National Fire Protection Association 1 Batterymarch Park, Quincy, MA Phone: Fax: MEMORANDUM TO: FROM: Technical Committee on Board and Care Facilities Kelly Carey, Project Administrator DATE: October 18, 2016 SUBJECT: NFPA 101 Second Draft Technical Committee FINAL Ballot Results (A2017) According to the final ballot results, all ballot items received the necessary affirmative votes to pass ballot. 22 Members Eligible to Vote 3 Members Not Returned (, Jones, Mills) 16 Members Voted Affirmative on All Revisions 1 Members Vote Affirmative with Comment on one or more Revisions (Asp) 3 Members Voted Negative on one or more Revisions (Larrimer, McDermott, Rickard) 0 Members Abstained on one or more Revisions The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each revision. To pass ballot, each revision requires: (1) a simple majority of those eligible to vote and (2) an affirmative vote of 2 /3 of ballots returned. See Sections (c) and of the Regulations Governing the Development of NFPA Standards.
SR 501, Section No , See SR 501 SR 502, Section No , See SR 502 SR 503, Section No , See SR 503 NFPA 101 TC ON BOARD AND CARE FACILITIES SECOND DRAFT BALLOT FINAL RESULTS Page 1 of 8
SR 504, Section No , See SR 504 Affirmative with Comment 1 Roland A. Asp I am voting affirmative on this second revision only based upon on the language accepted in FR 502. It would be better to recognize that an automatic fire sprinkler system provides an appropriate means for initiating a fire alarm system where required and should be an acceptable alternative to a manual fire alarm..unfortunately FR 502 states automatic sprinkler system installed throughout building. As NFPA 13D does not require sprinklers in all areas of a building, it may be misunderstood that a NFPA 13D system (with the permitted areas with sprinklers omitted) is in fact considered installed throughout building. SR 505, Section No , See SR 505 Affirmative with Comment 1 Page 2 of 8
Roland A. Asp I am voting affirmative on this second revision only based upon on the language accepted in FR 502.It would be better to recognize that an automatic fire sprinkler system provides an appropriate means for initiating a fire alarm system where required and should be an acceptable alternative to a manual fire alarm..unfortunately FR 502 states automatic sprinkler system installed throughout building. As NFPA 13D does not require sprinklers in all areas of a building, it may be misunderstood that a NFPA 13D system (with the permitted areas with sprinklers omitted) is in fact considered installed throughout building. It would be better to have the wording of FR 502 with the words "and provides protection throughout the building" deleted SR 506, Section No , See SR 506 SR 507, Section No , See SR 507 Page 3 of 8
Negative 1 John A. Rickard This change removes "lounge areas" from the text but this language remains in the annex note. The code text needs to clearly indicate whether lounge/living areas within the sleeping suite must be separated from the sleeping area. SR 508, Section No , See SR 508 Negative 1 Randy S. McDermott "and the presence of the equipment shall not require the area to be protected as a hazardous area" seems unnecessary. Also should testing requirement be listed. SR 509, Section No , See SR 509 Page 4 of 8
SR 510, Section No , See SR 510 SR 511, Section No , See SR 511 SR 512, Section No , See SR 512 Affirmative with Comment 1 Page 5 of 8
Roland A. Asp See my comments on SR 504 and 505. An automatic sprinkler system should be recognized an appropriate means for initiating a fire alarm system where required and should be an acceptable alternative to a manual fire alarm. SR 513, Section No , See SR 513 Affirmative with Comment 1 Roland A. Asp See my comments on SR 504,505 and 512. An automatic sprinkler system should be recognized an appropriate means for initiating a fire alarm system where required and should be an acceptable alternative to a manual fire alarm however the language accepted in FR 504 included the wording "throughout the building" which could lead to misinterpretation and is not consistent with the installation standards. see PC no. 165 SR 514, Sections , , See SR 514 Page 6 of 8
SR 515, Section No , See SR 515 SR 519, Section No , See SR 519 Negative 1 John A. Rickard This texts references (c)(i) and (ii), which is an incorrect reference. The reference should be corrected before this language is added to the code. SR 516, Section No , See SR 516 Page 7 of 8
Negative 1 Peter A. Larrimer NFPA Edition was not published at the time of the meeting such that the committee could read the material on which they were voting. We should not be accepting code changes when we haven't seen the material. SR 518, Section No , See SR 518 SR 517, Section No , See SR 517 Page 8 of 8
