Detailed Assessments: TC31 "Electrical apparatus for potentially explosive atmospheres" FprEN :2012 (IEC :2011, modified ) Explosive atmospheres -- Part 0: Equipment - General requirements : Corrigendum from IEC and some previous EU/NC comments are observed in the actual draft EN :2012/FprAA - PR CLC/TC 31. Note: as a recommendation it is important to remember that CLCT31 is the alone instance for meeting and discussion regarding contents of standards with all national experts. FprEN :2013(IEC Ed 4- PR Explosive atmospheres Part 18: Equipment protection level by encapsulation m Positive assessment for //CDV procedure In comparison to the preceding edition, the main amendments concern the inclusion of detailed requirements for faults, tests, nature of protective devices. 3 CLC/SC 31-9 Electrical apparatus for the detection and measurement of combustible gases to be used in industrial and commercial potentially explosive atmospheres Last SC31 9 meeting performed in March 2013 with agenda regarding actual revision of standards series and link with others TC under Dresden Agreement. Assessment of FprEN :2013 for //CDV procedure Title: Explosive atmospheres -- Part 29-2: Gas detectors - Selection, installation, use and maintenance of detectors for flammable gases and oxygen This standard can not be candidate for harmonization due to the fact that the the scope of the standard concerns neither design nor testing. OTHERS TC CENTC271 Surface treatment equipment Assessment of FprEN 1953 for Formal vote assessment Atomizing and spraying equipment for coating materials - Safety requirements This standard deals with all significant hazards, hazardous situations and events which are relevant for both manual and automatic atomizing and spraying equipment for application of coating materials on work pieces. Equipment can be described as an assembly of enclosures (with individual requirements) for electrical and non-electrical equipment according to applicable harmonized ATEX standards. (Gas group IIA) CENTC147 Cranes - Safety Assessment of FprEN for Formal vote procedure (Project ) Cranes - Offshore cranes - Part 1: General purpose offshore cranes This standard is candidate for harmonization due to the fact that the scope of the standard concerns design and testing for use in explosive atmospheres in addition to Machinery Directive requirements. Annex O of this standard concerns crane or part of the crane intended for use in hazardous areas 4. Pre Assessments: Examination of specific annexes ZA,ZY ZZ and previous edition Evaluation of documents written by IECTC31 under Dresden Agreement with European ATEX CENELEC Standards Discussion with experts (Atex, RID/ADR, Machinery, Offshore, Energy,IMO) 5. Future Assessments: Due to the calendar of previous meetings (IEC/TC31 next meetings scheduled in autumn 2013 located in India) and progress on standardization work, some

4 assessments are already scheduled for the next weeks like mainly those of SC31M Note: SC31 M is the last implemented working group with a large representation of CEN TC305 experts. 6. Standardization Work: Electrical standards developed by TC31 after CAG Meeting London Focus on: FprEN :2012 Explosive atmospheres Part 1: Equipment protection by flameproof enclosure d : Negative assessment issues: Main discussions concern still cemented joint (measurement of gap and permitted leakage) and as a consequence, inherent quality control. Several correspondences from European experts have been exchanged. Meeting of IEC MT is scheduled in autumn 2013 in Germany for consensus. Recent decision from CENELEC TC31 May 2013 extract of minutes of meeting : CLC-TC31 discussed the implications of the draft dual logo standard IEC/IEEE relating to Trace Heating. the draft refers to Division based systems as well as Zone based systems in a mandatory manner. This will prevent the standard achieving harmonized status in respect of the ATEX Directive. It was agreed at the CLC-TC31 meeting on 27 May 2013 that all Cenelec member national committees be encouraged to vote negatively at the CDV stage on this document unless all materials related to Division systems were removed from the mandatory text and placed in an informative annex. Having voted negatively to the IEC/IEEE text, and if IEC TC 31 does not make appropriate changes, it would be the intention that CLC-TC31 would prepare an EN version of the standard which would not be identical to the IEC/IEEE version. SC31 M Non-electrical equipment and protective systems for explosive atmospheres PrEN ISO This document will supersede EN Pr EN ISO This document will supersede the actual harmonized standards i.e. EN and EN and EN and will take mainly into account recent development regarding ignition sources prevention and protection. The next MT meetings are scheduled in September 2013.

5 Debates are active to define marking of non-electrical equipment with no complex code. PrEN ISO This document for EPL Mb/Cat M2 will supersede EN1710 CEN/TC 305 has set up different working groups reflecting the objectives given above: WG 1 Test methods for determining the flammability characteristics of substances Joint Working Group with IEC MT permits an important exchange of information useful for revision of standards. WG 2 Equipment for use in potentially explosive atmospheres This WG consists of an important presence of EU experts participating in the revision of EN13463 series through MT &37. TC305 WG2 EN14986 Design of fans working in explosive atmospheres: revision including mainly the link with the latest edition of standards and the revision for category 3 regarding pairing&coupling materials. It is important to remember that minimum requirements will help manufacturers for the design of solutions. WG 3 Devices and systems for explosion prevention and protection Very active WG with preparation of several documents including TR regarding application ( for example bucket elevator) Actual revision of standards will take into account limits of use for some protective system and installation conditions due to testing. WG 4 Terminology and Methodology No recent activities for this WG; editorial corrigendum for EN is therefore expected. WG 5 Equipment and protection systems for mining The type A standard EN Explosion protection and protection is under revision. WG 6 Flame arresters This recent WG will provide soon the Flame Arrester User s guide(tr) which should be a potential input for the revision of EN16852 TC270/TC305/AHG5 EN1834 series (internal combustion engines)

6 The new international standard should be developed under the Vienna Agreement and solely deals with explosion protection requirements. Requirements on emissions are out of scope of this standard but need to be considered according to potential contents of Directive 97/68 EC. CEN/TC 270 is asked to provide the UNECE REC on Retrofit Emission Control after its ratification. As the test procedures are an important part of the standard, notified bodies are invited to participate in the work. The work should be carried out in a working group under IEC SC 31M in cooperation with ISO/TC70. In Europe the project should be allocated to CEN/TC 305 in cooperation with CEN/TC 270. This International Standard covers the technical requirements necessary to avoid or minimize the significant hazards, which could occur during normal operation, maintenance or foreseeable malfunction of internal combustion engines including : Group I EPL Mb for use in underground workings susceptible to firedamp and/or combustible dust (partially under ISO/EN ), Group II EPL Gb and Gc for use in potentially explosive atmospheres of flammable gas and vapour and Group III EPL Db and Dc for use in potentially explosive atmospheres of combustible dust. All devices fitted and required for the use of the engine are also under the scope of this standard. New technologies like electronic control (CAN bus) are often present and are considered as complex systems perhaps eligible to be protected by a recognized type of protection. 7. Specific standards: EN1755 Forklifts: New potential version under comments will enhance the use of the recognized type(s) of protection for each category. The use of recent technologies available shall be perhaps considered as a technical difficulty during transformation of an industrial forklift to an Ex version. IEC/EN SC 61J developed by vacuum cleaners experts is still under preparation. In the same time additional considerations regarding non electrical vacuum cleaners have been indicated to TC305 WG2 in view to consider all applications and all equipment design. 8. Specific Annexes: systematic review Annex ZZ (CLC) and the additional table with cross references EHSRs <> Standard clauses Annexes ZY (or with other denomination; e.g. ZB) concerning changes in the state of the art of explosion protection (10.3 of the Guidelines).

7 Aim: to respect the wish of the EU Commission that the cross reference table EHSRs <> Clauses needs to be accessible for the public, for all stakeholders on the market. (See also Clarification sheet Ex NB/10/397/CS) 9. Any other business: Market survey Ensuring adequate link between market surveillance authorities and standards development is one of the main objectives of the Commission and still an important policy (added value) compared to other certification schemes. The feedback of ADCO can be used to enhance actual requirements. It is imperative for the more effective application of European Standards by market surveillance authorities that the market surveillance authorities have confidence in the content of the standards and can apply them correctly. The gained experience from these activities of market surveillance implies that involved market surveillance authorities shall contribute to the standard development through a coordinated participation. Already proposal action is considered for Ex forklifts in addition to the revision of the actual consideration paper on this topic. Discussion on minimum contents of EC declaration of conformity (input for ExNB G) Several discussions due to misleading data have been observed from the market and it is important to review and fix the actual clause for minimum contents of EC declaration of conformity (see ATEX guideline 4th edition). Role of Notified Body in charge of quality control assessment needs to be fixed regarding the control of the contents of EC declaration of conformity.
