1 Fire Safety Plan Training Title Notes: A Fire Safety Plan provides participants with the knowledge necessary to prevent fires in the workplace and also focuses on the basic elements of fire prevention and protection. 1

2 1.2 Introduction Notes: Why do you need to review the Fire Safety Plan? It s the law. In accordance with Ontario Fire Code all workers must be trained on their site-specific Fire Safety Plan annually. So you Know what to do in the event of a fire Know the location of fire safety devices Understand your general duties in fire prevention and specific responsibilities during a fire emergency 2

3 1.3 Resources Notes: The Fire Safety Plan is located in the main office in the Emergency Resources (yellow) binder. The plan is updated annually and authorized by the municipal fire department where the site is located. 3

4 1.4 Principal/Supervisor Duties General To prevent fires the Principal/Supervisor shall conduct the following general duties: 4

5 P1 Fire Poster (Slide Layer) Ensure fire posters, which include exit locations, are posted in each classroom and other rooms normally occupied. If you require a fire poster contact your Area Operations Supervisor. 5

6 P2 Training (Slide Layer) Ensure that all training is conducted in accordance with the Fire Safety Plan. 6

7 P3 Fire Drills (Slide Layer) Conduct all required fire drills as prescribed under the Fire Safety Plan and record in Appendix B of the Fire Safety Plan. 7

8 P4 Fire Hazards (Slide Layer) Control fire hazards as prescribed under the Fire Safety Plan. 8

10 P6 Designate (Slide Layer) Designate and train a substitute in the event of your absence to perform your duties. 10

11 P7 Report Equip Issues (Slide Layer) Report any malfunctioning fire alarms or damaged or missing fire protection equipment. 11

12 P8 Shutdown Equip (Slide Layer) If the fire alarm has been disabled (e.g. power outage) implement a fire watch and record in Appendix D of the Fire Safety Plan. 12

13 P9 Assembly Chairs (Slide Layer) Ensure chairs for events in assemblies are arranged to meet Ontario Fire Code with respect to aisles, ganging and occupancy. See the Fire Safety Plan for specific details. 13

14 P10 Fire Routes (Slide Layer) Ensure fire access routes to the building are kept clear and are available for Fire Department use at all times. 14

15 1.5 Staff General Notes: To prevent fires staff shall conduct the following general duties: 15

16 W1 Know fire plan (Slide Layer) Be familiar with and fully understand your duties and responsibilities under the Fire Safety Plan. 16

17 W2 Fire exits (Slide Layer) Be aware of the fire exits identified on fire posters, as well your pre-designated location on the grounds. 17

18 W3 Damaged Fire (Slide Layer) Report to your Principal/Supervisor any missing or damaged fire protection equipment or posters. 18

19 W4 Special needs (Slide Layer) Ensure that individuals with physical disabilities under your supervision are assigned a responsible student or colleague to provide assistance during evacuation of the building. People requiring assistance must wait in designated staging area where med sleds are present. 19

20 W5 Dryer (Slide Layer) If there is a dryer on site, make sure you clean the lint filter before and after each load of laundry. 20

21 W6 No grease (Slide Layer) Avoid unattended cooking and the use of grease laden vapours (e.g. bacon, fries). 21

22 1.6 Custodial Duties General Notes: To prevent fires custodians shall conduct the following general duties: 22

23 C1 Equipment Checks (Slide Layer) Perform duties as indicated on task sheets specific to fire equipment. 23

24 C2 Check stairways (Slide Layer) Check stairways, landings, hallways and make sure that they are clear of obstructions and combustible materials on the floor. 24

25 C3 Fire Safety Plan (Slide Layer) Be familiar with and fully understand your duties and responsibilities under the Fire Safety Plan. 25

26 1.7 Persons Requiring Assistance Notes: Fire Safety Plans require a plan to evacuate those that require assistance, including wheelchair users and/or those who use mobility devices such as walkers or crutches. A Med Sled is an evacuation device that allows safe transportation down the stairs. The device uses a roll and drag method, which ensures heavy lifting is not required. The Principal/Site Supervisor will appoint personnel that will assist those who require assistance to evacuate during a fire emergency. The names of person s and staff assigned to assist shall be outlined in Appendix C of the Fire Safety Plan. The Med Sled is only to be used during an actual fire and not to be used for fire drills. 26

27 1.8 General Duties Notes: To prevent fires all staff should conduct the following general duties: Fire separation doors should be closed at all times and not wedged open with door wedges, with the exception of automatic hold open devices. Exits, stairways, landings and hallways should be clear of obstruction and combustible materials at all times. This includes recycling containers, unless they are approved metal recycling containers. Maintain clear access to fire protection equipment. 27

28 1.9 Control Fire Hazards Notes: It is important for staff to know the location of exits and fire alarm pull stations, the fire exit routes, including alternates, the pre-designated location, the sound of the fire alarm and the correct building address. 28

29 1.10 Control Fire Hazards Notes: To avoid fire hazards and unsafe conditions in the building, supervisors, staff and occupants shall: Flammable and combustible liquids and gases must be stored in small quantities and only in approved containers and locations. Board sites should not be used for sleepovers unless pre-approved by the local Fire Department. 29

30 1.11 Fire Procedures/Posters Notes: The actions to be taken by staff and occupants in emergency situations will be prominently posted in each occupied room. The yellow fire poster will identify the primary and alternate exit routes. Everyone must be aware of their exits. 30

31 1.12 If you see a fire Notes: If you discover a fire: Dial or have someone dial 911 for local fire and emergency services. Activate the nearest fire alarm pull station. Leave the building using your primary exit (or secondary exit if primary is blocked) Go to the exterior pre-designated location. Report the location of the fire to the supervisor at the pre-designated location. Do not re-enter the building until the Fire Department has granted permission for occupants to re-enter. 31

32 1.13 Fire Drills Notes: Preparation is the key to effective fire emergency response. Total evacuation fire drills for schools shall be held 3 times in each of the fall and spring school terms. The Principal/Site Supervisor will conduct the fire drill and notify the Fire Department and the alarm monitoring company prior to and after the drill. Following each drill the Principal/Site Supervisor will hold a debriefing session with the staff to evaluate the effectiveness of the drill. The drill will be recorded in Appendix B and retained for a period of two years. 32

33 1.14 Prohibitions Notes: To avoid fire hazards and unsafe conditions in the building, supervisors, staff and occupants should not: Activate or utilize the fire alarm system to evacuate when there is no fire in the building. Decorate doors with combustibles. Decorate more than 20% of any wall surface with combustibles. Suspend combustibles from the ceiling. Use hand-held fireworks or pyrotechnics in the building. 33

34 1.15 Prohibitions Notes: To protect the safety of all staff and building occupants the following prohibitions have been established: No real Christmas trees No burning of candles, open flames other than authorized science experiments. No bales of hay or straw. No fire doors are to be wedged open or propped open by other mechanical means. 34

35 1.16 Fire Extinguisher Notes: A small fire may be extinguished by the use of a portable fire extinguisher, only if the smoke or fire does not present danger to the operator, and the operator is trained. To operate a fire extinguisher: Hold the extinguisher upright and pull the safety pin. Stand back from the fire and aim at the base of the fire. Squeeze the trigger handle. Sweep from side to side. The best way to remember how to operate a fire extinguisher is to utilize the acronym P.A.S.S. 35

36 1.17 Completing Fire Safety Plan Appendix A - This document must be signed by all staff (Teachers, Support Staff, Secretaries and Custodians) acknowledging they have reviewed the Fire Safety Plan and understand their fire prevention duties and specific responsibilities during a fire emergency. If this training is being conducted in a group setting, now would be a great time to review the site specific information in the Fire Safety Plan, assign duties and to pass around Appendix A so it can be signed. Appendix B - Use this chart to record mandatory fire drills. Remember 6 drills must be completed per school year. Appendix C - This document will list the names of those individuals who require assistance in the event of a fire emergency, as well as designated staff members assigned to assist. Appendix D - This Fire Watch Log & Patrol Sheet shall be used in the event that the fire alarm has been disabled. Appendix E - Audit of Human Resources - site specific information and contact details. Once the required documents in the Fire Safety Plan have been filled out, the plan should be placed in the Emergency Response (yellow) binder in the Fire Plan tab. 36

37 1.18 Inspection Order Notes: Municipal Fire Departments routinely conduct Fire Safety Inspections of our buildings. During such an inspection, if the Fire Prevention Officer feels we are in violation of the Ontario Fire Code he or she will issue a Fire Inspection report or order. Upon receiving a Fire Inspection Report/Order the Principal/Site Supervisor should a copy of the order to Facility Services and indicate any corrective actions taken. For example, if the Fire Prevention Officer has directed the Principal/Site Supervisor to remove combustible material from the hallway, and the material has been removed, this should be noted in the to Facility Services. If a work order needs to be generated to address the concern, the Principal/Site Supervisor should submit the order, and reference the work order number in the to Facility Services. Facility Services will partner with the Principal/Site Supervisor to address the work item by the prescribed deadline. Once the order has been satisfied, Facility Services will notify the Fire Prevention Officer. 37
