2 Battalion 7 Significant Incidents On 11/13/12 at 18:27:02, Battalion 7 Fire Agencies- Rodeo- Hercules Fire Quint 76, Pinole Fire Engine 73, Contra Costa Fire Engine 69 (El Sobrante), Contra Costa Fire Engine 70 (San Pablo) and Crockett- Carquinez Fire District Engine- 78 responded to a reported residential structure fire at 963 Beachpoint Drive, Rodeo. Quint 76 arrived at scene and reported smoke and fire showing from the rear of a single story home. The occupants of the home were able to escape prior to our arrival. Firefighters executed a coordinated offensive attack to quickly suppress the fire and confine the damage to the kitchen and attic of the home. A total of 18 Firefighters staffing 4 Engine Companies, 1 Ladder Truck, and 1 Command Vehicle responded to this incident. There were no Civilian or Firefighter injuries. This fire required extensive overhaul and an extended commitment of fire companies due to the presence of cellulose insulation. Red Cross provided emergency housing assistance for three displaced adults. The cause of the fire was accidental. Property damage/contents loss = 50,000. Property and contents saved= 250,000. Contra Costa Fire Engine 16 (Lafayette), Moraga- Orinda Fire Engine 44, and El Cerrito Battalion Chief 71 provided area coverage in Battalion 7 during this incident. Rodeo- Hercules Reserve Firefighters responded upon recall and provided essential fire ground support functions E- 69 Operating at a Structure Fire, Sherwood Forrest Drive El Sobrante 11/14/2012
3 On 11/14/12 at 00:26:09, City of Richmond Fire Engine 63/Truck 68/Breathing Support 62, Contra Costa Fire Engines 69 (El Sobrante)/ Engine 70 (San Pablo) and City of Pinole Engine 73 responded to a reported residential structure fire at 5815 Sherwood Forrest Dr., El Sobrante. Engine 63 arrived at scene and reported a working fire in the attic of a two story home. The occupants of the home awoke to the smell of smoke were able to self- rescue prior to our arrival. Firefighters executed a coordinated offensive interior attack to suppress the fire and limit damage. A total of 21 Firefighters staffing 4 Engine Companies, 1 Ladder Truck, 1 Breathing Support Unit, and 2 Command Vehicles responded to this incident. There were no Civilian injuries. A Firefighter sustained an upper extremity injury and was transport by ambulance to John Muir Hospital Emergency Room. The Firefighter was treated and released. This fire required extensive overhaul and an extended commitment of fire companies due to a multi- layered Cal- Pac type roof system. Firefighters salvaged and protected keep sakes and valuables from water damage on the first floor. Red Cross provided emergency housing assistance for four displaced adults. The cause of the fire was electrical wiring failure. Property damage/contents loss = 80,000. Property and contents saved= 200,000. Contra Costa Fire Engine 14 (Martinez) provided area coverage in Battalion 7 during this incident. On 11/19/12 at 22:23 Hrs. Battalion 7 Fire Agencies (Contra Costa Fire, Pinole Fire, and Rodeo Hercules Fire District) responded to a residential structure fire at 2303 Highlands Dr. in unincorporated area of Contra Costa County (Bayview). Upon arrival, firefighters found nothing showing from a 1 story home. The occupants of the home were alerted to the smell of smoke were able to self- rescue prior to our arrival. Firefighters located an attic fire above the kitchen. A total of 8 Firefighters staffing 2 Engine Companies, and 1 Command Vehicle mitigated this incident. This fire required extensive overhaul due to the presence of cellulose insulation. Red Cross provided emergency housing assistance for one displaced adult. The cause of the fire was an unreported contents fire that had occurred 20 hours prior to Fire Department arrival that had smoldered and spread to the attic. Property damage/contents loss = 10,000. Property and contents saved= 150,000. This incident could have easily escalated to a life threatening situation. The Fire District recommends that all fires be reported to the Fire Department and that all homes be equipped with at least two or more properly maintained smoke detectors. TYPE OF ALARM: Confined Space Rescue- Technical Rescue LOCATION: On the hillside adjacent to Best Buy 1490 Fitzgerald Dr. Pinole At 20:30 hrs on November 23 rd, 2012, Pinole Police investigated a passerby s report of hearing muffled cries for help on the hillside next to Best Buy in Pinole. Pinole Police and Contra Costa County Sheriff s investigated the area, but did not hear anything. Pinole Police continued the search on foot up a steep muddy slope and found the victim at 21:04 hrs. Fire units responded and were directed to the victim by Pinole Police. The victim, determined to be a 27 year old male from Richmond, was found prone, feet first, in a 12 corrugated steel drain pipe attached to a 5 ft deep storm drain catch basin that descended at a 40 degree angle downhill. The victim was three feet down the drain pipe, so only verbal contact was initially made with the victim. His injuries were unknown at the time. Crews disassembled the storm drain s steel cover grate, entered the catch basin and unsuccessfully attempted to pull him out the way he entered. A full County Confined Space/ Trench Rescue technical rescue response was requested that brought 28 personnel to the scene. Rotating crews began excavating the descending drain pipe, ultimately trenching down 6 feet and uncovering 12 linear feet of drain pipe. Technical support was provided by Pinole Public Works. During this time, the drain pipe was ventilated, the air was monitored, and the patient was given oxygen and water down the pipe. Crews used saws to cut the steel pipe below the victim and the victim was extricated just after midnight. The victim was
4 packaged in a rescue basket and lowered down the steep muddy incline with rope to AMR paramedics who treated for him for abrasions, hypothermia and dehydration and transported him to Doctors Medical Center in San Pablo. The victim stated he was transient and had entered the catch basis to stay warm in the past. He was not able to say why he went into the drain pipe or how long he d been trapped. Crockett- Carquinez Fire units covered Pinole and Rodeo- Hercules. RESPONSE: 1 Engine, 1 Truck, 1 Quint, 4 Technical Rescue Companies, 1 Breathing Support, 1 Safety/Training Captain, and 2 Battalion Chiefs. RESPONDING AGENCIES: Pinole Fire ( Engine Company and Battalion Chief), Contra Costa County Fire (3 Rescue Companies and Safety Officer), Richmond Fire (Rescue Company, Breathing Support, and Battalion Chief), Rodeo Hercules Fire (Truck Company), Pinole Police, and Pinole Public Works.
