4 LETTER FROM THE PRESIDENT Dear Neighbors, Safety, safety, safety! The County has heard us and is developing a proposal for physical changes to the speedway we know as Montpelier Drive. The proposed effort, called the Greening of Montpelier Drive, is being designed to reduce speeding and the number of vehicles that cut through our neighborhood. With 54 of wide open asphalt, many of us have been passed on the le by people greatly exceeding the posted speed limit. We have the opportunity to make a statement about our neighborhood by presen ng a residen al look to the road instead of a super highway. The Prince George s County Department of Public Works and Transporta on held an Open House on the 26th of March 2015 to introduce the topic and solicit feedback. They took away many ideas to consider. A er consolida ng a number of specific sugges ons, the Department will hire an Architect/Engineering firm to collect data, do surveys, evaluate all the op ons and dra some preliminary recommenda ons. The next Open House to seek feedback on their recommenda ons will be adver sed as soon as a date is picked. The County has indicated the residents that live on Montpelier Drive will receive individual no fica on of the mee ng. We look forward to hearing what they will propose. As our neighborhood reaches its 50th year anniversary, the County is poised to begin Phase 2 of a program to refresh their trees that line our streets. Sadly, our beau ful Bradford Pear Trees have exceeded their life span and must be replaced. The County is very close to determining the budget for this program and selec ng which neighborhoods will get new trees. One of the factors they consider are the number of emergency calls they have received due to fallen branches and trees (the good old 311 calls). If we have not had many trees fall we might not get our trees replaced this winter. Another factor compe ng for resources is the devasta on le behind by the Emerald Ash Borer causing the County to focus on those neighborhoods next. We should find out the results of the budget talks in July If we are to be included in the program this year, I have been assured that the trees slated to be replaced will be marked so homeowners will have me to consider if they would like to keep their tree. The problem with a homeowner op ng to keep a Country tree that has been designated for replacement will be the liability for that tree. The County will allow a tree to be retained if the homeowner signs a waiver and becomes responsible for all future damage caused by that tree. This is a wonderful program compared to just le ng the trees fall down one by one, as many have done in the past. Not only does it waste our tax dollars to mobilize a crew to cleanup trees one by one, the County does not grind the stump nor do they replace the tree. On the other hand, with the neighborhood program we will have old trees completely removed, to include the stump, and a new tree planted. Even the gaps where we should have trees can be replanted. Our Community has already had approximately 800 trees replaced during Phase 1 of this neighborhood program. Like Phase 1, individual homeowners will be able to par cipate in the selec on of the type of tree replanted within reason. Some of our street tree themes have already been set so some of our selec on may be limited. Unfortunately, the bri le Bradford Pears will not be an op on. During the late summer watch your Newsle er for more informa on about Phase 2 of the Tree Replacement Program. 7 Montpelier Community Association, Inc. Board of Trustees Meeting Minutes April 14, 2015 Trustees in A endance: Paul Buehler, Bob Derrick, Patricia Douville, Lillian Fazio, Brad Gimbert, Tim Jacobs, Jack Kea ng, Richard Mason and Jean Sorren no. Community Members Present: Sean Beaver, Jennifer Birks, Michael Boddie, Brindisi Chan, Mary Derrick, Dody Gibson, Adrian Kessler, Vermel Taylor and Mary Hughes President Bob Derrick called the mee ng to order at 7:06 PM. There was a quorum to conduct business. Secretary s Report: Tricia Douville The minutes of the March 2015 board mee ng were reviewed. Trustee Fazio made a mo on to accept the minutes. Trustee Gimbert seconded the mo on and it passed unanimously. Treasurer s Report: Lillian Fazio Trustee Fazio prepared the monthly statements, which were distributed. Trustee Fazio transferred $50,000 to ING savings to collect higher interest. 51 assessments have not yet been paid. $13,400 is owed to the MCA from long term delinquent accounts. The adjusted fine levied for covenant viola ons has been paid in full. The ma er is closed. Ms. Derrick contacted WSSC regarding the disputed bill and no payment is needed and we now have a credit. She is s ll checking into the billing and es mates from WSSC. ACCC Commi ee: Michael Boddie, Chairperson Mr. Boddie thanked Sean Beaver for joining the ACCC. The commi ee is back up to 5 members. The ACCC held further ac on on several viola ons due to the bad weather and difficul es that homeowners have had trying to make exterior repairs or clean-up. Sec on assignments have been reassigned. A group home was no fied that a van was parking off the paved driveway, but the manager responded immediately and no further ac on is needed. Communica ons Commi ee: Sean Beaver, Chairperson Mr. Beaver is inves ga ng op ons for a database for business recommenda ons from members. Facili es Commi ee: Paul Buehler and Brad Gimbert, Co Chairs The shade structure has been ordered. There was an a empt to drag the baseball clay infield, but the weeds are too high to do a sa sfactory job. Trustee Buehler reported that we hired a contractor to clear it about three years ago. He will get es mates to have it done again. Trustee Buehler will purchase an aesthe cally pleasing trashcan for the far corner of the parking lot. It will be chained to the backstop and hopefully the skateboarders will use it. Unfortunately, skateboarding has damaged the planters and there was discussion about how to control the problem. A member suggested that parents of the young adults that are members be made aware of the problem and ask them to help. The idea to screen the dumpster is on the backburner for now. It was observed that local companies used the dumpster to dispose of bricks, landscape debris and other materials. The board keeps the dumpster at the pool year-round for our members to dispose of larger items, but it is not intended for commercial use. Pool Commi ee: Mary Derrick, Chairperson The pool has been acid-washed and power-washed and looks good. The top step white coat cracks have been fixed. Holes need to be re-posi oned for the ladders to be installed. Trustee Douville suggested some of the ladders might have been installed in the wrong posi ons that make the first step too high in the shallow end. Lighthouse believes that the cracks around the returns are the cause of the leaks in the baby pool and they will be filling them. No whitecoa ng is planned for now. If holes develop underwater patches can be done during the season. Some of the volunteer hours owed to the MCA have been used to spread rubber mulch in the playground, cut back bamboo and to remove ivy from trees. Social Commi ee: Patricia Douville, Chairperson Trustee Douville reported that fi y children par cipated in the Easter Egg Hunt. It was a chilly day, but the kids enjoyed the event. Saturday, May 16 is the date for the Yard Sale. Par cipants wan ng to be included on the map should contact Trustee Douville. Monday, May 25th will be the Memorial Day Potluck at the Pool. Water aerobics is scheduled for Monday and Thursday nights at the pool, 7-7:45 pm. Security Commi ee: Richard Mason, Chairperson There was a the from auto on Cedarbrook Lane, but Trustee Mason received no addi onal informa on. The runners then turn le to go all around the tennis courts and then go on the grass behind the soccer goal and finally cross the finish line just like a regular runner. Each par cipant receives a Montpelier Buck which allows them their choice of ice cream at the Montpelier canteen. Both of the kid s fun runs are FREE. At the end of Oxwell, runners take a right turn on Montpelier Drive and proceed towards 197 staying on the east side of Montpelier (there is safety barrier which is designed to keep runners away from cars). Near the intersec on of Montpelier Drive and 197, runners turn right and proceed up the hill towards the Montpelier Mansion. Towards the exit near Muirkirk Road, runners take a right and travel along a trail through the woods, coming out at the dead end of Mount Pleasant Road. Runners proceed south along Mount Pleasant and turn onto Briardale Lane with a final right turn at the path to the Tennis Courts. The end of the course will be on the grass straight ahead. Volunteer course monitors will be available at all turns to direct runners and walkers. Traffic at major intersec ons will be stopped by the Prince George s County Police to allow par cipants to proceed. The race is professionally med. 20 GLO in the GARDEN Hi Neighbors, This morning I was invited to see the new outdoor kitchen at the home of Sally and Gary Shiomichi of 8771 Oxwell Lane. The design of this kitchen is L-shaped with a refrigerator, four-burner stove, two side-burners for sautéing vegetables, storage and a large surfaced sea ng area. The granite top is a leathered textured granite. makes this set-up unique is how Sally meets the challenge of keeping the birds and deer from ea ng the fruit. She has purchased a mesh camping tent, supported by a large sun screen umbrella body. This ne ng completely covers the plants but allows the sun to penetrate through. There is a zippered opening so that Sally has easy access. This couple knows how to live with nature on their terms! Gary says that high quality stainless steel appliances provide a sanitary surface which is easy to clean. The floor is natural stone blocks which con nues that clean stylish look. This kitchen is used year round and is covered by an elevated redwood pergola, complete with track ligh ng and shades on gliders that control the sun and light. Gary has been a barbecue aficionado for many years and has his own secret recipes and rubs. Sally is content to provide the commentary on all those wonderful dinners that Gary prepares. Their contractor was Sharper Cut Inc., Upper Marlboro,.Md. In another corner of their garden, Sally has both blueberries and blackberries. She says that each morning she collects a hand full of fresh large berries. The thing that CLEAN WATER ACT Did you know the state of Maryland has been mandated by the Clean Water Act to decrease the pollu on in the Chesapeake Bay? I thought, how can one person like me have any effect on the Bay? Farmers and live stock growers need to be regulated. Well, they are the state limits farmers addi ons of chicken waste used to fer lize the fields. The chicken farmers of the Eastern Shore are regulated. All industries in the state are regulated. The only en ty that isn t regulated is you and me. There are several prac ces that we can adopt that will help clean the Bay. The run-off of rain water from the roof of the house and paved driveways goes directly into the storm drains at the street. That water is not processed through WSSC, but flows into the Patuxent River, then into the Chesapeake Bay. Nutrients from improperly applied fer lizers and pet waste promote algae blooms which cause fish kills. Residents dump chemicals, yard waste, or trash down storm drains which clogs drainage pipes, ditches and adds nutrients to nearby streams. I thought that my lawn was absorbing rain water, but was surprised to find out that the soil just beneath that two inches of grass is compacted. Builders clear an area, remove the top soil, regrade and use large machines which compacts the soil. Since our soil is clay, it becomes impervious to water. This is why one of the county programs encourages us to develop rain gardens. Example: If you took the lower por on of your lawn and subs tuted mulched plan ng beds, the run off from your roof would (Continued on page 21) MONTPELIER TODAY 20 July/August 2015
