As per Rockland County Procurement Policy, Non Profit Agencies approved to participate in New York State s Contract Extension Program are authorized to make purchases through the resulting contract(s). 1. The County of Rockland shall make all contract award information available to other political subdivisions and non profit agencies through our website: 2. Any other political subdivision or Rockland County non profit agency will issue purchase orders directly to vendors within the specified contract period referencing the County s contract and shall be liable for any payments due on such purchase orders; and shall accept sole responsibility for any payment due. 3. All purchases shall be subject to audit and inspection by the other political subdivisions and Rockland County non profit agencies for which the purchase was made. 4. No officer, board or agency of a county, town, village, or school district shall make any purchase through the County when bids have been received for such purchase by such officer, board or agency, unless such purchase may be made upon the same terms, conditions and specifications at a lower price through the County. 5. All Bidders shall be on notice that as a condition of the award of a County contract, the successful bidder shall accept the award of a similar contract with any other political subdivision in New York State and Rockland County non profit agencies authorized to use New York State s contracts, if called upon to do so. A listing of approved Rockland County non profit agencies is available on the Purchasing Division s website at The County, however, will not be responsible for any debts incurred by the participants pursuant to this or any other agreement. 6. Necessary deviations from the County s specifications in the award of a participant contract, whether such deviations relate to quantities, or delivery points shall be resolved between the successful bidder and the other political subdivisions and Rockland County non profit agencies. Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any legal remedies available to the County of Rockland.

This bid is to establish fixed pricing for specified replacement parts for GE Variable Frequency Drives (VFD) AF600 Series and GE Controls RX3i Series located at various pump stations throughout the County of Rockland. Pricing is to remain in effect for one year from the date of award with two(2) one (1) year option terms. Renewal terms are to be by mutual agreement by the County of Rockland and the Vendor. The quantities listed on the proposal pages are estimates, items purchased will depend on the requirements of the Rockland County Sewer District #1 (RCSD). 2. REQUIREMENTS for VFD Parts 2.1. The replacement parts specified shall be (OEM) Original Equipment Manufacture or approved equal GE VFD AF600 series are installed in the following pump stations West Nyack pump station - 60Hp Pascack pump station - 75Hp Pinebrook pump station Hp Cherry Lane pump station 125 Hp North pump station 125 Hp Tallman pump station 125 Hp Union Hill pump station 150 Hp South Pascack pump station 200 Hp Twin Lakes pump station 250 Hp Saddle River pump station 300 Hp Hackensack pump station 300 Hp GE RX3i Controls are installed in all thirty (30) sites including remote pump stations, screening facility Replacement parts ordered shall be installed by others COMPATIBILITY The replacement parts offered shall have the ability to connect with the existing equipment without the use of adapters. Bidder shall guarantee compatibility in writing with the bid. Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any legal remedies available to the County of Rockland.

Bidder shall submit with their bid, all brochures, specifications etc. along with comparative analysis proving the proposed alternate is "equal". It is the Bidder's responsibility to provide a complete analysis comparing the alternate to the specified item Bidder must be able to demonstrate within five business days of notice and guarantee in writing, with their bid, the compatibility of the item bid with existing equipment without the use of an adapter or retrofit In the event that an alternate is bid, the County of Rockland reserves the right to request a demonstration of the specific model bid at the RCSD#1 facility at the Contractor expense. Failure to furnish demonstration will render the bid, for that item, as nonresponsive Bidder shall provide a list of 3 installations where items bid are being used with the same type of equipment that is being utilized by the Rockland County Sewer District # 1. The equipment shall have been in use for a minimum of three years. References need to include location, contact and telephone number of each installation The County of Rockland will make the final determination on whether the equipment is considered an equal. 4. DELIVERIES 4.1. All parts must be delivered Monday Friday, excluding holidays, between the hours of 8 AM 2 PM to RCSD#1 located at 3 Route 340, Orangeburg, NY PRICING 5.1. Pricing shall include delivery, FOB Destination Bidders shall include the Mfg. and Product/Part Code in the space provided on the proposal pages. Failure to provide this information at the time of bid may render your bid non-responsive. 6. AWARD 6.1. This contract shall be awarded on a line by line basis to the lowest responsible responsive bidder(s). 7. CONTRACT PRICE ADJUSTMENTS UPON RENEWAL 7.1. The proposed rates shall remain firm through the first contract period with no price adjustments allowed. If the County exercises any of the option years of the contract, Contractors may submit a request for adjustment on the yearly anniversary date of the contract. Any request for price adjustment(s) shall be submitted thirty (30) days in advance in writing to the Director of Purchasing. Any and all price adjustments will be limited to the percentage increase in the CPI Index All Urban Consumers for the preceding 12 months. The County reserves the right to reject any request for price increase deemed excessive. Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any legal remedies available to the County of Rockland.
