Action IM1: Align land use planning and infrastructure planning address_1 suburb postcode state implementation_and_monitoring_action_im1_agree_rate implementation_and_monitoring_action_im1_comment Oatley 2223 NSW 3 We have many large carparks in our district that are underutilised. They might be attached to a RSL or other type of Club. Often they are in or close to shopping strips. Seniors Housing above these carparks would make better use of an already hard surface and make it easier for people to not use their cars to access services and shops. We require more public transport options that take us across our district and not just focussing on going into the CBD. Investment in a public transport, such as a metro or lightrail, that follows the King Georges Road which goes across our district would revitalise this corridor.
Action IM2: Develop a framework to monitor growth and change in Greater Sydney Action IM3: Develop an interactive informa implementation_and_monitoring_action_im2_agree_rate implementation_and_monitoring_action_im2_comment implementation_and_monitoring_action_im3_agree_rate 4 There needs to be an audit of existing properties and true vacancy rates within those large developments. An audit of housing styles e.g. how many 1 bedroom apartments are there versus the need for 2-3 bedroom apartments to accommodate young families and downsizers. 4
ation hub the Greater Sydney Dashboard Action IM4: Report on local planning implementation_and_monitoring_action_im3_comment implementation_and_monitoring_action_im4_agree_rate implementation_and_monitoring_action_im4_comment 5 Local planning needs to be strictly monitored by an independent body. Our Councillors have come from backgrounds of developers, real estate agents and property lawyers who have been self serving in interests.
Productivity Priority 1: Manage growth and change in strategic and district centres and, as relevant, local centres Productivity Priority 2: Support growth and productivity_actions_and_priorities_priority_1_agree_rate productivity_actions_and_priorities_priority_1_comment productivity_actions_and_priorities_priority_2_agree_rate 3 The provision of playgrounds in local centres will help bring people to them. If we make our local centres child friendly then we have made them friendly for all to utilise. The character of suburbs should remain. The district centres should be places where all kinds of housing are available. Aged care facilities should be available within the district centres as this will help bring employment to them and make them easily accessible by visitors utilising public transport. 4
d change in health and education precincts Productivity Priority 3: Manage growth and change in the Kogarah health and education super precinct productivity_actions_and_priorities_priority_2_comment productivity_actions_and_priorities_priority_3_agree_rate productivity_actions_and_priorities_priority_3_comment If Kogarah is to become a health and education precinct then the 3 train timetable needs to be adjusted. Kogarah is no longer a frequent stop for trains and it pushes people to drive rather than catch the train to this precinct.
Action P1: Coordinate planning and infrastructure delivery to grow the Kogarah health and education super precinct Action P2: Develop and implement an econom productivity_actions_and_priorities_action_p1_agree_rate productivity_actions_and_priorities_action_p1_comment productivity_actions_and_priorities_action_p2_agree_rate 3 3
mic development strategy for the Eastern City Productivity Priority 4: Prioritise the provision of retail floor space in centres productivity_actions_and_priorities_action_p2_comment productivity_actions_and_priorities_priority_4_agree_rate productivity_actions_and_priorities_priority_4_comment The South District should have a focus on green and sustainable jobs as it is inline with the environment of the area. This could make the district the hub for green and clean jobs of the future. 2 Playgrounds and parks need to be provisioned for in centres to encourage families to visit and shop there.
Productivity Priority 5: Protect and support employment and urban services land Productivity Priority 6: Manage the evolution of empl productivity_actions_and_priorities_priority_5_agree_rate productivity_actions_and_priorities_priority_5_comment productivity_actions_and_priorities_priority_6_agree_rate 3 3

The inclusion of business buildings within or above industrial centres to better utilise the land and combine of related businesses.
Productivity Priority 7: Expand research facilities at Lucas Heights Productivity Priority 8: Support the productivity_actions_and_priorities_priority_7_agree_rate productivity_actions_and_priorities_priority_7_comment productivity_actions_and_priorities_priority_8_agree_rate 3 4
e growth of tourism infrastructure Action L1: Prepare local housing strategies productivity_actions_and_priorities_priority_8_comment liveability_actions_and_priorities_action_l1_agree_rate liveability_actions_and_priorities_action_l1_comment Hurstville and Kogarah lack night-time atmosphere, especially for such densely populated areas. The provision for more wine bars and smaller entertainment venues within these areas could help encourage local tourism from the South and Central districts. 3 Each major centre in the South District to have Seniors Housing within the CBD. Eg. Hurstville CBD to have Seniors Housing, Bankstown CBD to have Seniors Housing. The vertical village style of Seniors Housing is in keeping with the current character of these centres.
Liveability Priority 1: Deliver South District s five-year housing targets Action L2: Identify the opportunities to create the capac liveability_actions_and_priorities_priority_1_agree_rate liveability_actions_and_priorities_priority_1_comment liveability_actions_and_priorities_action_l2_agree_rate 1 Beverly Hills is a centrally located suburb with good transport connections and infrastructure, shopping precinct yet has no Seniors Housing. Providing Seniors Housing here would help reduce the pressure in other areas of the District whilst freeing up housing stock. 2
city to deliver 20-year strategic housing supply targets Action L3: Councils to increase housing capacity across the District liveability_actions_and_priorities_action_l2_comment liveability_actions_and_priorities_action_l3_agree_rate liveability_actions_and_priorities_action_l3_comment Local RSLs and other community club carparks should be 1 considered for redevelopment for Seniors Housing. This would put seniors in the heart of suburban villages and facilities. It would help free up housing stock as there would be places suitable for them to downsize that would enable them easy access to shops, doctors, and other local services. Increases in public transport that goes across the region and not just focused on the CBD need to be developed to help allow for reduced need for people to drive to work and recreation places.
Action L4: Encourage housing diversity liveability_actions_and_priorities_action_l4_agree_rate liveability_actions_and_priorities_action_l4_comment liveability_actions_and_priorities_priority_2_agree_rate 4 Set restrictions on the number of 1 bedroom units being built in developments. Houses that have greater than 4 bedrooms need to be able to cater for multi generations using them in the future otherwise we will end up with large amounts of vacant rooms when children move out. Local RSLs and other community club carparks should be considered for redevelopment for Seniors Housing. This would put seniors in the heart of suburban villages and facilities. It would help free up housing stock as there would be places suitable for them to downsize that would enable them easy access to shops, doctors, and other local services. Livea 5
ability Priority 2: Deliver housing diversity Liveability Priority 3: Implement the Affordable Rental Housing Target liveability_actions_and_priorities_priority_2_comment liveability_actions_and_priorities_priority_3_agree_rate liveability_actions_and_priorities_priority_3_comment There needs to be a greater range of 3 bedroom units or 3 bedroom terrace, townhouses, villas available. This type of housing is suitable for families and for downsizers. 1 bedroom apartments are not suitable to a wide and diverse group yet are swamping the current developments. 4 Needs to include family suitable affordable rental housing. Not just 1 bedroom style apartments.
Action L5: Independently assess need and viability Action L6: Support councils to achie liveability_actions_and_priorities_action_l5_agree_rate liveability_actions_and_priorities_action_l5_comment liveability_actions_and_priorities_action_l6_agree_rate 3 3
eve additional affordable housing Action L7: Provide guidance on Affordable Rental Housing Targets liveability_actions_and_priorities_action_l6_comment liveability_actions_and_priorities_action_l7_agree_rate liveability_actions_and_priorities_action_l7_comment 4
Action L8: Undertake broad approaches to facilitate affordable housing Liveabili liveability_actions_and_priorities_action_l8_agree_rate liveability_actions_and_priorities_action_l8_comment liveability_actions_and_priorities_priority_4_agree_rate 4 Affordable housing needs to include affordable housing for families and not simply 1 bedroom boarding houses that are utilised as weekday dwellings for commuters. 3
ity Priority 4: Increase social housing provision Action L9: Coordinate infrastructure planning and delivery for growing communities liveability_actions_and_priorities_priority_4_comment liveability_actions_and_priorities_action_l9_agree_rate liveability_actions_and_priorities_action_l9_comment 3
Action L10: Provide data and projections on population and dwellings for local government areas across Greater Sydney Action L11: Provide des liveability_actions_and_priorities_action_l10_agree_rate liveability_actions_and_priorities_action_l10_comment liveability_actions_and_priorities_action_l11_agree_rate 4 Provide data on granny flats and backyard studios that have been built across the South district. 5
sign-led planning to support high quality urban design Action L12: Develop guidelines for safe and healthy built environments liveability_actions_and_priorities_action_l11_comment liveability_actions_and_priorities_action_l12_agree_rate liveability_actions_and_priorities_action_l12_comment Greater emphasis on high quality environmentally sound designs for large housing developments and individual housing developments. Eaves on roofs to provide shade in summer to reduce the need for air conditioning. Distances between houses to allow for air flow. Space for deep root planting around houses and large unit developments. Rain harvesting and grey water recycling to be incorporated into new builds and renovations. 5 Urban gardens for native flora should also be part of each Council area. Sutherland Shire and Canterbury-Bankstown Council areas both have native flora gardens. Georges River Council does not provide such a place. The community needs a space to learn about native flora as well as food based community gardens.
Liveability Priority 5: Facilitate the delivery of safe and healthy places Liveability Priority 6: Facilitate enhanc liveability_actions_and_priorities_priority_5_agree_rate liveability_actions_and_priorities_priority_5_comment liveability_actions_and_priorities_priority_6_agree_rate 5 The inclusion of playgrounds within suburban shopping villages/strips will encourage families to walk to and utilise their local shops more. Public libraries to be at local shopping centres and not in isolated locations that require most users to drive to access it. E.g. Penshurst Library relocated to Penshurst Shopping precinct (Connelly St Carpark) 5
ced walking and cycling connections Action L13: Conserve and enhance environmental heritage, including Aboriginal, European and natural liveability_actions_and_priorities_priority_6_comment liveability_actions_and_priorities_action_l13_agree_rate liveability_actions_and_priorities_action_l13_comment The creation of formal cycle paths in wide suburban streets. This would require the removal of some on street parking but garages and driveways can easily accommodate this loss. Along with angle parking on the other side of the road to compensate for any loss of parking on one side. The inclusion of pedestrian and cycling representatives on traffic committees. Investigation of rebates for electric bikes to encourage commuters to use bikes to get to the train station instead of single passengers in cars. 5 Conservation of the former Oatley Bowling Club site in its entirety will recognise the work of Myles Dunphy, father of Conservation in NSW and Oatley resident played in acquiring this recreational space for future generations to enjoy. The site was acquired with the help of the Parks and Playground Movement NSW. Milo Dunphy, son of conservation in NSW and Oatley resident, helped more than double National Park area in NSW, was the architect on the former bowling club buildings. Any rezoning of the site for redevelopment is not what the majority of the community supported during consultation in 2009 and shows no respect for the local significance of the site.
Liveability Priority 7: Conserve heritage and unique local characteristics Liveability Priority 8: Foster th liveability_actions_and_priorities_priority_7_agree_rate liveability_actions_and_priorities_priority_7_comment liveability_actions_and_priorities_priority_8_agree_rate 5 5
he creative arts and culture Action L14: Develop a South District sport and recreation participation strategy and sport and recreation facility plan liveability_actions_and_priorities_priority_8_comment liveability_actions_and_priorities_action_l14_agree_rate liveability_actions_and_priorities_action_l14_comment The support of creative arts needs to start from a young age. Support for groups such as Sydney Creative Playgroup which provides creative arts programs for under 5s through volunteer run programs is unable to have a permanent home due to the reduction in community spaces available during the day time. Street Art- Perfect Match program from the former Marrickville Council should be encouraged in suburbs across the South district. A way of reinvigorating train tunnels and subways. Our district should also consider the benefit of outdoor sculpture events in Cronulla or Oatley Park. Similar to Sculptures by the Sea or Blue Mountains Sculpture Trail. The enhancement of parks and bushlands to include fairy trails and sensory trails to encourage local tourism would also be beneficial. 5 The strategy needs to consider how elderly residents in the South District can be encouraged and included to recreational spaces. Passive recreation options for all age groups. Spaces that encourage all age groups to enjoy, help and learn about the natural environment through bushcare and landcare opportunities.
Action L15: Support planning for shared spaces Liveability Priority 9: Shar liveability_actions_and_priorities_action_l15_agree_rate liveability_actions_and_priorities_action_l15_comment liveability_actions_and_priorities_priority_9_agree_rate 3 Audit of current community spaces and those that have been lost in the past 10 years. The South district has lost a significant number of community spaces, in particular those that enabled outdoor recreation. We have seen an increase in population and this has not been matched with community spaces. The provision of community outdoor recreational spaces for all age groups during the week needs to be consider. There are a number of community groups that are struggling to find locations to hold their community activities due to the dramatic reduction in community halls in the former Hurstville Council area over the past 10 years. 3
re resources and spaces Liveability Priority 10: Support innovative school planning and delivery liveability_actions_and_priorities_priority_9_comment liveability_actions_and_priorities_priority_10_agree_rate liveability_actions_and_priorities_priority_10_comment The location of public libraries need to be central to ensure that all groups have easy access to them Bushcare and community nurseries have the potential to provide a space for bush play groups and the ability to bring a wide range of generations together. An example of this is Lane Cove Bush Kids 3 Dedicated bike paths around schools to enable for students to safely ride to school. Any high rise schools need to incorporate passive outdoor space easily accessed by each classroom.
Action L16: Support planning for school facilities Action L17: Support the provision o liveability_actions_and_priorities_action_l16_agree_rate liveability_actions_and_priorities_action_l16_comment liveability_actions_and_priorities_action_l17_agree_rate 4 The relocation of the Ausgrid site at Oatley/Mortdale would enable a housing and Seniors Housing development to make better use of the local school facilities on the weekend by the community. The development of childcare/preschool at Mortdale Public School. As it is located so close to the train station it would enable many parents to walk to access childcare and then continue on their journey to work via public transport. 4
of culturally appropriate services Liveability Priority 11: Provide socially and culturally appropriate infrastructure and services liveability_actions_and_priorities_action_l17_comment liveability_actions_and_priorities_priority_11_agree_rate liveability_actions_and_priorities_priority_11_comment 4 RSLs and other community clubs should be encouraged to better utilise their car park space to provide for Seniors Housing and residential aged care. This would then could provide an income stream for these clubs who support many community groups and reduce their need for income streams from gambling.
Liveability Priority 12: Support planning for health infrastructure Action L18: Support plannin liveability_actions_and_priorities_priority_12_agree_rate liveability_actions_and_priorities_priority_12_comment liveability_actions_and_priorities_action_l18_agree_rate 4 Residential aged care facilities should be located closer to urban villages and not in isolated locations. This would enable visitors greater access to them and support local shopping when visiting aged care residents. Public parklands and open spaces should be protected from providing this infrastructure. 3

ning for cemeteries and crematoria Sustainability Priority 1: Maintain and improve water quality and waterway health liveability_actions_and_priorities_priority_14_comment sustainability_actions_and_priorities_priority_1_agree_rate sustainability_actions_and_priorities_priority_1_comment Councils should consider utilising the technology from Bio Urns or Living Urns to create bushland memorial gardens. This would help to increase tree canopies and biodiversity spaces More action is needed to preserve existing soft surfaces and create more soft surfaces across the South District to reduce the pressure on the stormwater system. Ensure there is no development around bushland that filters stormwater into the Georges River
Action S1: Review criteria for monitoring water quality and waterway health Sustainability Priority 2: Avoid and sustainability_actions_and_priorities_action_s1_agree_rate sustainability_actions_and_priorities_action_s1_comment sustainability_actions_and_priorities_priority_2_agree_rate 5 Greater controls and penalties for breaches of development pollution. Monitoring of flow from major development sites. 5
minimise impacts on biodiversity Action S2: Update information on areas of high environmental value sustainability_actions_and_priorities_priority_2_comment sustainability_actions_and_priorities_action_s2_agree_rate sustainability_actions_and_priorities_action_s2_comment Ensure that existing bushland areas are protected and recognise the foraging area surrounding these bushland areas have enough green space and urban canopy to support the fauna that lives in the bushland environments. Ensure that space in developments allow for backyard habitats. 5 More opportunities and community spaces to learn about areas of high environmental value across the region.

Action S3: Use funding programs to deliver the South District Green Grid priorities Action S4: Develop support tools and meth sustainability_actions_and_priorities_action_s3_agree_rate sustainability_actions_and_priorities_action_s3_comment sustainability_actions_and_priorities_action_s4_agree_rate 5 Ratepayers and the community should be invited to provide ideas and requests for Council to apply for Green Grid programs. Funding of programs that will provide long term community education about the importance of the Green Grid should be prioritised. 3
hodologies for local open space planning Action S5: Update the Urban Green Cover in NSW Technical Guidelines to respond to solar access to roofs sustainability_actions_and_priorities_action_s4_comment sustainability_actions_and_priorities_action_s5_agree_rate sustainability_actions_and_priorities_action_s5_comment Ensure that no open spaces are rezoned for development. Support Councils with accessing funding for better utilisation of the current open spaces for active recreation for all age groups. 4 Ensure that native trees are prioritised plantings for street trees and on properties.
Sustainability Priority 6: Discourage urban development in the Metropolitan Rural Area Sustainability Priority 7: Consider environmental, social and eco sustainability_actions_and_priorities_priority_6_agree_rate sustainability_actions_and_priorities_priority_6_comment sustainability_actions_and_priorities_priority_7_agree_rate 5 Discourage and prohibit urban development in open spaces and public parklands. Our area is not seeing any growth in public parklands it is important we preserve all the ones we currently have. 5
