1 APPENDIX 32 RULES FOR LANDSCAPING 32.1 General Industrial, Aviation Commercial and Rural Industrial B zones: Yard All yards adjoining a reserve, rural or residential zone or a road adjacent to a reserve, rural or residential zone or Community Facility. All yards adjacent to a road front which is located at the boundary of the industrial zone. a) All activities shall comply with the following rules for landscaping in the General Industrial, Aviation Commercial and Rural Industrial B zones: Minimum Planting Bed Depth & Fencing within the Yard 4.5 metres from road or zone boundary Planting to face all boundaries except for actual points of entry to the site for vehicles, pedestrians, power supply, gas supply 2.0m closeboarded fence or solid wall to line inside edge of planter bed for all yards facing residential properties Trees Minimum of one deciduous or evergreen row Trees maximum 7.0m centres at of Trees to be consistent with Rules c) - f) Minimum Size at Planting PB 95 or 2.0m tall Shrubs Minimum of 3 rows Maximum of 1.25m spacing Minimum Size at Planting and Maturity PB 8 or 400mm at planting 1.5m at maturity. Table 1 Rules for Landscaping in the General Industrial Zone, Aviation Commercial and Rural Industrial B zones. b) Tree species shall be capable of attaining a minimum height of 4.0 metres in the General Industrial Zone. c) Tree species shall be capable of attaining a minimum height of 8.0 metres in the Rural Industrial B Zone. d) Trees shall not pose a hazard for adjoining residential neighbours because of their physical characteristics, including susceptibility to wind throw, splitting off of branches, and the release or loss of large cones. e) Trees species shall not pose a health hazard because of the pollen released by them. f) Trees species shall be selected and/or located so as to minimise the effects of over-shadowing on adjoining residential properties. g) Fencing or walling shall be continuous along residential boundaries without breaks. h) Gaps between boards shall be closed off either by overlapping boards or the use of battens. i) The style of fencing and its general appearance shall not detract from residential amenity. j) All fencing/walling shall be maintained. 2 32.2 Landscaping of Yards - General Industrial Zone a) The landscaping rules for yards shall apply in respect of any new development, or any extension to an existing development comprising a total floor area of 100m 2 or greater. b) With respect to landscaping rules for yards, the rule may be modified or waived at the request of the owner of the affected adjoining site provided that copies of the site plan, elevations, and landscaping plan which have been signed by both the adjoining owner and the owner of the industrial site are deposited with the Council. c) Detailed planting plans and a maintenance schedule covering a two year period after planting shall accompany all Discretionary and Non-Complying consent applications. d) All plants shall be in a healthy, disease free state at the time of planting. e) Landscape maintenance including mulching, watering and weed control shall ensure the survival or replacement of all trees and at least 80% of shrubs during a two year maintenance period after completion of planting, and shall be maintained at that level thereafter. f) All landscape beds shall remain free of impervious materials and surfaces. Where adjacent to storage or vehicle manoeuvring areas, beds shall be protected by wheel stop barriers to prevent damage to plants or the actual bed. g) Trees species above car parks shall not release honeydew or other liquid residues which can damage the paintwork on vehicles. 6 32.4 Landscaping for Yards Aviation Commercial Zone and Rural Industrial B Zone a) The landscaping requirements for yards shall apply in respect of any new development, or any extension to an existing development comprising a total floor area of 100m 2 or greater. b) Detailed planting plans and maintenance schedule covering a two year period after planting shall accompany all Restricted Discretionary, Discretionary and Non -Complying consent applications. c) Planting includes both trees and shrubs. d) All plants shall be in a healthy, disease free state at the time of planting. e) Landscape maintenance - mulching, watering, weed control, etc - shall ensure the survival or replacement of all trees and at least 80% of shrubs during a two year maintenance period after completion of planting and shall be maintained at that level thereafter. f) All landscape beds shall remain free of impervious materials and surfaces. Where adjacent to storage or vehicle manoeuvring areas, beds shall be protected by wheel stop barriers to prevent damage to plants or the actual bed. g) Recommended tree species for landscaping are specified in Appendix 24. h) All activities shall comply with the following rules for landscaping: Refer to Appendix 24. 8 32.5 Landscaping for the Aviation Commercial Zone and Rural Industrial A zone: The following rules shall apply: a) Walls and solid fences may only be erected on the internal boundary where yards are required. Fences shall not be erected on any boundary where landscaping is required. b) Where security fencing is required, visually and water permeable type fencing to be provided e.g chain link fencing. c) Boundaries adjacent to or within the airport shall require no landscaping. However, if landscaping is introduced, it shall not interfere with aircraft utilising Gisborne Airport. d) The height restrictions imposed by the existence of the APOA and the Airport Height Control Surface Area shall over ride any landscaping requirements of this section. e) Landscaping shall be required to be of a permeable design in areas of F4 Flood Hazard, which enables flood waters to flow without causing undue build up of water on adjoining properties and in accordance with Type 1A, 4A and 5A planting options as appropriate ( refer to Table Four). Where any conflict exists between rules in Appendix 32 and Chapter 5 Natural Hazards, the rules in Chapter 5 shall take precedence. f) No landscaped area may be used for the parking, loading or turning of vehicles except that every site may have two two-way vehicular crossings over the landscaped area, in accordance with rules in section 15.3 of the Plan. g) Liquid waste from any storage, handling or washdown area associated with any industrial activity shall be collected in sumps or areas constructed on site, so that the liquid waste does not cause or contribute to the contamination of any water or soil unless authorised to do so by a discharge consent as required by the Discharges Plan h) Landscaping shall be provided in accordance with Table Four below, provided that in circumstances where more than one type of landscape provision could apply to a site, the type with the lowest number shall prevail: Last Updated 22 April 2013 Appendix 32-8

9 32.6 Assessment Criteria for Resource consent Resource consents not in compliance with general rules for landscaping shall be assessed in respect their ability to achieve the outcomes specified below: Landscape provisions should achieve the following outcomes: 1. Provide screening to prospective buildings both from adjoining state highways or streets as well as boundaries between the newly formed zone with other zones. Differing treatments are possible for different façade types: Type 1 (Non permeable) State highway frontages to be completely screened with dense planting; Type 1A (Permeable) State highway frontages within F4 Flood Hazard Overlay providing a mix of dense screening and open area for flood water to pass Type 2 (Non permeable) For length of building along any road or adjacent to rural zone (excluding those covered by Type 1 or 3) to be screened with dense planting Type 3 (Non permeable) For length of building façade along road or rural zone, where facade is less than 30 metres and has significant architectural detailing. Tall partial screening Type 4 (Non permeable) any road where building length no more than 30 metres and not closer than 20 metres to boundary; suited to parking areas. Low partial screening Type 4A (Permeable) Partial screen of car park area vegetation providing a mix of dense partial screening and open area for flood water to pass. Type 5 (Non permeable) Any road where buildings closer than 20 metres; suited to truck manoeuvring bay and yard storage areas; Screening of yard storage areas, heavy traffic movements and headlight glare; Type 5A (Permeable) Any road where buildings closer than 20 metres; suited to truck manoeuvring bay and yard storage areas; partial screening of yard storage areas, heavy traffic movements and headlight glare. 2. Provide complete screening of backyards and outdoor storage areas of industrial sites which can become unsightly; 3. Plantings should complement rather than contrast with existing vegetated road frontages; 4. Fences (including security) required by developments to be erected internally with landscape plantings facing the roads. 5. To protect the safe and efficient operation of Gisborne airport by ensuring that landscaping is designed not to interfere with airport and aircraft operations including the use of navigation and communication devices Refer to graphic representations on following pages.
