Vandalism Any owner, resident, tenant and/or invited guests who damage any common area properties will be held jointly and severely liable for all damages and costs associated with the vandalism, including, but not limited to administration fees, police report costs, CD copies and a $ POA fine for each occurrence. 2. Cable Service If an owner is 90 days late in paying his/her assessments or fines, cable service will be shut off. A $25.00 Reconnection Charge and a $50.00 Administration Fee will be charged to the owner s maintenance account. The owner s account must be brought current including all assessments, fines, the reconnection fee and the administrative fee before service will be reconnected. 3. Fines If fines are not paid within 45 days of the due date of the fine, residents, guests and/or tenants may be prohibited from using common area amenities, i.e., clubhouse, pools, tennis courts, playground areas, until fines are paid. (Governing documents already state same if behind on Assessments). 4. ACB Improvements No ACB improvements will be approved if assessments or fines have not been paid. 5. Moving Trucks or Service Vehicles All moving trucks and service vehicles must use the main entrance at Brigantine Place, Monday-Friday from 8:00a.m.-6:30p.m. The exception is a service vehicle tending to an emergency, i.e. plumbing, irrigation, air conditioning or similar problems. You must contact Management for after-hours or weekend moving. 6. Visitors and Commercial Vehicles All visitors and commercial vehicles MUST use the main entrance visitor s lane on Brigantine Place and check in with the guard. 7. Rosser Entrance/Exit Residents caught going to the Rosser gate and clicking in visitors, moving trucks and/or other commercial vehicles shall be fined $50.00 for each occurrence. 8. Motorized Vehicles Residents caught entering the community with a motorized vehicle by way of the exit gates, over the sidewalks or grassy areas will be fined $ for each occurrence in addition to any damage caused in conjunction with such act. 9. Shopping Carts Any individual caught bringing a shopping cart into the community shall be fined $50.00 per each occurrence. Shopping carts are the property of a retail establishment and do not belong in the community. 10. Construction, Home Improvements, Yard Activities Any construction, home improvement, or yard activities that promote noises which may disturb the peace of neighbors will be limited to the following days and hours: Monday-Friday from 8:00a.m.-6:00p.m. and Saturday-Sunday from 9:00a.m.-6:00p.m. 11. Vehicle Repairs and Non-Operational Vehicles Vehicles with flat tires, sitting on concrete blocks, bricks and/or car jacks are not permitted in driveways for more than 24 hours. Any vehicle repairs must be made in the garage area, and vehicle repairs may only be to the resident s vehicle. 12. Townhome Lawns All items must be moved to the patio area when not in use for maintenance purposes. 13. Guest Identification - All persons entering the community through the Visitor Lane on Brigantine Place must show identification to obtain access to our community. Please understand this is not to delay your entrance but to ensure those persons invited to our community are the only persons entering our community. 14. Outdoor Activities - Outdoor activities like baseball, football, or even catch can be played in one of the open fields by the clubhouse or the Newport Village park, or Rosser Blvd. Please stay out of the street when participating in these activities for your safety and the safety of others. 15. Vehicles Not Permitted - No gas powered ATV s, Go-peds, Scooters, Go-carts, pocket-bikes, etc. or any vehicles that are not or cannot be registered with the Department of Motor Vehicles are permitted to be operated within the community at any time. Golf carts may be operated on the Association roadways providing the operator is 16 years of age or older and provides adequate liability insurance coverage to the Association in advance of such operation. 16. Bus Stop Parking - Those dropping off and picking up students at the traffic circle must use the parking spaces provided, and are not permitted to park in the street, on the grass, or in the traffic circle. 17. NO smoking at any Pool and/or Pool areas in the Community PLEASE check your mail for New Leasing Restrictions

PAGE 3 Landscape Maintenance and Water Tips Landscape Maintenance Tips Lawn Care Check for Annual Lawn Care Programs that is recommended for your lawn. In many areas, now is the time for a weed-and-feed product that will control broadleaf weeds and feed your lawn at the same time. If you see a few scattered weeds creeping up in your lawn, don't pull them up by hand, because they will grow right back. You can spot-treat weeds in your St. Augustine lawn with Weed Killer for St. Augustine Lawns to control dollarweed and other tough weeds without harming your grass. Water Tips Don t overwater your lawn no more than once a week in the winter or twice a week in the summer. A good rain eliminates the need for watering for up to two weeks. Buy a rain gauge, or stop by the Martin/St. Lucie Service Center of the South Florida Water Management District to get a free one. Most of the year, lawns only need one inch of water per week. Plant it smart. Xeriscape landscaping is a great way to design, install and maintain both your plants and irrigation system. Garden Feeding & Protection Apply a broadcast treatment for Fire Ant Killer Broadcast Granules to control fire ants if they are a problem in your area. Experts suggest a broadcast treatment to the lawn as well as individual mound treatments for best control of fire ants. April is a great time to plant grass, so start seeding projects now before it is too late. As the temperature warms, beware of pests and diseases that can creep into your garden. Remove debris and keep your garden clear of weeds. Apply a pre-emergent weed killer, All Purpose Plant Food Plus Weed Preventer, to stop weeds before they start. If you notice insect damage in your garden, spray plants with Insect Killer Ready-to-Use. Water lawns during the early morning hours when temperatures are lowest to reduce evaporation. Raise the lawn mower blade to at least three inches, or to its highest level. A higher cut encourages grass roots to grow deeper, shades the root system and holds soil moisture. Applying fertilizer increases the need for water. Apply fertilizers which contain slow-release, water insoluble forms of nitrogen. Use mulch to retain moisture in the soil. Modifications to the exterior of your home require prior approval from the Architectural Control Board (ACB). One of the main goals of the Board of Directors is to maintain the standards of our community and our property values. The Board of Directors hopes to accomplish this by granting modifications within the framework of the Association s governing documents. Modifications includes the installation of a satellite dish, screen enclosure, fence, sports and play equipment, hurricane shutters, landscape changes, decorative objects, or anything else visible from outside of the home. You may obtain an ACB Request Form by contacting the Newport Isles Office at (772) or jtimares@campbellproperty.com to have a form ed, mailed or faxed to you. Please make sure you complete the form in detail and include a copy of your site plan showing placement and setbacks. When considering modifications to your home please share the information with your neighbor on both sides of your home out of courtesy. If you are interested in participating, please contact our office at (772) Thank You! Parking Reminders Pet Corner Please remember, all vehicles must be parked in the garage or driveway. Vehicles may not be parked over the sidewalk, on the roadway, or on the grass. Commercial vehicles, boats and trailers are also prohibited to be parked in view of the street or neighboring lots. Commercial vehicles include those which display signs or commercial lettering and vehicles with commercial equipment. For more information please refer to the Association Documents. Thank you for your cooperation. Newport Isles has a limit of three domestic pets per household. Pit Pulls are not allowed. All pets shall be walked on a lease, and the person walking the pet shall clean up all matter created by the pet. Cats also are not allowed to roam around the community. Outside Cats are not permitted.

PAGE 5 Vandalism Is Expensive Every time the Association has to place a service call or replace items due to vandalism, the result is unnecessary monies being spent by the Association. This money comes from the Association s operating budget funded solely by monthly homeowner s dues. If you see vandalism (people hanging from and swing on the gates, breaking pickets on the playground fence, unauthorized vehicles driving in through the exit gates, people physically forcing the gates open) in progress, please call the police to report such activities. This is your community to enjoy and your eyes and ears are needed to control vandalism. Help Take A Bite Out of Crime On that note, please be aware that Newport Isles is still looking for volunteers for our Community Observation Patrol program! We need to reach a quota for the PSLPD to host the classes necessary for the 26 hours of training you will be provided as a member of the Community Observation Patrol team. Newport Isles can receive their own Community Patrol vehicle at no cost to the Association for volunteers to help watch over our community. Did You See That? If you see anyone committing a criminal action, trespassing, or if you notice suspicious activity you should immediately report this to the Port St Lucie Police Department by dialing 911. Neighbors should respect each other and the community rules. Everyone can help by reporting violations of the community rules including pet violations, parking & vehicle violations, and nuisance activity to Campbell Property Management. You can contact the office for an Incident Report Form. This form should be used to report incidents within Newport Isles such as community violations and nuisance activity. All reports provided will be kept confidential, and the names of the person providing the report will not be disclosed. Everyone can help Newport Isles be the community we envisioned. Who s Trash Is That Anyway? All trash receptacles, recycle bins and landscape debris shall be maintained in a sanitary condition and shall be shielded from view of adjacent properties and streets. Garbage must be placed out for pick-up in sanitary trash containers, not in bags. All items shall be placed outside the home for pick-up not earlier than 6:00pm on the day preceding the pickup, and must be returned to the home so that they are not visible from outside the home on the day of pick-up.
