3 NECA Standing Policy on Safety NECA developed a standing policy (19) on safety titled Safety Programs and Safe Workers. This standing policy was voted on and approved by the NECA Board of Governors in September at the Seattle NECA convention. The policy emphasizes NECA s support of quality safety programs for contractors and safe workplaces for employees. The policy serves as the foundation for NECA safety programs and products. 3
4 NECA Safety Network In 2009 NECA Safety Group established the NECA Safety Network, a group of safety professionals from within the NECA membership. Most important benefit is that communication has been established between NECA safety professionals. The Safety Network has grown to over 140 representatives from within NECA s membership. 4
5 NECA Safety Webinars NECA presented several well attended Webinars on workplace safety covering subjects such as NFPA 70E changes, Lockout/Tag-out rules, PPE selection, and Record-Keeping. NECA will offering of webinars in 2010 on the NECA esafetyline Software System and the NECA Electrical Contractors Safety Program More Webinars will be announce throughout the year. 5

9 NFPA 70E-2012 Development The Report on Proposals meeting for NFPA 70E-2012 is scheduled for February 8-12 in Memphis, TN. John Luke, of ESCO Electric in Cedar Rapids, Iowa, is NECA s primary representative. Jerry Rivera is the NECA alternate on this committee. NFPA reported that this year they received approximately 600 proposals. NECA has submitted several proposals on behalf of the association. 9
10 National Electrical Installation Standards Several NEIS are have been revised and new standards have been developed. The following provides a status of each of the new NEIS included in the ANSI approval process. 10

17 2011 NEC Development Process NECA is represented on each of the 19 Code-Making panels. NECA holds 6 Chair positions on the NEC committees ROP meeting completed January 2009 ROC meeting completed December 2009 Currently in the final balloting stages of the 2011 NEC development process 17
18 Some Changes to the 2011 NEC New article 399 on Outdoor Overhead Conductors, Over 600 Volts New article 694 covering Small Wind Electrical Systems New Article 840 Premises-Powered Broadband Communications Systems 18
19 2011 NEC Changes (cont.) Clarification of NEC scope and utility scope of coverage Expanded requirements for GFCI and AFCI protection Articles 690, 692, 694, and 705 revised to require that only qualified persons install equipment, wiring, and systems. Expansion of tamper-resistant receptacle requirements 19
20 Available Fault Current A new equipment marking requirement to indicated the maximum available fault current at the time of installation. Any modification to the system that results in different (higher) levels of available fault current must be provided on a revised label. 20
21 Article 694 Small Wind Electrical Systems This Article applies to small wind electric systems (also known as small wind turbine systems) The new article includes associated equipment such as generators, alternators, inverter(s), and controller(s) for such systems. 21
22 NJATC 2011 Significant Changes Text Significant NEC Changes Book currently in development Michael Johnston (NECA) and Jim Dollard (IBEW) are co-authoring the 2011 NEC Significant Changes training material. There will be a training program on the 2011 NEC changes offered at the NECA Convention in Boston in addition to a minimum of 4 to 6 national programs in other major cities. 22
23 NEC-Based Training Programs In 2009, NECA provided a series of NEC -based interactive webinars on electrical grounding and bonding. Plans are to present a Webinar on the significant 2011 NEC changes. Webinars on various new NEIS topics will be offered developed and offered in
24 NECA Online NEC-Based Training NECA has teamed with BlueVolt to develop quality online training programs on NEC -based topics. Current topics include: Significant Changes in the NEC NECA Grounding and Bonding Essentials This online training awards CEUs for completion. 24
25 Codes and Standards Committee Raymond Friend Chairman NECA Codes and Standards Committee The 2010 NECA Codes and Standards Committee Meeting will be held in Las Vegas, NV in conjunction with the NFPA Annual Conference and Exposition June 6 through 11, All NEC panel chairs are requested to attend the NFPA Technical Session since this is the NEC adoption year. 25
26 5-Year NEC Cycle Proposal NECA s Board of Governors approved submitting a proposal to NFPA suggesting the current 3-year NEC development cycle be changed to a 5-year cycle. There are several good reasons to extend this cycle and other involved organizations share similar views. NECA will be crafting a proposal to NFPA in 2010 with other supporting organizations signing on in support of this submittal. 26
27 Smart Grid Update NECA (Michael Johnston) was appointed to chair the NFPA Smart Grid Task Force. Task Force has been established and work has begun. Working together with NIST to address safety concerns and revisions to current codes and standards. First step is to identify NEC rules that will be impacted by the implementation of Smart Grid technology. 27
28 28 ETD OSHA Partnership Update
29 ETD OSHA Partnership Update NECA continues as an active participant in the OSHA Electric Transmission and Distribution Partnership. This industry-wide partnership to improve safety in the line construction industry has been operating for over five years. NECA, IBEW, and several major NECA line constructors are participants. 29
30 ETD OSHA Partnership Update Eight best practices have been developed by the partnership to date and are available in text and PowerPoint formats at safety.org. The partnership continues to raise the bar for the safety of our line contractors with the inclusion of a new best practice. Fall Protection on wooden structures. 30
31 OSHA Rule-Making NECA is actively engaged in the rule making process by commenting and assisting at OSHA public hearings on standard development. NECA continues to ensure that sound and practical safety solutions for workplace safety are being considered at the standard development phase. Areas of recent NECA involvement include the proposed rules, confined spaces, for cranes and derricks, and PPE clarifications. 31
32 Summary The NEC and other codes/standards are continuously being revised. NECA is active in the development. NECA is focusing on providing effective safety products and support for contractors. NEIS family of standards is being revised and growing to include the latest subject matter dealing with current industry trends. 32 For more information
