1 DESIGN REVIEW PANEL COMMITTEE MEETING DISTRICT OF TOFINO January 7, 2016 at 6:00 PM Council Chamber, Municipal Office MINUTES PRESENT: Steve Thicke, Committee Member Jennifer Price-Francis, Committee Member Erika Greenland, Committee Member Aaron Rodgers, Staff ABSENT: Camilla Thorogood, Committee Member Lauren Aiken, Committee Member Al Anderson, Councilor A) CALL MEETING TO ORDER Chair called the meeting to order at 6:02 pm. B) ADOPTION OF AGENDA Resolution Move and Seconded by ST/JPF THAT the agenda be adopted as circulated / amended. CARRIED C) ADOPTION OF MINUTES 1. Pacific Surf School Campbell Street Applicant explained reasons behind siting of proposed accessory building No loss of parking Resolution Moved and Seconded by ST/EG The Design Review Committee recommends that staff issue a development permit for an accessory building at 441 Campbell Street development based on the plans attached as Appendix 1 to these minutes. CARRIED 2. Benjamin Nelson Campbell Street Provide background (context) for plan, personal history ST asks about guidelines, thinks the use might work, liked the concept. Asked about weather and examples of other areas. BN talks about Haida Gwaii, containers designed to be on water, fibre glass paint. ST discusses cool climate re open concept design. BN talks about glass, heated patios. JPF asks about modern design and possible residing of containers. BN talks about expense, balance between rental rates and design. Discussion on fence, landscaping, engineered drawings, need for additional detailed design drawings. ST asks about specific guidelines, heritage, landscaping, siting, views-suggest that the request goes to Council. BN discusses goals of OCP/Vitalization Plan, and discusses the project as a possible interim/semi-permanent solution. JPF suggests adding rustic elements, residing or trimming in weathered cedar, break up modern look with texture. EG talks about Beaches Grocery area (inside break) design elements, likes the eclectic styles, three container locations could be a little different (from each other)- less uniform. AR provides information on process re Committees. BN asks for details from Committee. Wood elements to soften containers but not to hide the fact they are containers. 3 ST struggling with reconciling guidelines to the conceptual proposal. Group reviews guidelines JPF asks about access and parking, in what state do containers arrive, do they wear out. EG talks about interior and green roof. ST suggests removing alders, asks about process, needs to see street elevation drawings. Resolution Moved and Seconded by ST/JPF The Design Review Panel Committee recommends to staff that a development permit be issued for a mixed use development at 220 Campbell Street based on the site plans attached as Appendix 2 to these minutes and subject to the following items being addressed and a final plan submitted to the Design Review Panel for review and approval. 29 Tofino Incubator Concept 220 Campbell Street - Encourage local businesses (similar to those currently operating one day a Week at the farmers market) to have location for daily operations - Provide an opportunity for others interested in starting a business to have an opportunity to sell their art, etc. - Create Individual vending opportunities. Kiosks within containers could be as small as 5x8 space to allow for a simple table and area for seller - Encourage fit-out of the containers to utilize natural wood elements similar to adjacent photo - Year Round Permanent Kiosk style design could be achieved by adding glass folding doors to the image to the right

30 Courtyard Open Space Flexibility allows for variety of seating options and uses Designed to encourage arts an entertainment performances a variety of tensile structures, pop-up tents and umbrellas can be used to create rain and sunshade as required

31 Sustainable Approach Semi-Permanent Structure & Design Concept--Buildings will be in place for an indefinite period of time, but can be recycled and moved to another location in the future. Shipping container refurbishing will be constructed in a factory setting with minimal construction waste. Minimal Environmental impact. Site is currently gravel parking lot for storage of cars and boats. Footprint proposed does not require permanent foundation. Low impact buildings. Foundation is lock block. Work with businesses and tenants to create opportunities for permanent sustainable practices (i.e. water conservation through cistern storage for soft landscape, local products where possible to limit shipping, recycling and organic waste disposal, etc.)
