Area waste receptacles are rated under standard 9.7. Restroom receptacles are rated under Restrooms, standard 0.9. Check your Features List: Sidewalk receptacles in some parks are not evaluated, as they are not under RPD control.. Cleanliness..a 90% of all receptacles are clean and none have graffiti...b 90% of all receptacles have no litter or debris surrounding them. The standard is not met for any waste receptacle if there are: more than pieces of litter or debris in the immediate area, or any needles, condoms, broken glass or feces present. Litter/debris may include cigarette butts, paper, food wrappings, dumped items, limbs and rocks. Leaves should not be rated.. Fullness 90% of all receptacles are not overflowing.. Painting 90% of all receptacles have a uniform coat of paint that is not peeling.. Structural integrity and functionality Do not rate receptacles made of materials that are not typically painted (i.e., toters). 90% of all receptacles are free of large cracks or damage that affect their use.
