3 LAKE COUNTY SCHOOL DISTRICT SPILL PREVENTION, CONTROL, AND COUNTERMEASURE PLAN (SPCC) Introduction: This plan outlines the procedures and equipment used by the Lake County School Board (LCSB), Tavares, Florida to comply with the Environmental Protection Agency's oil spill prevention control and countermeasures standards, inspection, training and record keeping requirements as mandated by 40 CFR Part 112, and OSHA 29 CFR Facility Information: The Lake County School District Hazardous Waste Storage Site is located on CR 561, Tavares, FL in Lake County, Florida (see Attachment A). The facility consists of a 20 foot x 40 foot metal building which houses all hazardous, non hazardous and universal waste. Potential Spill: In the event of an equipment failure (such as barrel/container overflow, rupture, or leakage) the total quantity of discharge is dependent upon the type of failure and the location of the failure on the vessel. All containers are stored on containment pallet to collect the total volume of the contents. The HWSSC conducts weekly checks of this site. Containment: Excessive rainwater accumulations will be checked visually for contamination; if uncontaminated, the rainwater will be pumped to the nearest storm drain using portable pump. Spill containment materials are stored in the Hazardous Waste Storage Site Building and in the Warehouse and Grounds area. Contingency: When requested the Lake County Fire Department (911) will respond to spills at this facility. This facility will have a written commitment of manpower, equipment and materials required to expeditiously control and remove any harmful quantity of product discharged through a purchase agreement with EQ Florida (813) or Perma Fix In the event of a reportable spill the designated person responsible for oil spill prevention at LCSB will contact the National Response Center at , the Florida Department of Environmental Protection Hotline at and the U.S. Environmental Protection Agency, Region 4, Sam Nunn Atlanta Center, 61 Forsyth St. SW, Atlanta, GA Prevention Standards: The following are the spill prevention and containment procedures for all waste containers this site: When a waste chemical is brought to the HWSS all containers are visually checked for leakage, rust overall integrity of holding the contents. All stored containers are visually checked and recorded weekly by the HWSSC. Prepared by Randy Wells, Risk Management Dept. Page 5 of 12
6 Inspections and Records: The inspections required in this SPCC Plan are to be executed at specified frequency rates. All records of these inspections and related storage and maintenance operations are to be made available for retrieval for a minimum of three years. Security: The HWSS are guarded 24 hours via camera surveillance. Lighting is installed to ensure spills occurring during hours of darkness can be discovered by facility operating personnel. Personnel Training: Operating personnel will be instructed in the operation and maintenance of equipment to prevent the discharges of oil and applicable pollution control laws, rules and regulations. Spill prevention training will be scheduled and conducted for operating personnel at intervals frequent enough to ensure adequate understanding of this ICP. Personnel that are trained at LCSB are as follows: - All Hazardous Waste Coordinators - First Responder Level - HWSSC - 40 Hour Hazwoper Plan Review, Amendment : This SPCC Plan will be reviewed and evaluated once every three years by the Spill Prevention Coordinator. This SPCC Plan will be amended whenever there is a change in design, construction, operation or maintenance procedure that materially affects the potential for a spill. 7 APPENDIX A HAZARDOUS MATERIALS INTEGRATED CONTINGENCY PLAN In the event of a hazardous waste spill the responsible persons identified in the attached Spill Prevention, Control, and Countermeasure Plan must be contacted immediately. In addition, Randy Wells, Hazardous Waste Storage Site Coordinator must be contacted and the following procedures must be activated. In the event of a fire, contact the Risk Manager at extension 6663 and the Lake County Fire Department at 911. Untrained individuals should not attempt to combat hazardous material fires. All individuals present should be evacuated to a safe area remote from the incident. In the event of a spill contact the Risk Manager at (352) Trained personnel with appropriate personal protective equipment (PPE) may contain the flow of hazardous material to the extent possible, and as soon as practicable clean up the hazardous waste and any contaminated materials or soil. If the hazard of the material exceeds the level of training of personnel, or the level of PPE available, the Lake County Fire Department should be contacted at 911. In the event of a fire, explosion, or other release which could threaten human health outside of the property, or if a spill has reached surface water the National Response Center must be notified at and provided with the following information: a. Date, time and nature of incident. b. Type and quantity of hazardous material involved in the incident. c. Extent of injuries, if any. d. Estimate quantity and disposition of recovered materials, if any. Additionally, the incident must be reported to the Florida Department of Environmental Protection Hotline at and the U.S. Environmental Protection Agency, Region 4 at The information below pertains to all emergencies. Once the type of hazard is determined, the following are notified in the order they appear: A) Staff discovering spill will notify: 1) The Risk Manager at (352) B) The Risk Manager will notify: 1) HWSSC at (352) ) Health and Safety Officer at (352) ) Maintenance Director at (352) ) Lake County Fire Department at 911 (if needed) Prepared by Randy Wells, Risk Management Dept. 8 A. EMERGENCY EQUIPMENT APPENDIX B RESPONSE MANAGEMENT SYSTEM 1. Spill containment kits containing Tyvek polylaminated coveralls, nitrile gloves, polyethylene shovel, duct tape, goggles, absorbent pads and blankets are stored at the following locations: a. HWSS b. All HW Satellite Accumulation Areas c. Warehouse & Grounds d. All Transportation areas e. Maintenance Department 2. The following equipment to be used is available in various sties throughout the District, emergency eyewash stations and emergency showers are located through various areas, front end loader s, backhoes, bobcat, and bulldozer are located at the Warehouse & Grounds area. 3. Communication equipment is available at each location, telephones, manual fire alarm pull stations are located throughout the district. 4. Fire prevention equipment is located and mounted throughout the district, this includes the following: a. Fire Extinguishers - Dry Chemical/ ABC type b. Water at adequate volume and pressure to supply water hose streams to combat fire is provided by the water system. Fire hydrant connections are located throughout the District for fire department hook-up and use. B. EMERGENCY SHUT-OFF Emergency shut-off switches are located on the outside wall of all fuel dispensing stations for the purpose of shutting off the diesel and gasoline pumps. 9 APPENDIX C INCIDENT DOCUMENTATION A. Within three working days of all incidents involving a hazardous waste spill, the HWSSC will submit a detailed report to the Risk Manager addressing all that took place during and immediately following the incident. B. For all incidents requiring implementation of the plan, the Risk Manager will prepare a written report for the Superintendent s signature to the Department of Environmental Protection, within 15 days after the incident. The report must include: 1. Name, address, and telephone number of the facility owner. (Lake County School Board, LCSB) 2. Name, address, and telephone number of facility. (LCSB 201 W. Burleigh Blvd. Tavares, Florida 32778) 3. Date and time of incident. 4. Name and quantity of materials involved. 5. Injuries sustained and extent of those injuries. 6. Assessment of potential or actual hazards to health or to the environment. 7. Estimated quantity and disposition of recovered material. C. The HWSSC will enter the following information in the Hazardous Waste Log. 1. Name of person who delivered the waste. 2. Date of delivery. 3. Amount of waste in pounds. 4. Documentation that the container is labeled with its proper contents. 5. The HWSSC will notify the Department of Environmental Protection when the clean-up is complete.
