2 Foreword These GASTEC QA Approval requirements amendment have been accepted by the Board of the GASTEC QA Quality Mark, wherein all the relevant parties in the field of gas related products are represented. This Board of Experts also supervises the certification activities and where necessary require the GASTEC QA Approval requirements to be revised. All references to Board of Experts in these GASTEC QA Approval requirements pertain to the above mentioned Board of Experts. These GASTEC QA Approval requirements will be used by Kiwa Nederland B.V. in conjunction with the Kiwa regulations for carying the GASTEC QA Quality Mark. This regulation details the method employed by Kiwa Nederland B.V. for conducting the necessary investigations prior to issuing the (technical approval-with) product certificate and the method of external control. 6 1 Introduction 1.1 General These GASTEC QA Approval requirements replace the GASTEC QA Approval Requirements 31-1, Sealing materials for metallic threaded joints in contact with 1st, 2nd and 3rd family gases and hot water Part 1: Anaerobic jointing compounds, dated August During the execution of the certification work, Kiwa Nederland B.V. is bound to the Kiwa regulations for carrying the GASTEC QA Quality mark. 1.2 Scope These Approval requirements apply to anaerobic jointing compounds for metallic threaded joints as specified in EN Pipe threads where pressure tight joints are made on the threads - Part 1: Taper external threads and parallel internal threads - Dimensions, tolerances and design. Pipe threads to this standard are dimensionally identical to and fully interchangeable with pipe threads to ISO 7-1. The sealing materials are for use in gas installations for 2 nd family gases (natural gas), 3 rd family gases (liquefied petroleum gas- LPG) according to NEN-EN 437 and in hot water heating systems for gas and water pressures up to and including 8 bar. The specific functional recommendations for application of these sealing materials in gas systems are described in NEN 1078, NEN 2078, NEN , NEN-EN and national and international standards and/or regulations. 1.3 Acceptance of test reports provided by the supplier The rules for acceptance of test reports provided by the supplier are laid down in the Regulations for Product Certification for bearing the GASTEC QA quality label. 1 These Approval Requirements do not address the requirements regarding the high temperature resistance as stated in NEN Kiwa Nederland B.V March 2012
7 2 Product Requirements 2.1 General In this chapter the performance requirements imposed on anaerobic jointing compounds for metallic threaded joints in contact with 1st, 2nd and 3rd family gases and hot water are included, as well as the determination methods in order to be able to determine whether the requirements are fulfilled. The requirements to be met for these sealing materials, as well as accompanying testing methods, are based on the following standard: NEN-EN 751-1: Sealing materials for metallic threaded joints in contact with 1st, 2nd and 3rd family gases and hot water Part 1: Anaerobic jointing compounds. Anaerobic jointing compounds that meet these GASTEC QA approval requirements also meet NEN-EN Supplementary to that stated in NEN-EN the following requirements must be met: Classification of jointing compounds (Article 4 of NEN-EN 751-1) Anaerobic jointing compounds shall be suitable for both fine (I) and course (H) threads. The materials shall meet the requirements for both classes I and H Leak tightness after adjustment After adjusting the test assemblies in accordance with article 3.6 of these requirements the joints in the test assemblies shall not leak when tested in accordance with article 3.1 of these approval requirements Resistance to a pressure blast The test assemblies shall be subjected during 10-0/+5 sec to a pressure blast of 16 ± 0,5 bar in accordance with article 3.7 of these requirements. The test assemblies shall not leak afterwards. 2.2 Marking and documentation Marking on packages In addition to that stated in NEN-EN 751-1, Article 8, each package of jointing compound shall be marked as well with the following information; 1. the GASTEC QA word mark or logo; 2. Pressure class Klasse 8 3. Note that the anaerobic jointing compound can be used on metallic pipe joints only. In Dutch: Alleen voor metalen pijpschroefdraadverbindingen Instructions The manufacturer must also supply assembly instructions in Dutch. The instructions shall include the recommended curing time of the jointing compound after assembly. Kiwa Nederland B.V March 2012
8 3 Testing methods 3.1 Leak tightness (Article of NEN-EN 751-1) The samples shall be tested during 15 min. at 12 ± 0,3 bar, contrary to what is stated in article of NEN-EN Leakage shall be determined over the last 5 min of the prescribed test time. 3.2 Resistance to gas condensates (Article of NEN-EN 751-1) Test the assemblies in accordance with article of NEN-EN followed by a leak tightness test in accordance with article 3.1 of these requirements. 3.3 Hot water resistance (Article of NEN-EN 751-1) Test the assemblies in accordance with article of NEN-EN followed by a leak tightness test in accordance with article 3.1 of these requirements. 3.4 Temperature cycling (Article of NEN-EN 751-1) Test the assemblies in accordance with article of NEN-EN followed by a leak tightness test in accordance with article 3.1 of these requirements. 3.5 Vibration (Article of NEN-EN 751-1) Test the assemblies in accordance with article of NEN-EN followed by a leak tightness test in accordance with article 3.1 of these requirements. 3.6 Leak tightness after adjustment The threaded joints between the sockets closed with plugs and pipe on two test assemblies are turned back for 45 ±2 immediately after assembly. The test assemblies shall be allowed to cure during the by the manufacturer prescribed curing time and then subjected to the leak tightness test according to article 3.1. The test assemblies shall not leak. 3.7 Resistance to a pressure blast The test assemblies shall be allowed to cure during the by the manufacturer prescribed curing time and then subjected during 10-0/+5 sec. to a pressure blast of 16 ± 0,5 bar with air or nitrogen. The test assemblies shall not leak when tested in accordance with article 3.1 of these approval requirements. Kiwa Nederland B.V March 2012
9 4 Quality system requirements 4.1 General This chapter contains the requirements that have to be fulfilled by the manufacturer s quality system. 4.2 Manager of the quality system Within the manufacturer s organisational structure an employee must be appointed who is in charge of managing the quality system. 4.3 Internal quality control/quality plan As part of the quality system the manufacturer must implement an internal quality control schedule (IQC-scheme). In this IQC-scheme the following must be demonstrably recorded: which aspects are inspected by the manufacturer; according to which methods these inspections are carried out; how often these inspections are carried out; how the inspection results are registered and stored. This IQC-schedule shall be in the format as shown in the annex. The schedule must be detailed in such a way that it provides Kiwa sufficient confidence that requirements will be continuously fulfilled. 4.4 Procedures and work instructions The manufacturer must be able to submit: Procedures for: - the handling of non-conforming products; - corrective actions in case non-conformities are found; - the handling of complaints regarding the products and / or services supplied; the work instructions and inspection sheets in use instructions for packaging and closing off of products during storage and transport. 4.5 Other Quality system requirements The quality system of the production location shall be ISO 9001 certified. 10 5 Summary of tests and inspections This chapter contains a summary of tests and inspections to be carried out during: Initial evaluation: the investigation necessary in order to determine whether all requirements of the evaluation guideline are fulfilled. Inspection visit: the surveillance inspections carried out after issuing the certificate in order to determine whether the certified products continuously fulfil the requirements of this evaluation guideline. The inspections are carried out according to the frequency indicated. 11 2) All product properties that can be determined within the visiting time (maximum 1 day) are determined by the inspector or by the supplier in the presence of the inspector. In case this is not possible, an agreement will be made between the certification body and the supplier about how the inspection will take place. 5.2 Evaluation of the quality system During each inspection visit the quality system of the supplier shall be examined and evaluated. 5.3 Frequency of external audits The frequency of external audits is set at 2 audits per year at the production location and/or supplier. 12 6 Agreements on the performance of certification 6.1 General This chapter contains the by the Board of Experts elaborated agreements on the performance of certification by Kiwa. 6.2 Certification staff The staff involved in the certification process is sub-divided into: Certification engineers: in charge of carrying out the pre-certification tests and assessing the reports of the inspectors; Inspectors: in charge of carrying out external inspections at the supplier s works; Decision-makers: in charge of taking decisions in connection with the pre-certification tests performed, continuing the certification in connection with the inspections performed and taking decisions with regard to corrective actions. 6.3 Qualification requirements for executive staff of CI that fulfil the requirements of EN The qualification of the executive staff of a CI must fulfil the requirements of EN The way qualification of the staff is performed must be described in the quality manual of the CI. EN45011 Auditor (A) pre-certification tests and inspections of companies Inspector (B) factory, field & project visits and follow-up inspections Decision maker (C) person deciding on granting of certificate 1 Education, general 2 Education, specific 3 Experience, general 4 Experience, specific Relevant tech. thinking and working level comparing to Bachelor Internal training in certification and Kiwa policies Training in audit skills Training geared towards this guideline Specific courses and training (knowledge and skills) 1 year of relevant working experience with a minimum of 4 tests of which: 1 complete precertification test independently, under supervision Detailed knowledge of certification and 4 tests relating to this specific guideline or to guidelines which are related to each other. 13 6.5 Qualification Certification staff must be demonstrably qualified by evaluation of education and experience of the above-mentioned requirements. In case qualification takes place on the basis of other criteria, then this has to be recorded in writing. The authority for qualification rests with: Decision-makers: qualification of the certification experts and inspectors; Management of the certification body: qualification of the decision-makers. 17 Sealing materials for metallic threaded joints in contact with 1st, 2nd and 3rd family gases and hot water Part 1: Anaerobic jointing compounds PRODUCT SPECIFICATION APPLICATION AND USE The sealing materials are for use in gas installations for 2nd family gases (natural gas) and 3rd family gases (liquefied petroleum gas- LPG) according to NEN-EN 437 and are also used in hot water heating systems. Note that the non-hardening jointing compounds can be used on metallic pipe joints only. MARKING The products are marked with the GASTEC QA word mark or logo. As well as with: Pressure class Klasse 8 In Dutch: Alleen voor metalen pijpschroefdraadverbindingen Marking should be according to NEN-EN 751-2, article 8: Packages of jointing compound shall be clearly and indelibly marked in the language of the country of destination with the following information: a) the manufacturer's or supplier's name and/or registered trade mark; b) the type (e.g. H for anaerobic jointing compound for metal threaded joints) for use with coarse threads; c) the quantity of jointing compound in the package; d) a unique identification mark providing traceability (e.g. a batch number) and production date or "use by" date; e) essential instructions for use storage and possible limitations; f) appropriate handling and safety labelling. Place of the mark: On the package. Method of marking: Permanent marking. RECOMMENDATIONS FOR CUSTOMERS: 1. Check at the time of delivery whether: 1.1 the manufacturer or supplier has delivered in accordance with the agreement; 1.2 the mark and the marking method are correct; 1.3 the products show no visible defects as a result of transport etc. 2.
