1 March 2, 2017 City of New Berlin Planning Commission 3805 S Casper Dr New Berlin, WI RE: New Berlin City Center Plan Commission Review PDQ Food Stores, Inc Dear Plan Commission Members, On behalf of PDQ Food Stores, Inc regarding the property located at West National Avenue, I am submitting this letter describing the proposed operations, property use, and development objectives for your consideration. PDQ Food Stores, Inc is seeking plan commission approval for this development. PDQ Food Stores would like to construct a new 6,153 SF store with 8 fuel islands and 20 parking stalls for customers and employees. The primary exterior finish materials will consist of brick masonry veneer, cast stone banding and base, standing seam metal roof, fiber cement siding, and metal trim; signage will include both building-mounted and a site pylon; landscaping will be in compliance with the City Center Design Guidelines. The store will also incorporate several green screen style trellis features on the west side of the building. The site is configured with the food store anchoring the intersection of Michelle Witmer Memorial Drive and National Avenue. Much of the fueling canopy would be blocked from view when stopped at the stoplight heading eastbound on National Avenue. The primary focus is on this intersection, with elements creating interest at the corner for both vehicular and pedestrian/bike traffic. This is adjacent to a patio at this intersection, which is sunken into grade about 2. There are two sidewalk connections at this corner to the patio area, with connections to the public sidewalks along National Avenue and Michelle Witmer Memorial Drive. Benches matching the other benches within the City Center area are proposed along the Michelle Witmer Memorial Drive frontage and in the shortgrass prairie area to the southwest. A bike rack is located on the southeast corner of the store, with sidewalk connections to the patio and food store. A farmers market shelter is proposed on the east side of the property. The shelter will consist of heavy timber construction and utilize a standing seam roof and will be phased, as interest increases, with the first phase consisting of an 80 x 65 structure and a 60 x25 pergola structure on the west of the shelter to create a formal entry to the market. A 20 x20 pergola structure is also located at the corner of Library Lane and Michelle Witmer to create a formal entry and focal point for the landscaped area and which can be utilized for food cart vendors and/or small gatherings. Outdoor seating is provided adjacent to a stabilized granite pathway and surrounded by shortgrass prairie. 18 parking stalls are provided to serve the farmers market.

2 Vehicular access is limited to one existing entrance off of National Avenue and one entrance off of Library Lane (utilizing and expanding the existing curb opening). This traffic pattern allows for ease of access for fuel trucks, as well as a simple pattern for visitors purchasing fuel. A dumpster and mechanical/utility enclosure is located at the southwest corner of the store and enclosed with walls which are integrated into the exterior design. This feature also partially screens the south parking lot from the street view. The parking areas are located adjacent to the building in order to minimize vehicular and pedestrian crossings. Lighting will be provided around the site, with particular emphasis on the outdoor patio area of the store. This will allow for the use of the patio to extend beyond daylight hours. Wall mounted gooseneck lights will illuminate building signage to provide a pedestrian friendly feel following the recommendations from the guidelines. Two additional pedestrian-scale lights are proposed to match existing pedestrian lights on National Avenue on the east. Stormwater runoff from the site will be directed to the northeast and southeast existing storm sewer systems. Based on preliminary discussions with Nicole Hewett with the City of New Berlin, this site has already been included in stormwater calculations for the adjacent wet detention ponds. The northern portion of the lot will be directed to the northeast to run to the existing wet detention pond on the lot to the east. The southern portion of the lot will be directed to the southeast to run to the existing wet detention pond on the south side of Library Lane. The storm catch basins adjacent to the fueling area will have oil skimming structures with sumps in order to capture oils on site prior to discharging into the wet detention ponds. The store will incorporate a clock tower element at the Northwest corner of the site. This creates a prominent architectural feature at this important intersection that could become a way-finding element for the city. A continuous street edge from the corner was also desired so adjacent to the tower are storefront windows and landscaped terraces on the North and West sides. The North side features a recessed outdoor café gathering space for patrons and the public. This outdoor space is surrounded by lush landscaping and a 2-0 high seat wall.
