5 RATIONALE The application was reviewed by staff on the basis of the following information: Proposal: The City of Toronto is proposing upgrades to the existing storm sewer system in the area of Sentinel Road, south of Finch Avenue West. This project is part of the City s ongoing Basement Flooding Protection Program. These works were previously identified in a municipal class environmental assessment, completed in TRCA previously approved additional storm sewer replacements in this general area in Topcliff Park on July 6, 2012 (permit C , CFN 46480), Northwood Park on August 10, 2012 (permit C , CFN 47746), and Derrydown Park on November 7, 2014 (permit C , CFN 51134). Works under this contract will involve replacing various segments of mm concrete storm sewer with new mm storm sewer, as well as construction of a new outfall structure discharging into Black Creek. The sewer pipe discharging to the outfall will be a 1650mm concrete storm sewer, which will be installed between 267 and 273 Derrydown Road. Flows discharged from the new outfall, which is to include headwall and armour stone treatments, will be directed to a new rip rap and boulder dissipation surface before being conveyed to the watercourse. Silt fencing and sediment socks will be employed to isolate the work areas, staging area and access route, while a watertight shoring system will provide isolation measures for the outfall construction works at the watercourse. There are approximately eight tree removals and 24 injuries associated with this project, which will be compensated by executing a restoration plan consisting of 37 new trees and 320 shrubs. Additional tree plantings will occur at off-site locations due to space constraints within Derrydown Park, creating a net positive. The disturbed areas within the Derrydown Park easement will also be restored using topsoil and application of a seed mix. Construction is expected to begin in summer Control of Flooding: The proposed works are not anticipated to impact flooding, flood storage or conveyance of flood waters. The proposed works will improve the existing storm runoff conditions in this area. All grades will also be maintained or matched. Pollution: Erosion and sediment control measures (silt fence, sediment socks, shoring system) will be installed prior to construction and maintained for its duration. These measures are being implemented to prevent the release of construction generated sediment into Black Creek, a tributary of the Humber River. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction (2006). Dynamic Beaches: The proposal will not have any implications to dynamic beaches. Erosion: The proposed new outfall is located on the outside bend of a watercourse, an area usually subject to more erosive flows. During detailed design, TRCA and City staff worked to identify or eliminate alternative outfall locations both upstream and downstream of the project site, while still achieving the required basement flooding protection. Due to the local storm sewer system hydraulics and topographic gradients, it was determined that flows could not be diverted to other outfalls in this area. Additionally, changing the alignment of the storm sewer and outfall to a less erosive discharge angle would require a bend in the sewer, which would necessitate an 5

6 additional maintenance chamber in the valley and therefore require a larger area of disturbance. City staff has indicated that they understand the risk implications of proceeding with the proposal as designed, including future maintenance requirements of having an outfall constructed on the outside bend of a watercourse. As the City is willing to accept the proposed design, TRCA has no objections in principle to the proposal. Conservation of Land: Through review of the information provided and identified in the summary of plans section, TRCA is of the opinion that the project and implementation as proposed will not cause serious harm to fish. The purpose is to allow development within a Regulated Area of the Humber River Watershed to facilitate the construction of three replacement pedestrian bridges at th Concessions, in the Township of King. 8 Proposal: The purpose of this application is to permit the construction of three pedestrian bridges at the YMCA Cedar Glen Camp facility, within a Regulated Area of the Humber River Watershed. The three bridges will replace existing bridges that had been damaged by flooding. Two tributaries of Cold Creek traverse through the subject property with a significant portion of the property being located within a well vegetated valley corridor. The three bridges are located along, or within close proximity, to several trail networks and camp program areas throughout the valley corridor. Bridge A is located within the northeast portion of the property and provides a connection from an existing trail to a meadow area. The proposed bridge will be relocated downstream of the existing bridge, to an area less prone to bank erosion. Bridge C is located in the eastern part of the property and provides a connection from the main camp building and pool to a meadow area located. The bridge will be located in the same location as the existing structure. Bridge G is located in the central southern portion of the property. The proposed bridge will be relocated downstream of the existing bridge to an area less prone to bank erosion. All bridges are prefabricated 17m span bridges that will be installed with cranes onto concrete abutments, founded with helical piles. Existing bridges are to be removed with approaches and bridge areas being restored upon the completion of works. Access to work areas will be by the existing road and trail network within the property. Control of Flooding: Impacts to flooding, conveyance or the storage of flood waters is not anticipated as a result of the proposed works. Pollution: Standard erosion and sediment control measures, including silt/sediment fencing and erosion blankets, will be implemented prior to construction and maintained for the duration of works, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse or wetland. 10 Proposal: The purpose of this application is to permit the construction of a vehicular bridge at the YMCA Cedar Glen Camp facility, within a Regulated Area of the Humber River Watershed. This structure is to replace an existing bridge that is in disrepair. Two tributaries of Cold Creek traverse through the subject property with a significant portion of the property being located within a well vegetated valley corridor. This bridge provides a connection from a service road, which runs along the southern portion of the property, to a meadow area located at the north of the property, which provides programming space for the camp. The proposed bridge will be located in the same location as the structure being removed. The new structure will be a 30m span, which is almost double the span of the existing bridge. It will be installed with cranes onto concrete abutments, founded with helical piles. The existing bridge is to be removed and the abutments are to be cut-off at grade. A coffer dam will be installed in front of the southern abutment to facilitate the removal of existing abutments and construction of the new one. Access to work areas will be by an existing road within the property. Control of Flooding: Impacts to flooding, conveyance or the storage of flood waters is not anticipated as a result of the proposed works. Pollution: Standard erosion and sediment control measures, including silt/sediment fencing, coffer dams and erosion blankets, will be implemented prior to construction and maintained for the duration of works, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse or wetland. The two bridges will replace an existing bridge and culvert that had been damaged by flooding. Two tributaries of Cold Creek traverse through the subject property with a significant portion of the property being located within a well vegetated valley corridor. The two bridges are located within the western portion of the property. They provide a connection from a southern meadow area to the existing trail network within the valley corridor. Bridge H will be rotated to ensure that the new structure crosses the creek perpendicularity. Bridge I will replace an existing culvert. Both of the existing structures were washed down stream during previous flood events. Coffer dams will be installed around both abutments at Bridge H to facilitate removal and construction of the new structure. The watercourse at Bridge I will be by-passed with coffer dams to allow for the removal of the existing culvert and approaches. Both replacement bridges are prefabricated 17m span bridges that will be installed by crane onto concrete abutments, founded with helical piles. Existing bridges are to be removed with approaches and bridge areas being restored upon the completion of works. Access to work areas will be by the existing road and trail network within the property. Control of Flooding: Impacts to flooding, conveyance or the storage of flood waters is not anticipated as a result of the proposed works. Pollution: Standard erosion and sediment control measures, including silt/sediment fencing, coffer dams and erosion blankets, will be implemented prior to construction and maintained for the duration of works, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse or wetland. All dewatering effluent will be treated through a multi-barrier system and released a minimum of 30m from the watercourse. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction. Dynamic Beaches: Not applicable Erosion: Impacts to slope stability and erosion are not anticipated as a result of the proposed works. Conservation of Land: All in-water/near water works are to comply with the Ministry of Natural Resources and Forestry (MNRF) Red Side Dace Timing Window (Construction from July 1 to September 15), unless otherwise specified by MNRF. Plantings All disturbed areas are to be restored to pre-construction conditions or better through the application of a native non-invasive seed mix. Disturbed areas at Bridge I are to be restored by Terraseeding. Approach paths being decommissioned are to be renaturalized with native plantings. 12
