1 National Fire Protection Association (NFPA) Fire Service Occupational Safety and Health Technical Committee Meeting October 10 12, 2011 Baltimore, MD Chairman Glenn Benarick called the meeting to order at 0810 hours on October 10, 2011 at the Holiday Inn in Baltimore, MD. Chairman Benarick welcomed members and guests to the meeting of the NFPA Fire Service Occupational Safety and Health Technical Committee. Members and guests were introduced. Charles Popp: Boston Fire Department Staff: Ken Holland NFPA Staff Liaison A motion to accept the meeting minutes from the FSOSH Technical Committee Meeting in San Francisco, CA on February 10 12, The motion was made by Jonathan Kipp and a second by Dennis Childress. The motion passed. Opening Remarks: Chairman Benarick provided an overview of the meeting especially regarding the revision to NFPA 1521, Standard on Fire Department Safety Officer. During the revision of the standard, the format will change to job performance requirements (JPR) format similar to the revision to NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents. This was based upon a meeting held by NFPA in Dallas, TX earlier in the year regarding professional qualification standards, which Chairman Benarick attended. This process has been attempted during several past revisions of NFPA This is the Report on Comments (ROC) Meeting for NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, and NFPA 1582, Standard on Comprehensive Occupational Medical Program for Fire Departments. This is the Pre-Report on Proposal (ROP) Meeting for NFPA 1521, Standard on Fire Department Safety Officer and NFPA 1561, Standard on Emergency Services Organization Incident Management. Ken Holland, Staff Liaison, discussed the NFPA protocol for answering public comments on NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, and NFPA 1582, Standard on Comprehensive Occupational Medical Program for Fire Departments. The FSOSH Technical Committee received a New Project Initiation Form regarding the development of a new NFPA standard or recommended practice which focuses on 2
3 integrating safety into all activities. Ken Holland responded to this request that stated the material is already covered in NFPA 1500, NFPA 1250, Recommended Practice In Emergency Service Organization Risk Management, and NFPA Ken discussed the re-engineering of the codes and standards process which will be effective for standards in the 2013 cycle. This will affect the revision to NFPA 1521 and NFPA Information can be found on the technical committee pages for NFPA 1521 and NFPA 1561 regarding the timeline for the document. Chairman Benarick concluded his remarks by advising attending members this was his last meeting as the Chairman of the Fire Service Occupational Safety and Health Technical Committee. The Standards Council will be naming a new chairman at the March 2012 Standards Council meeting. Presentations from Guests Proposed Revisions to NFPA 1500 by Dr. Richard Gist, Principal Assistant to the Fire Chief, Kansas City, MO Fire Department. The submitted comments were based upon work done through the National Fallen Fire Fighters Foundation (NFFF) Life Safety Initiative 13. Life Safety Initiative 13: Fire fighters and their families must have access to counseling and psychological support. This discussion relates to the public comments on NFPA 1500, Chapter 11 and Chapter 12. After the presentation, there was discussion about the how the process works for the fire service and changes that have occurred regarding critical incident stress. Public Comments NFPA 1582, Standard on Comprehensive Occupational Medical Program for Fire Departments. The committee addressed 6 public comments and created 4 committee comments. NFPA 1500, Standard on Fire Department Occupational Safety and Health Program The committee addressed 28 public comments and created 1 committee comment. 3
4 Standards Revision NFPA 1521, Standard on Fire Department Safety Officer A complete revision of NFPA 1521 will occur to update the standard to job performance requirements (JPR) which will become part of the NFPA Professional Qualifications Standards. Ken Holland provided a power point presentation that discussed the development of how a standard is developed with job performance requirements (JPR). Task Group Work: Scott Kerwood will serve as Task Group Chair for Chapter 5 with Stephen Raynis and Murrey Loflin. Dave Bernzweig will serve as Task Group Chair for Chapter 6 with Stephen Raynis and David Ross. 4
5 NFPA 1561, Standard on Emergency Services Organization Incident Management Bob Neamy discussed the proposed title change for NFPA 1561 based upon the adoption of NFPA 1561 by FEMA with the National Incident Management System (NIMS). A direction for the Technical Committee to take is to incorporate the term Command Safety into the title of the document. The Technical Committee can take action on the proposed title change at the Technical Committee meeting in March Chairman Benarick discussed some Command Safety issues for NFPA The topics included: Communications o Emergency Traffic o Mayday o Radio Channel Command Post o Command Teams o Crew/Company Accountability Unity of Command o Personnel Accountability System o Tactical Worksheets o Accountability Sheet Rapid Intervention Crews Incident Commander o First Arriving Officer First Arriving Companies o Deployment of Resources Span of Control o Strategy and Incident Action Plan Task Group Work: Annex Material: Bob Neamy and Steve Kries; Command Post: Murrey Loflin and Mario Rueda; Communications: George Maier Chairman Benarick discussed the need to provide the fire service with a venue to have access to the information provided in NFPA In past years, the Fire Service Section had conducted free seminars for the fire service discussing a variety of topics including fire fighter safety and incident management. With the Fire Service Occupational Safety and Health Technical Committee being the author of NFPA 1561, the Technical Committee should be the catalyst to manage this process. The goal this is to partner with various fire service agencies to provide the fire service with a venue 5
6 for obtaining information they need to enhance incident management and operational fire fighter safety and health. Phil Stittleburg, who is the First Vice Chairman of the NFPA Board of Directors, asked that Chairman Benarick provide him with an overview of this proposed venue. Phil will submit this to the NFPA Board of Directors for funding consideration. Next Meeting: The next meeting for the Fire Service Occupational Safety and Health Technical Committee will be March 12 15, 2012 in San Diego, CA. The task groups for NFPA 1521 and NFPA 1561 will meet on March and the full Technical Committee will meet on March Old Business: No old business New Business: No new business Adjournment: A motion was made by Phil Stittleburg and a second by Don Stewart to adjourn the meeting.
