1 0911 Distribution Panels & Switchgear Equipment, conduit, feeders, and grounding 480 Volt Switchboard: This switchboard contains the utility meter and two main, service, circuit breakers. One circuit breaker serves the electrically heated boiler and the other serves the electrically heated domestic water tank. Both circuit breakers are configured with shunt trip operators and ground fault relay protection. 208Y/120 Volt Switchboard: This switchboard contains the utility meter, a 1000 ampere main service circuit breaker, and a distribution section with 13 feeder circuit breakers. 208Y/120 Volt Emergency Panel: This distribution panel feeds four panelboards. It is fed from the 208Y120 Volt Switchboard and the Emergency Generator via the Automatic Transfer Switch. The switchboards and Emergency Panel were all installed with the 1982 renovation and are in good condition. All circuit breakers are currently available. 3 0912 Branch Circuit Panels & Motor Controls Equipment, conduit, feeders, and grounding Branch Panels Basement: Six panels, A, B, BP, G, N, and C currently serve the basement area. Panel A is located to serve the east end while Panel C is located in the west end. Panel B resides in the boiler room serving the systems within and the site lighting. G serves the Emergency Generator, while N serves the Network Server Room. Panel N is a residential type load center. All are fed from the 208Y/120 Volt Switchboard. Branch Panels Main Floor: Four panels, F, E, M, and J reside in the corridor on the main floor. Panel F serves the east end while Panel J serves the west end. Panel M provides circuits for computer equipment in the classrooms and Panel E provides emergency power to the corridor lighting. All are fed from the 208Y/120 Volt Switchboard. Branch Panels Second Floor: Two panels, K and L, reside in the corridor on the second floor. Panel L serves the east end while Panel K serves the west end. Panel K is fed from the 208Y/120 Volt Switchboard while Panel L is fed via Panel F from below. Branch Panel Multipurpose Section: One panel, MPP, resides in the fan room located on the mezzanine of the Multipurpose Section. Panel MPP is fed from the 208Y/120 volt switchboard. Condition of the building system: Branch Panels Basement: Panels A & B were installed with the original building in 1950 and are in poor to fair condition. Panel BP was installed as part of the construction of the Multipurpose Addition in 1973 and is in poor to fair condition. Panels C & G were replaced with the 1982 renovation and is in good condition. Panel N was installed with the incorporation of the Administrative Offices and is in fair condition. It is inappropriate for its purpose. Branch Panels Main Floor: Panels E, F, & J were replaced with the 1982 renovation and are in good condition. Panel M was installed in 1999 and is in good condition. Branch Panels Second Floor: Panels K & L were replaced with the 1982 renovation and are in good condition. Branch Panel Multipurpose Section: Panel MPP was installed with the original construction of this section in It is in fair condition. 7 0913 Equipment & Motor Controls Equipment, conduit, feeders, and grounding Electrically heated boiler: The boiler is fed from the 480 Volt Switchboard with a 1200 ampere circuit breaker protecting four sets of 500 Kmil conductors with a No. 2 ground conductor. The boiler is rated 780 KW and interlocked with AEL&P as part of the Dual Fuel program. AEL&P may secure operation of the boiler under certain utility conditions to ensure adequate power capacity for all its customers. The boiler elements are controlled individually to maintain a set temperature level within the boiler. Electrically heated domestic water tank: The water heater is also fed from the 480 Volt Switchboard. It is served from a 125 ampere circuit breaker protecting a circuit sized with 1/0 conductors. The heater is rated at 80 KW and is interlocked with AEL&P similar to that for the boiler. Controls: The heating and ventilation system is controlled with conventional full voltage motor starters installed with both the original construction and the 1982 renovation. Condition of the building system: Electrically heated boiler and domestic water: These units were installed with the 1982 renovation and appear to be in good condition. The electrical demand for the boiler and water heater together was recorded in April to be approximately 625 KW (750 amperes). The measurement is made using a sliding window measurement technique with the highest load exceeding 15 minutes of operation recorded. The boiler was observed to operate at high output for short periods of time to compensate for consumption in the building, thus not recording the high levels. Controls: The motor controllers are in poor to fair condition. Remaining life expectancy: Electrically heated boiler and domestic water tank: 5 to 10 years. Controls: 0 to 5 years. Deficiency Replace Motor Controllers The motor controllers and starters for the facilities heating and ventilation system are 23 years old and older, in poor condition, and at the end of their service life. Deficiency category: RR Replace motor starters and associated controls for the facilities heating and ventilation equipment. 8 0951 Power Generation Generators, switchgear, panels, conduit, feeders, & grounding The facility is supported with a generator rated in compliance with the NFPA for emergency power support. It is connected to power a portion of the 208Y/120 volt system through an automatic transfer switch. The generator, installed with the 1982 renovation, is rated to provide for a load up to 30 KW. The automatic transfer switch, integral to the generator unit, is rated at 200 amperes. The loads served by the generator include Panel E (emergency lighting in the corridors), Panels B & BP (heating system), and Panel G (generator ancillary equipment) Condition of the building system: The generator and automatic transfer switch appear to be in fair to good condition. Although the equipment is relatively old, it is probable that spare parts are available. It is questionable whether the generator has been tested in accordance to the NFPA as required for emergency service. Only the loads on Panel E require such testing. The other loads qualify as standby loads, thus reducing the requirements for the generator and testing. 9 Deficiency Generator Testing and Upgrades Generator does not appear to have been tested and upgraded per NFPA code. Deficiency category: C NFPA 110 (Chapter 8) Test the generator and automatic transfer switch in accordance to NFPA 110, Chapter 8. Base the testing requirements for Level 1, Class 2, Type 10 requirements. Provide recommended upgrades based on the results of the tests.
