Springtime chores and repairs are behind us. Summertime brings some additional work to be done. Highest priority should be to make sure that your property is adequately cut back to provide fire breaks around the house and at least 15 feet from the street. CalFire can help with inspections and the chipping of brush piled up in an accessible place. CalFire's phone number for this service is If there is still dry grass and weeds to be cut, be sure to keep a hose or other extinguisher nearby and ready for use, should a spark start a fire. The Star thistles are growing in many places along our streets and in our yards. Please keep them under control by using weed killer, pulling them, or mowing them. They are very difficult to control, once they have become part of lawns and landscaping. Our next SHOA membership meeting will be in September, (date to be determined). We will need to have an expression of interest by that time for potential new board members for If new board candidates do not volunteer to serve in 2015, we may need to turn the management of the HOA to a property management company. 2 Did you know that: Septic system maintenance Placer County takes care of the maintenance of our septic systems. If you get an alarm on your tank, a call to Placer County will get someone out very promptly to investigate and repair if necessary. The cost of their service is already included in your property tax. Call Special Districts Division of Placer County Department of Facility Services at (530) If you get an alarm on your septic holding tank, call , available 24 hours per day. Mosquito Abatement The Placer Mosquito and Vector Control District will provide free materials such as mosquito tablets and mosquito fish at no cost to add to your pond to help eliminate mosquitos. You can call them directly at (916) or online at online. They also deal with Yellow Jackets and rats. Your Saddleback Homeowner s Association Board is also available to make contact with the agency on your behalf to have them arrange to come to your home for inspection and services. If you are interested, please send an to our Architecture Committee Chairperson Laura Bishop at lauracbishop@att.net and she will add your address for contact to the agency. Visit for interesting facts on control. Fire Prevention We re once again entering the peak of the fire season, made more dangerous this year by the drought. It is imperative that ground vegetation be mowed and/or weed-whacked 100 feet around all living quarters. Our CC&Rs also require mowing of all vegetation within 20 feet of the roadways and provide for the homeowners association to do the mowing at the homeowners cost if necessary. Our area has recently been rezoned for higher fire hazard and many of us have had major increases in our fire insurance as a result. If we ever want to get our area back to prior zoning, we have to demonstrate that we keep combustible vegetation such as weeds, brush, and dead trees at a minimum. Please do your part. Visit for detailed suggestions. Contractor Recommendations We have assembled a list of recommendations by Saddleback homeowners for contractors in our area. It is on the Saddleback website under Documents. If you have additional recommendations for the list, please submit them to Kurt Simon via at kurtsimon@yahoo.com, and I will add them. The Saddleback Board of Directors bears no responsibility for the list other than to correctly copy them from members. Neighborhood Disturbances and Stored Vehicles Our CC&Rs include specific restrictions on neighborhood disturbances and on storage of vehicles within view in the development. Our Architecture Committee is in the process of sending notices to any members violating these standards. The committee is available to discuss alternative views if contacted. 3 June 26, 2014 XXXXXXXXX XXXXXXXXX XXXXXXXXXX COURSTESY NOTICE Alleged Non-Compliance Ref: XXXXXXXXXXX Noise/Trailers/Boats Dear XXXXXXX, The Architectural Committee members have observed noise caused from the ATVs/motorcycles racing on your property and the parking of trailers/boats/motor homes parked within view of the street at this location. Your CCRs state the following: Section 4. No trucks, three-quarter (3/4) ton or larger, trailers, boats, campers, motor homes or other equipment shall be permitted to remain parked on any Lot unless the same be within a garage or other enclosure, or unless otherwise shielded from view from the roadway, except temporarily and solely for the purposes of loading or unloading. There shall be no rebuilding of automobiles, motorcycles or other vehicles in the driveway or otherwise in view from the roadway. No wrecked, abandoned or dismantled vehicle or vehicles or other equipment not in use shall be stored or kept on the premises. Section 5. Standards may be approved that restrict noise and odor emanating from any lot, exterior lighting, shooting of firearms, parking in the Common Maintenance Area and in other than designated parking areas as specified in Section 1 and Section 4 above, and other exterior activities that may disturb other Saddleback residents. These CCRs are a means of maintaining an attractive and marketable community. We encourage you to take a few moments to review your CC&Rs, and other documents you received, when you purchased your residence. 4 CalFire Checklist How to Make Your Home Fire Safe 1 Design/Construction (For new Wildland Urban Interface Construction or Remodels) Use ignition resistant construction (effective January 1, 2008) for roofs/roof assemblies, gutters, vents, desks, exterior walls, exterior windows. Enclose the underside of eaves, balconies and above ground decks with fire resistant materials Show your 100 feet Defensible Space on plot plan Build your home away from ridge tops, canyons and areas between high points of a ridge Consider installing residential sprinklers Make sure that electric service lines, fuse boxes and circuit breaker panels are installed and maintained per code Contact qualified individuals to perform electrical maintenance and repairs 2 Access Make sure that your street name sign is visibly posted at each street intersection Post your house address so it is easily visible from the street, especially at night Address numbers should be at least 3 inches tall and on a contrasting background Identify at least two exit routes from your neighbor- Clear flammable vegetation at least 10 feet from roads and five feet from driveways Cut back overhanging tree branches above access roads Construct roads that allow two-way traffic Make sure dead-end roads, and long drive ways have turn-around areas wide enough for emergency vehicles Design bridges to carry heavy emergency vehicles Post clear road signs to show traffic restrictions such as dead-end roads, and weight and height limitations 3 Roof Install a fire resistant roof. Contact your local fire department for current roofing requirements Remove dead leaves and needles from your roof and gutters Remove dead branches overhanging your roof and keep branches 10 feet from your chimney Cover your chimney outlet and stovepipe with a nonflammable screen of 1/2 inch or smaller mesh 4 Landscape Create a Defensible Space of 100 feet around your home. It is required by law Create a LEAN, CLEAN and GREEN ZONE by removing all flammable vegetation within 30 feet immediately surrounding your home Then create a REDUCED FUEL ZONE in the remaining 70 feet or to your property line You have two options in this area: A. Create horizontal and vertical spacing between plants. The amount of space will depend on how steep your property is and the size of your plants. B. Large trees do not have to be removed as long as all of the plants beneath them are removed. Remove lower tree branches at least six feet from the ground Landscape with fire resistant plants Maintain all plants with regular water, and keep dead braches, leaves and needles removed. When clearing vegetation, use care when operating equipment such as lawnmowers. One small spark may start a fire; a string trimmer is much safer 5 Yard Stack woodpiles at least 30 feet from all structures and remove vegetation within 10 feet of woodpiles Above ground Liquefied Petroleum Gas (LP-gas) containers (500 or less water gallons) shall be located a minimum of 10 feet with respect to buildings, public ways, and lot lines of adjoining property that can be built upon. - CFC Remove all stacks of construction materials, pine needles, leaves and other debris from your yard Contact your local fire department to see if debris burning is allowed in your area; if so, obtain a burning permit and follow all local air quality restrictions 6 Emergency Water Supply Maintain an emergency water supply that meets fire department standards through one of the following: a community water/hydrant system a cooperative emergency storage tank with neighbors a minimum storage supply of 2,500 gallon on your property (like a pond or pool) Clearly mark all emergency water sources Create easy firefighter access to your closest emergency water source If your water comes from a well, consider an emergency generator to operate the pump during a power failure Page 4 hood

Signature Lot Date Fire Safety Our CC&Rs have always included our joint agreement that all lots shall be maintained clean and clear of dead trees, trash, weeds and debris in conformity with applicable County and State fire and other regulations. There are lots within Saddleback that have numerous dead trees both standing and on the ground, along with dead brush and bushes. This debris is a direct fire hazard and may result in increased insurance premiums. Specific homeowners will be contacted by the board of directors and advised of their responsibilities during the next year. Cal Fire will be contacted and asked to cite those homeowners who do not comply. Check out Page 5
