Foreword The Institute for Transuranium Elements (ITU) is a research institute of the Joint Research Centre (JRC) of the European Commission, situated on the site of the German Research Centre (Forschungszentrum Karlsruhe) near Karlsruhe. The mission of ITU is to provide the scientific foundation for the protection of the European citizen against risks associated with the handling and storage of highly radioactive material. ITU s prime objectives are to serve as a reference centre for basic actinide research, to contribute to an effective safety and safeguards system for the nuclear fuel cycle, and to study technological and medical applications of radionuclides/actinides The Institute for Transuranium Elements (ITU) provides scientific support for European policies in the field of nuclear safety and safeguards. It works very closely with national and international bodies in the nuclear field, both within the EU and beyond, as well as with the nuclear industry. In addition to playing a key role in EU policy on nuclear waste management and the safety of nuclear installations, ITU is also heavily involved in efforts to combat weapons proliferation and illegal trafficking in nuclear materials, and in developing and operating advanced detection tools. Another key role is the study and production of radionuclides used in the treatment of cancer. ITU has a strong science base in its fundamental research on the physics and chemistry of actinide. More information under 2. Scope of the purchase The Institute for Transuranium Elements (ITU) is planning new basic studies on actinides in fluoride molten salts. For this purpose hydrogen fluoride (HF) gas has to be used for fluorination experiments to be carried out in a reactor inserted inside experimental well mounted at the bottom of an active glove box. A complete installation has then to be setup in our pyrometallurgical laboratory as shown on the schematic view in annex 1 The offer shall include: - a HF gas supply line between a HF delivery station located inside a gas safety cupboard in a material corridor adjacent to the laboratory and a glove box chain installed inside this laboratory; - a HF gas monitoring system to ensure the personal security; - a HF trapping device with HF monitoring to be connected to the outlet of the experimental reactor; - a vertical furnace; - a Programmable Logical Controller (PLC) for the control of the HF delivery line and the furnace. 3. Content of the offer 3.1 Warranty A warranty period of 2 years shall be granted. Warranty begins at the final technical acceptance of the equipment by ITU. During the warranty period, the contractor is responsible for the proper functioning of the instruments and parts covered by the warranty. Page 2 of 8

3 The warranty covers software and hardware and it extends also to hardware that is provided by sub-contractors of the manufacturer. During the warranty period software updates shall be provided free of charges. Any other item concerning the warranty shall be indicated in detail in the offer. 3.2 Transport and Installation The supplier shall be responsible for the packaging, shipping, transport insurances and installation of the instrument. ITU will take care of the security clearance for the supplier staff and obtain work permits on presentation of the relevant documentation requested by the various authorities. ITU must be informed of the names of the supplier employees who will carry out the installation and training at least one month before their arrival. 3.3 Training The contractor shall provide adequate on-site training to enable proper operation and maintenance of the instrument. Following delivery and commissioning of the instrument at ITU a training period for at least 1 day for two operators in English and/or German shall be given. The training shall take place at ITU premises on dates agreed by both parties. 3.4 Documentation The tenderer shall justify all choices with a conceptual drawing including a detailed technical description and give all documents necessary to support the understanding in order to permit evaluation of the proposal. A complete set of technical files over the electronic schemes and mechanical design of the instrument, operational manuals, maintenance manuals and software documentation in English shall be provided at the time of the delivery. 3.5 Delivery time The contractor shall deliver and install the equipment at the ITU not later than 6 months after the contract signature date. The tenderer shall provide a detailed time schedule concerning design, supply, manufacture, control, transport to ITU, installation and testing. 3.6 Terms of payment Terms of payment are specified in Art. I.4 of the contract. 3.7 Final Acceptance Test The Commission will perform a final acceptance test of the equipment within 1 month after delivery and installation at the ITU premises (see art. I.4.2 of the Contract). 3.8 Directives and norms to be followed European norms and regulations (or equivalent ones) for machinery, pressure vessel, low voltage, product safety guide are to be followed. Voltages to be used are to be on the European 230 Volt Standard. CE labels are to be placed on the equipment. An EC conformity declaration is to be supplied and it shall detail the norms that have been followed in the construction of the equipment. European regulations for hazardous materials are to be respected. Metric components and fixtures are to be used, except where it is not possible. In the latter case ITU agreement is required. 4 All safety regulations must be covered and all necessary safety devices must be included in the offer. A hazard analysis has to be performed and operational procedures and instructions produced on this basis. A copy of the hazard analysis is to be provided. 4. Technical Specifications 4.1 Safety cupboard equipment and HF supply line to the glove box Fluorination experiments will be carried out on actinides inside a glove box having a pure argon atmosphere, the oxygen and moisture concentrations shall have to be kept below 10 ppm respectively. For these experiments a flow of about 25ml/min HF shall be required. It is planned to use 2L HF bottles (1.6 kg filling). The pressure of HF in the line has to be kept as low as possible and must in any case be less than 1bar. HF gas shall only be used during regular working time. The reactor shall be filled with HF and closed. Then the HF line has to be purged with Argon. The content of the supply should be a full-automatic multiple monitoring systems with emergency shutdown, comprising the following items: - A safety cupboard (Type F90) equipped with all necessary safety items. A 98cm width place is available in the material corridor adjacent to the laboratory to install the safety cupboard. - A purging system using Argon gas (provided by ITU) for a safe replacement of the HF bottle. - Trapping device for HF. - A digital mass flow meter controlled by computer programme. As indication, a Bronkhorst digital flowmeter is already used in our laboratory. - A continuous HF gas detection system for personal security inside the safety gas cupboard and inside the laboratory (near the glove box) initiating a visual and audible alarm in case of detection, switching off the delivery of HF and starting the purging of the line with argon gas. Suitable material resistant to this corrosive gas has to be used for the pipes and the different components. A double wall piping line with gap monitoring is requested between the safety cupboard and the metallic filter of the glove box. Connection type between the different components must be mentioned. HF condensation must be avoided in the HF delivery line to prevent any corrosion of the line. The distance between the gas safety cupboard and the glove box chain shall be about 10m (± 10%). The following tests have to be performed and documented by the supplier after completion of the delivery and installation at ITU. The results of the tests have to comply with the regulations in force (c.f. 3.8): - He-leak test of the complete delivery station and the piping - Pressure test of the line Page 4 of 8

5 - A moisture test of the HF line 4.2 Glove box equipment - A HF detector has also to be mounted inside the argon glove box to detect any possible leaks. Upon HF detection, a visual and audible alarm shall be initiated, the HF delivery shall be stopped and the line shall be flushed with Argon gas. - A solid absorber cartridge for HF and a HF detector which shall have to be installed inside the argon glove box and connected at the exit of the reactor in order to monitor the HF concentration before releasing the gas to the extraction of the glove boxes ventilation system. This trapping device has to be designed to fulfil the following conditions:. it shall be possible to introduce it through the airlock system inserted between the two gloves boxes which will have the following dimensions: max dia. 186mm, max length = 490mm (see annex 1). it shall be easily and tightly connected to the pipes in order to be easily replaceable when it will be saturated. In case of HF detection at the outlet of the trapping the HF delivery has also to be interrupted and the line to be purged with argon. Inside the argon glove box PTFE tubing could be used for the HF line. The temperature of the gas at the outlet of the reactor shall be less than 100 C. Calibration procedures for each HF detectors have to be provided. 4.3 Vertical furnace Fluorination experiments shall be performed in metallic reaction vessels placed in one refractory experimental well fitted into the floor of a glove box. The experimental well shall have the following dimensions: external diameter = 120mm, height = 300mm The required maximal temperature inside the reaction vessel shall be 1200 C. The furnace will have to be installed around the experimental well at 100 mm min under the floor of the glove box. The available space for the installation of the furnace shall be about 500 mm high. Due to this limited space the heater may be built in two parts (two half cylinders) equipped with hinges and a locking system, so that it can be easily assembled around the well. A homogenous operating heating zone of about 150 mm at the lowest part of the experimental well must be guaranteed. The outside temperature of the heater must be less than 50 C. Water jacket can be employed for this purpose as well as cooling flanges at the top and bottom. Two thermocouples (TC) with insulators have to be installed in the heater: - one to prevent overheating of the well. - one for the temperature control. Electronic part - The temperature of the heater has to be controlled by a PID (or PD-PID) programmable regulator in order to minimize the temperature overshoot from the set temperature. - The heater temperature shall be controlled with a maximum deviation of +/- 1 C Page 5 of 8

6 - The safety TC to avoid overheating of the well has to be connected to the regulator which must shut-off the power supply when the maximum permissible temperature is reached. A visual indication must appear in such case. - A safety circuit must automatically shut-off the power supply of the heater in case of a TC or cooling system failure in order to avoid uncontrolled heating. The cooling system for the furnace will be installed by ITU. The temperature of the water will be max 24 C in summer. 4.3 Centralised Control Unit A centralised control unit for the HF delivery and the command of the furnace is requested in order to ensure a safe handling of the installation. This could be realized by means of a PLC and a touch panel to be installed inside the laboratory. Visual control and alarm lamps have also to be duplicated close to the gas safety cupboard in the material corridor. The standard PLC used at the institute is the model SIEMENS S Page 6 of 8
