This project is for the University of Tennessee who is a separate procurement agency from the Tennessee Board of Regents. B. Contractor License requirements should conform to State Requirements which can be reviewed at Item 2.2 Clarifications A. 2 GENERAL SCOPE: BASE: The Selected Proposer shall be responsible for the design, approval, fabrication, and installation of a new integrated security system. This system shall be installed in the buildings identified in the plans with capacity to be expanded into all other campus buildings in the future. A new Command and Incident Operations Center has recently been completed and will house the operator console for the integrated security system. The Selected Proposer shall work with UT police and IT staff to completely integrate the new system with the RAVE Guardian system being installed through a separate contract. This project has three major components. The first component is a new IP camera system installed in the buildings defined on the plans. The second component is a new card access software package with graphic user interface. The Selected Proposer shall provide an enhancement for situational awareness. The integrated security system shall be 95% accurate in its reporting of building occupants and location. Selected Proposer s may distinguish their design by achieving higher accuracy than 95%. Selected Proposer shall provide test confirmation of their accuracy. The Selected Proposer shall provide new card access readers, new IP video cameras, and new software for each system. Systems shall integrate with the existing UT Ethernet infrastructure. Software will be hosted in the existing UT data center on virtual systems. All video will be stored in the UT data center. Appropriate door hardware must be furnished and installed for new readers. Existing hardware may be reused if appropriate. The Security systems must be coordinated with the security hardware for proper operation. Provide training and demonstration to the Owner/Operator in the operations and maintenance of all Security Electronics Equipment. The Selected Proposer shall provide training and demonstration to the Owner for the operation and maintenance of all equipment provided. GRAPHIC USER INTERFACE STATIONS: Console: The operator interface will be a console installed in the Command and Incident Operations Center. A Touchscreen consisting of a computer and monitor with a touch overlay will be the primary operator interface. Video workstations will be provided to display live video feeds from facility cameras. The Touchscreen can be operated by finger touch or a conventional mouse. The basis of design will be a Windows compatible computer with an Intel Pentium i7 Quad Core Processor, 32 gigabytes of memory, and a minimum of one terabyte hard drive. The TIC shall include a 32" LCD monitor with speakers, microphone and mouse. March 22, 2016 Page 1

3 Command Center Workstation: The above is an example of one possible solution but does not preclude other similar arrangements. The Selected Proposer will develop an ergonomic solution that best fits the needs of the facility. The minimum functions at the Command and Incident Operations Center Workstation will be as follows: Control and monitoring of card access doors. Monitoring of exterior doors. Control of emergency lock down functions. Control and monitoring of all intercoms. Annunciation of duress alarms. Annunciation of 120 VAC TVSS device failure. Card Access: A proximity card access system will be provided for authorized students and professors to gain access to individual areas without assistance from the Command and Incident Operations Center. A proximity card reader and keypad will be provided on the vehicle control entry gate into parking areas. Presenting an approved card or entering an approved personal identification number will raise the gate arm allowing entry. A vehicle loop sensor will detect the vehicle and prevent the arm from closing until the vehicle has passed. A vehicle loop sensor shall be provided at the exit to allow exiting without presentation of an access card or entering a personal identification number. A proximity card reader will be provided at the designated entrance into each building. Presenting a valid card will unlock the door allowing the person to enter. The event time, date, card, and system action will be logged for forensic purposes. March 22, 2016 Page 2

4 Event Recording: INTERCOM: A door position switch shall be provided on the door to indicate an open condition to the card reader system. If the door is opened by force without a valid card read or valid request to exit activation, then a door forced alarm will be registered Command and Incident Operations Center. Cameras on both sides of the doors will be called up at the Command and Incident Operations Center to aid in a real time response. If the door is held open too long, a local digitized voice will announce through the intercom that the door has been opened too long and should be secured. The open too long time period is selectable by door. All initial time periods will be set by the Selected Proposer. The Selected Proposer shall train the operators on how to modify the timer. A request to exit device will be provided on the interior side of each access controlled door to signal a valid egress to the card access system. Request to exit devices can be a motion detector above the door, a wall mounted exit button, or am exit switch built into the door release hardware. All wiring shall be concealed. At both above locations, a camera and intercom shall be provided to allow Command and Incident Operations Center to receive an intercom call and audibly and visually identify staff before opening the gate or unlocking the door should staff forget their card. An enrollment computer station with reader and camera shall be provided in the Administration area. This station will allow an administrator to enter a new card into the system through the reader and assign it to an individual. The camera is connected only to the Enrolment Station to allow a photo to be associated with the card in the enrollment computer database. All activity in the card access system shall be recorded in a database for reporting purposes. The administrator shall have the ability to leave a lost card active but remove all door access associated with it. If someone attempts to use a lost card, the door will not open, but an alarm will sound at the enrollment station notifying staff. All video shall be recorded for a minimum of 30 days. The Command Center Workstation shall be able to replay any stored video and transfer video feeds to existing wall mounted large screen displays. The Command Center Workstation shall be able to transmit video to responding city police and emergency responders as initiated by the CCW operator. Security Systems shall log as a minimum the following events with time and date: Duress button Alarm. Monitored door open. Emergency Lock Down activation. 120 VAC TVSS failure UPS system troubles Intercoms will be provided for certain cameras to allow the CCW operator to communicate with individuals in the camera view. All intercom audio shall be recorded for 30 days with the appropriate video. Provide intercoms as part of the camera system at the following locations: March 22, 2016 Page 3

5 Security Check Points. Vending Areas. Paging shall be provided through the facility telephone system. A telephone will be provide with the CCW. The telephone shall have access to interior telephones and outside lines for coordination with Emergency responding personnel. IP VIDEO: The IP video system will be a system compliant to a single standard. Fixed cameras will be provided throughout the facility for monitoring and evidentiary purposes. All cameras shall be mounted in appropriate housings designed for the intended installation. All cabling shall be in conduit and all conduit shall be concealed. Cameras will be provided in corridors and at building entrances to monitor activity and record events. A central server will be provided with Enterprise level Video Management software designed to manage the IP Video system. Features of the software shall allow the operator with the appropriate access level to vary the recording rate of each camera maximizing the collection of video information. The software shall also allow masking of restricted areas in the video scene for privacy concerns. SURVIVABILITY: Uninterruptible Power Supply: Networks: All security electronics will be backed up by an Uninterruptible Power Supply (UPS) that is powered by normal power backed up by the emergency generator. The UPS will provide one hour of runtime power with 25% spare capacity to carry the electronics between loss of normal power and the generator reaching full load. The UPS will be monitored for loss of commercial power. The Basis of Design will be the Eaton Powerware for single phase and for three phase units. All IP video, and door control equipment will be installed in metal cabinets in the appropriate equipment room. Provide seismic restraints for all cabinets and racks for the applicable seismic design parameters. Conduit will enter the racks from above. All security electronics wiring will be installed in a secure raceway system. Conduits in buildings will be routed underground, concealed in walls, or in interstitial spaces. Surface conduit is only allowed in electrical rooms, security electronics rooms, mechanical rooms, or other similar spaces. The security electronics conduit and raceway shall NOT contain any high voltage cabling. March 22, 2016 Page 4
