1 Upcoming Events Building and Development Loyalist Township Development Services Department Introduction Issue 2 October 2015 Loyalist Township Building Department proudly introduces this second release of its newsletter, which is planned for release on a bi-annual basis. The newsletter is meant to keep Building Code practitioners, contractors, designers and related businesses aware of changes to the Ontario Building Code, associated legislation and department policies. The newsletter will also cover topical issues in the Code Corner section, with the hope that the information provided will help reduce common Code issues encountered on construction projects. We hope that the information contained in this newsletter assists you in your day to day use of the Code and is an available forum to sound questions in the same regard. Paul Nixon CET CBCO Chief Building Official, Loyalist Township New Requirements for Smoke Alarms as of January 1st, Required Smoke Alarms (1) Smoke alarms conforming to CAN/ULC-S531, Smoke Alarms, shall be installed in each dwelling unit and in each sleeping room not within a dwelling unit. (2) Smoke alarms required in Sentence (1) shall have a visual signaling component conforming to the requirements in (Light, Color and Pulse Characteristics) of NFPA 72, National Fire Alarm and Signaling Code. (3) The visual signaling component required in Sentence (2) need not,(a) be integrated with the smoke alarm provided it is interconnected to it,(b) be on battery backup, or(c) have synchronized flash rates, when installed in a dwelling unit. If you know of any party that would like to be added to the list please pass this information on. New GKACBOC Greater Kingston Area Chief Building Officials Committee. We are pleased to announce the recent forming of the GKACBO consisting of the CBO s from all local municipalities who will meet on a regular basis to discuss and make decisions on common issues in the hopes of creating consistency between municipalities. 2 Notice to all applicants applying for building permits Effective Aug 4, 2015, the following fee deposits will be required with each application; Small projects, decks, pools, shed, garages, additions etc: $ New Single family dwellings, semi detached, rowhousing etc: $ per unit Industrial, commercial, institutional: $ These fees are not new or additional costs they are being implemented to cover the review costs and will be deducted from the price of the building permit when issued. Reminder: construction cannot commence until the permit is obtained and fully paid, submittal of the deposit does not constitute an issued permit, please ensure you have the issued permit prior to commencement of any construction. Notice to all Heating, Ventilation and Air Conditioning (HVAC) designers On Jan 12, 2015, the Ontario Building Code adopted Canadian Standards Association (CSA) F Substantial changes to the method and delivery of Heating, Ventilation and Air Conditioning (HVAC) design has resulted. The Heating, Refrigeration and Air Conditioning Institute of Canada (HRAI) has also required an updater requirement (course and exam) to ensure that the designers understand the recent changes. As a result of this requirement all designs must conform to this standard. Updates to qualifications must also be completed by the end of the 2015 calendar year. Designs submitted that are not completed to this standard will not be accepted. Designs submitted by designers after Dec 31, 2015, who do not have qualification updates will also not be accepted. The Building Code Identification Number (BCIN) qualifications have not changed. Please see the updated heat loss/gain forms available on the Heating, refrigeration and Air conditioning Institute of Canada (HRAI) website. These forms will be required for submissions, however we will accept company created forms provided all the information is provided on them. Page 2 of 5

For more info see the link below HRAI is holding their two day updater course, which is required to keep our certification and show that you understanding the new requirements under the amended F280 standard. 4 Code Corner Each issue of the newsletter will review reoccurring issues encountered on project sites, popular questions, and interpretations on Code issues. The topic of this issue is the requirement for permit for tents Permits are required of all tent structures over 60 sq m (645 sq ft) Tents must comply with 3.14 of the Ontario Building Code. This section of the code applies to all tents with the following exceptions; 1. Tents over 60 sqm but under 225 sqm are exempt from some of the requirements of the Code including, requirements for sanitary facilities on site and engineering design and review of the structure and anchorage of the tent. (provided they do not have side walls) 2. Tents over 225 sq m require the review and design of an Engineer (within the province of Ontario). The engineer must sign off on the tent structure and anchorage 3. All tents must show conformance with which requires flame resistance certification to either CAN/ULC-S109 or NFPA 701. When applying for a permit the application must be completed and be accompanied by; a) A plot plan showing the proposed location of the tent on the site. b) The engineering documentation if over 225 sqm. c) Copy of the flame resistance certification. d) Details on the number of sanitary facilities. 5 Featured Employee Mark Parkinson Building Inspector Mark is a hard working member of the building inspection department, and a valued employee, his bio is below; My family immigrated to Canada from a small village in England in I have lived in Loyalist Township for the past 7 years. I have been married to the same long suffering woman for 27 years, and she puts up with the long hours I put into my glass blowing hobby, both the creation and attendance at Art showings and sales. Initially I trained at Algonquin College as a chef, subsequently working for both large and small restaurants all over Canada, I also worked on the side as a framer and finish carpenter, until an on the job injury caused the need to retrain. I went back to college (Loyalist College in Belleville) and was retained as an Architectural Technician, after working for the Department of National Defense (DND) and Norr as a draftsman I started as a part-time Building Inspector the summer of Since that time I have taken the required Ministry of Municipal Affairs and Housing (M.M.A.H) exams to attain my BCIN to inspect all buildings with the exception of septic systems as our local health board issues the permits and inspect the installations. I am currently taking more courses to obtain my Certified Building Code Official (C.B.C.O.) designation. Page 5 of 5
