15 Safety verification by risk based design process More than 99% of the risk to users of the road link in the Fehmarnbelttunnel will arise from ordinary accidents without involvement of fire. The safety level is very high and the safety for users will be at least as safe to use as similar stretches of road or railway in the open countryside in Denmark. The Operation Risk Assessment (ORA) is publicly available as part of the German Plan Approval process Risk based design procedure

16 Risk scenarios The ORA includes the following events: Ordinary road and rail accidents Fire in the road and railway tubes Accidents involving dangerous goods in the road and railway tubes External events such as: Flooding Dropped or dragging anchor Grounding and sinking ships Fire in transformer room Multiple simultaneous events such as: Fire/toxic release and accidents causing congestion/fire Safety dialogue

17 Bi-national tabletop exercisesat scenario workshop Conclusionon safety requirements The planned construction of the Fehmarnbelttunnel will fulfil the Danish and German safety requirements as well as the safety requirements of the European Tunnel Directive for the Road and Railway connection.

18 I trust this tunnel with the design layout -especially the very short distance in between the tunnel emergency doors for the road and rail tubes, the fixed fire fighting system, the surveillance and the emergency management -will prove safe compared to a tunnel designed following the German Standards and the European directives.
