1 Exhibit II - Expanded Scope of Work Xeriscaping / Rain Water Harvesting Sustainability Program National Guard Armory, Located at 308 North Fiske Boulevard Cocoa, FL PART 1 GENERAL 1.01 BACKGROUND & SUMMARY OF WORK A. Background: The Florida Department of Military Affairs (DMA), as an agent of the National Guard Bureau (NGB), is currently responsible for the storm water management and erosion control of the National Guard Armory, located at 308 North Fiske Blvd. Cocoa, FL In order to reduce the impact of storm water runoff from the parking areas and facility roofs, the DMA Sustainability office has determined to Xeriscape approximately.25 acres of the property, and install a storm water collection system connected to the downspouts of the Armory and the adjacent storage building for irrigation. This project will allow for storm water to be reused and returned to the aquifer. This project also reduces the heat island effect, creates a habitat for native species to thrive, and stabilizes the soil. See attached documents, and aerial map at the end of the SOW for more detailed information. B. Description of work: The work consists of designing and installing a Florida Native and/or Florida Friendly drought tolerant Xeriscaping, and a storm water collection system for the Cocoa Readiness Center. The awarded contractor will furnish all labor, machinery, tools, apparatus, means of transportation, supplies, equipment, materials, services and incidentals necessary to construct and complete the work as indicated on the approved and accepted design plans, and in the planting plan specifications. C. The work shall include, but not be limited to: Furnishing material, delivery, storage, layout, protection to the public, the installation of tree protection devices and fences of existing and newly installed plant material as specified in the approved/accepted drawings, maintenance of traffic if applicable, inspections, excavation, installation, transplanting, installation of soil, top soil and soil amendments, grading and fine grading, backfilling, xeriscaping, mulching, rolling, sanding, sprigging in areas indicated on drawings, staking and guying, watering, root and canopy pruning, cleanup, Initial Planting Maintenance Period, warranty, and, any specified work in the plans. D. The work includes installing a re-use irrigation system. Included in the design will be an above ground irrigation system connected to a catchment system that collects rainwater from the downspouts and allows the plants to be watered when and where needed in order to ensure plant survival. Other Plants/Trees not in the reach of the catchment system will be watered independently to ensure survival. E. Quantities and Locations: The Project Manager reserves the right to adjust the number and locations of the designated types, species and materials to be used at any of the locations shown, in order to provide for any modifications which might become necessary. 2 F. Investigation of Subsurface Conditions: The Contractor shall be responsible for making site subsurface investigations and examinations as he or she chooses in order to become familiar with the character of the existing material and the construction conditions under which he or she will be working. These subsurface investigations, examinations, all necessary remedial work necessary to complete the approved/accepted proposal shall be included in the bid price. The Contractor will not receive separate, additional compensation for such investigations. G. Kick of Meeting: The Contractor will be required to attend a kick-off meeting either by telephone, or in person with the Construction & Facility Management Office (CFMO)-Environmental Office in St. Augustine. The meeting will be scheduled within ten days of the Contractor receipt of the contract/purchase order award. At this meeting, the DMA project managers and the Contractor will agree on expectations, deliverable formats, and project deadlines. This meeting will serve as an opportunity for the Contractor to obtain DMA specific information necessary to the project. Following the kick off meeting, the Contractor will submit a definitive schedule/timeline of the tasks to be performed within the project. H. Performance: The DMA anticipates that completion of this Scope of Work will require no longer than 60 days from issuance of contract/purchase order for completion of this project. This includes required project preparation and mobilization/demobilization of heavy equipment onsite. This time frame may be reduced or extended as necessary in the event of unavoidable delays such as, hurricanes and/or abnormal weather conditions that would prevent on-site activities. Project must be completed on or before September 30, SUBMITTALS A. In general, the following shall be submitted by the Contractor to the Project Manager prior to execution: 1. List of sub-contractors to be used on the job; 2. Xeriscape/Catchment design drawing submittals; 3. Plant and Material Certifications Submittal; 4. Planting Schedule Submittal; 5. Comprehensive Landscape Maintenance Schedule and Completed Work Log Submittals; 6. Extension of Landscape Maintenance Schedule and Completed Work Log Submittals; B. Submittal of request for substitution of plant material designations, sizes, etc.: Written requests for approval, to substitute a material's plant designation, type, grade, quality, size, quantity, etc., due to the non-availability of the material specified, shall be submitted within ten (10) work days after the kick-off meeting. C. Submittal of request for approval of an equal material: Any request for the approval of an equal material shall be in writing. Requests shall be submitted within ten (10) work days after the kick-off meeting. Approval shall be given by the Project Manager before the material authorized for use PRODUCT DELIVERY, STORAGE AND HANDLING A. Movement of nursery stock will comply with all Federal, State, and local laws, regulations, ordinances and codes, etc. in force at the time of construction. 3 B. The Contractor will exercise care in handling, loading, unloading, storing, and, transporting all material and allied material to prevent damage. The Contractor will assume full responsibility for protection and safekeeping of stored materials. The Contractor will be responsible for the protection of all plant materials and non-plant materials during the preparation, delivery, storage and execution of the project. C. The Contractor shall provide freshly dug trees, palms, shrubs, and, any other plant material. Trees shall be protected during shipping by tying in the branches and covering all exposed branches as necessary. Branches shall be tied with rope or twine only. Trees or shrubs shall not be bent or bind-tied in such manner as to damage the tree barks, break branches or destroy natural shape. All plant material shall have protective covering during delivery. Balled and burlap covered stock shall not be dropped during delivery. D. During transportation of plant material, the Contractor will exercise care to prevent injury and drying out of plant material. Should the roots be dried out, large branches broken, balls of earth broken or loosened, or areas of bark torn, the Project Manager may reject the injured or damaged plant material and request their replacement at no additional cost. E. All plants shall be handled so that roots are adequately protected at all times from drying out and from other injury. The root systems of containerized plants that cannot be planted immediately upon delivery shall be kept in a moist condition until planted. F. The Contractor will protect plants at all times from sun or drying winds. The plant material that cannot be installed immediately on delivery shall be kept in the shade, well protected with soil, wet mulch, or other acceptable material, and kept well watered. Plants shall not remain unplanted any longer than three days after delivery. Plants shall not be bound with wire or rope at any time so as to damage the bark or break branches. Plants shall be lifted and handled with suitable support of the soil ball to avoid damaging it. G. Replacements: In the event of damage or rejection, the Contractor will immediately make repairs and replacements necessary to the acceptance of Project Manager at no additional cost. H. The Contractor is responsible for all plants installed on job until final acceptance PERMITS AND CODES A. The Contractor will procure all necessary permits to accomplish all of the work, at no additional cost to the Owner. B. The Contractor is responsible for performing all work in accordance with all applicable statutes, laws, regulations, ordinances and code requirements from the appropriate city, county, state and/or federal jurisdiction the project is located in. PART 2 PRODUCTS 2.01 PLANT MATERIAL TREES, PALMS, SHRUBS, GROUNDCOVER A. Quality: Plant material, not otherwise specified as being Florida Native, Florida Friendly, Florida Fancy or "Specimen", shall be Florida No. 1 or better quality, graded in accordance with Grades and Standards Readiness Center Xeriscaping/Storm Water Catchment Page 3

4 for Nursery Plants, published by the State of Florida, Department of Agriculture (1998 or most recent edition). Plants judged to be not in accordance with said standards will be rejected.. B. Varietal Characteristics: All plant materials shall be the genus, species and variety specified in the documents, typical of the varietal characteristics. The growth habit, leaf arrangement, texture and plant structure shall be obviously characteristic of plants known to be of a specific species. If there is any question as to the certainty, it will be the responsibility of the Project Manager to verify species and his/her decision shall be final. All costs incurred due to the verification of species shall be the responsibility of the Contractor. Where applicable, plants shall be selected from stock having the most desirable varietal characteristics. C. Substitutions: Substitutions in plant species or sizes shall be made only after written authorization by the Project Manager. D. Plant material condition: Plants shall be freshly dug, balled and bur lapped nursery grown stock or container grown nursery stock. All plants shall be free of broken, damaged root balls or root bound conditions. In addition, plant material shall be sound, healthy, vigorous, free from plant diseases, insect pests, or their eggs and shall have healthy normal root systems. E. Chlorosis: The allowable level of Chlorosis in foliage shall be set forth in the latest edition of the Florida Department of Agriculture's "Grades and Standards for Nursery Plants. F. Ground Cover: Plants shall be established and well rooted in removable containers or integral peat pots and with not less than minimum number and length of runners required by ANSI Z60.1 for the pot size shown or listed WATER A. The Contractor is responsible to ascertain the location and accessibility of a potable water source. The Contractor is responsible for distribution of water to the areas of planting. If there is no source of potable water available at the job site approved for use, then the Contractor will be responsible for bringing in water with water trucks or tanks for hand watering, at no additional cost to DMA ROCK, STONE, GRAVEL A. Cap rock shall be as dimensioned on the plans, solid and with a generally smooth, rounded surface. B. Rock material shall be as is typically available in this locality. C. TO THE MAXIMUM EXTENT POSSIBLE INTEGRATE THE EXISTING ROCK/GRAVEL ON-SITE INTO THE XERISCAPE DESIGN MULCH A. Natural color organic mulch, pine straw, or shredded eucalyptus bark free of weeds, as specified in landscape drawings. 1. All mulch shall comply with all applicable Florida and local regulations. 5 2. Mulch shall consist of bark, straw, and wood only. PART 3 EXECUTION 3.01 PROTECTION A. Protect landscape work and materials from damage due to landscape operations, operations by other contractors and trades, and trespassers. Maintain protection during landscape installation and landscape maintenance periods. Treat, repair, or replace damaged landscape work as directed. B. Responsibility for Protection and Restoration of Property: The Contractor will be responsible for all damage or injury to person or property. C. Protection against Mechanical Damage: The Contractor s responsibility for protection against mechanical damage shall include providing protection from vehicles and providing warning signs and barricades as might be necessary. The Contractor shall repair, restore to its original condition and replace all property which becomes damaged as a result of any actions by the Contractor and his/her subcontractor, or their employees in the execution of the work PREPARATION GENERAL A. Preparation for Planting: Layout individual tree and shrub locations and areas for multiple plantings. Stake the proposed location of trees to be planted. The Project Manager reserves the right to adjust the location of plant material. B. Excavate planting pits and beds, prepare sub-grade. C. Excavation for Planting: Sides of pits and trenches shall be vertical. The soil in the bottom of the pits shall be loosened to a minimum of six (6) inches. All debris and deleterious materials encountered in the excavation shall be removed from the planting area. ` D. When hardpan or muck is encountered, break through to clean sand and backfill with prepared backfill as directed. The width of plant pit in areas with hardpan should be a minimum of two times the width shown on the detail. Loosen compacted soil at sides and bottoms by scarifying or other approved method. E. Provide plants, planting soil, fertilizer, and, incidental materials as specified in accepted proposal. F. Place plants, backfill and guy or brace plants as required. G. Fine grade lawn areas and complete incidental work as specified in accepted proposal. H. Maintain and protect planting, including incidental materials. I. Bracing of trees and palms shall remain in place and its removal shall be the responsibility of the Contractor and his/her sub-contractor as directed by the Project Manager. 6 3.03 FINE GRADING A. Rough and Finish Grades: Grading for drainage, swales, etc. shall be provided by the Contractor. 1. Final Grades: It shall be the responsibility of the Contractor to provide the final grading so the final level for planting areas reduces the amount of storm-water runoff, and prevent erosion. 2. Planting Areas Next to Pavement: All planting areas next to pavement areas, such as, but not limited to, curbs, roads, drives, walks, terraces, decks and slabs shall be set to reduce erosion and storm water runoff PLANTING GROUNDCOVERS A. Maximize drought tolerant ground cover as specified on plant list plan or details ADJUSTMENT AND CLEANING A. Cleaning Up the Site: Upon completion of any landscape installation, the Contractor will thoroughly clean up the project site. In addition to removing all equipment, unused materials, deleterious material and surplus excavated material, the Contractor will fine grade all disturbed areas and the areas adjacent to the new plantings to provide a neat and uniform site. B. Protection and Repair: During landscape work and cleanup, protect materials from damage due to landscape operations, operations by other Contractor's and trades and trespassers. Maintain protection during installation and maintenance periods. Treat, repair or replace damaged landscape work as directed by the Project Manager. All damaged or altered existing structures as a result of the landscape work shall be corrected at no additional cost to DMA. C. Disposal of Waste: All waste and other objectionable material created through the execution of the work shall be removed completely, on a daily basis, from the job site or as directed by DMA. Any paved areas, including curbs and sidewalks, which contain soil, fertilizer or other waste, shall be thoroughly swept and cleaned as necessary. DMA is not required to supply areas or facilities for storage or removal of waste on-site. D. Excess Fill: All excess fill, which is produced during the landscape installation shall remain the property of DMA and remain on the project at the option of DMA. All excess fill, which DMA chooses not to keep, shall be removed and disposed of, at no additional cost to DMA. No excess fill shall be removed or disposed of from the site until approved by DMA in writing COMPLETION AND FINAL ACCEPTANCE A. Final acceptance will be provided by the Project Manager upon examination of the site ensuring that all deliverables have been provided, site has been cleaned, protection and repairs if necessary have been completed, proper disposal of wastes has been accomplished, any excess fill not required by DMA has been removed.
