As the Chair of the Fire risk management group I would Engaging workers like to take this opportunity to welcome you to and leadership in this event. fire safety - This is a unique opportunity for the Committee of the IOSH Fire Risk Management Group to develop 22 February 2016 your input on how the Group will move forward London, UK over the next three years. - Thank you for coming and sharing the day with us. - Before we get started, as with every meeting, it is IOSH Fire risk management group imperative that we share with you procedures to follow if there is a fire or another emergency and we need to evacuate this venue There are no fire drills scheduled today so if you hear or see the fire alarm, please stop what you are doing and calmly proceed out of the door of this room, down the stairs and out of the building. - If these stairs are blocked, please proceed to the end of the hallway and exit through the main entrance The Fire Assembly Point is located at the corner of the parking lost. - Once you arrive at the Fire Assembly Point, using the registration roster for this meeting we will Move calmly take a roll call. - You will receive further instruction at the Fire Assembly Point The Fire risk management group consists of over 3,500 IOSH members from countries around the globe. Opening remarks Dr David Gold Chair, IOSH Fire Risk Management Group - The Group has an overarching goal of the full integration of fire safety (fire prevention and fire protection) into occupational safety and health (in the same way that occupational safety and health should be fully integrated into all organisational activities). - Today we are going to be seeking your input on how we can better engage workers and organisational leadership in fire safety. - We will be using a method called the World Café, by which we will be circulating this morning, in groups of approximately eight delegates, to four Page 1 of 12

2 different rooms where there will be a question on the table. - We will ask that you discuss the question, leaving notes on the table for the next group to develop your ideas further. - There will be a moderator at each table to assist you if you have any questions. - Once you have circulated to all four rooms, we will give you a break and summarise your responses. - This morning we will use this method to address the engagement of workers and this afternoon we will use the same method to address the engaging of an organisation s leadership The first question is whether we should start at the tot or the bottom. - We actually need to start at both equally at both Engaging workers in fire safety Dr David Gold ends trying to engage all parties. - We know that without the engagement of the worker, the fire safety culture. - We also know it will fail if we do not engage all levels of management. - As noted earlier, this morning we will start with worker engagement DuPont, one of the leaders in occupational safety A cultural shi and health, developed an interesting model that addresses the development and strengthening of a safety culture. - All of these elements also apply to fire safety. - The far left of the curve, where most incidents and injuries occur is when the worker engages in safety Reactive Dependent Independent Interdependent activities because they are required to do so. - The left side of the curve is where workers engage From discipline to ownership in safety because they (and their team) feel its Bradley model part of what they do. - In fire safety we need to move workers (and companies) from the left side of the Bradley Curve to the right in establishing a fire safety culture. 3 7. - One of the Group s goals is to strongly encourage workers ownership of a fire safety culture. - In the corporate world today, norms are established for measuring the effectiveness of an organisation. Ownership? - These are called performance indicators. - For our first session, here are several key performance indicators. - Please keep these in mind as you engage in discussions this morning. 8. 4 Fire Safety Information Sheet One powerful tool that the Committee is developing Know and practice what to do when you hear a to strengthen awareness and engagement is the Fire fire alarm Safety Information Sheet. - It provides a simply expressed rule. The sheet could then potentially be used over a two-month period as the subject of a campaign starting with supervisors having 15-minute discussions with workers (tool box sessions) over the information sheet. - After two months a second sheet with a new rule would be published. - After a few rounds, fire safety becomes more and more integrated into the workplace culture. - The committee foresees a training seminar in 2017 on working with these information sheets Do you understand the performance indicators? - Do you see how the information sheet could Discussion: Engaging workers in fire safety stimulate the worker in engaging in a fire safety culture? - Could this also be a means for the worker to bring fire safety messages home to their families? 6 19. - Welcome to the afternoon session. Engaging leadership in fire safety Mr Gary Laird Committee member, IOSH Fire Risk Management Group - I hope you enjoyed your lunch. - The afternoon will follow the same style as the morning session. - I will present a few introductory slides followed by several key performance indicators. - Following this we will again enter into the World Café examining leadership in fire safety We all understand the importance of providing education and training to the worker as well as providing competencies to key individuals dealing with fire safety, but are we taking the time to address fire safety issues with top management? - Are we providing top management with the tools so they can encourage and reinforce the building of an organisation-wide fire safety culture? Leadership We need to understand that as organisations grow, they become more complex. Their priorities become multifaceted. - As occupational safety and health practitioners, through institutions such as IOSH, we have been able to strengthen the integration of occupational safety and health into an organisation's fiber. Complexity of organisa ons - Now we need to do the same with fire safety Today more and more enterprises have not only grown is size but also in geographic distribution. - Providing the capacity to develop a fire safety culture at the leadership level can enable the spread of this culture in the organisation's supply chain and its distribution network. 7 23. - We also need to keep in mind that although we see fire safety as an extremely important priority, the organisation's leadership may have a different view. Competing priorities - We need to find ways to stimulate the ownership of this culture at the leadership board level. 24. Therefore as a global institution, IOSH has the capacity to spread not only the word about fire safety, but also its importance. As IOSH is a global ins tu on 25.
