CITY OF ROCKVILLE, MARYLAND Inspection Services Division 111 Maryland Avenue Rockville, Maryland CHIEF OF INSPECTION SERVICES: (August Present) I am the Chief Building Official for the City of Rockville, Maryland. I oversee the day-to-day operations of the Building Department and the Fire Marshal s Office. I administer a $1.7 million budget. As the Chief Building Official, I am responsible for; building, fire, and related codes enforcement, permit issuance, building plans review, and handling appeals of code interpretations. BALTIMORE CITY FIRE DEPARTMENT 401 E. Fayette Street Baltimore, Maryland ASSISTANT FIRE CHIEF- ADMINISTRATION: (January August 2013) The Assistant Chief of Administration is the second highest position in a fire department consisting of over 1700 members. As Assistant Fire Chief, I oversaw; the Fire Academy, Fire Marshal s Office, Logistics, and Planning and Technology. I handled human resources issues including all payroll & discipline. I also handled labor/ management issues including the handling grievances and representing the BCFD at the Labor Commissioner s Office. DEPUTY CHIEF/ FIRE MARSHAL: (August ) I administer the day-to-day operations of the Office of the Fire Marshal. I also am called upon to testify before the Baltimore City Council on legislation. As a voting member of the International Code Council, I help with code promulgation. My office is the steward of Fire Incident and Investigation reporting. The bureau is responsible for the creation and promotion of fire prevention programs for the citizens of Baltimore. I oversee the Fire Investigation Bureau and respond to all fatal fire scenes and 4 th Alarms or greater. It is my duty to examine fire causes to look for emerging trends and take
2 appropriate action to mitigate future fires. Internally, I preside over administrative hearings and adjudicate departmental charges of members of the department. CAPTAIN/ FIRE INVESTIGATOR: (March August 2008) I am assigned as a field investigator, responsible for determining the origin and cause of fire incidents, including fire fatalities, ascertainment of information germane to case development and collection and preservation of evidence. I work in concert with The Baltimore City Police Department (Patrol, Police Arson and the Crime Lab), The Bureau of Alcohol, Tobacco & Firearms, Prosecutors of local, state and federal levels and interact with other surrounding agencies. I have been consulted by private fire investigators and insurance companies. I assume the duties and responsibilities of the Fire Marshal in his absence. CAPTAIN- OIC HEALTHCARE SECTION: (June 2006-Present) I supervise and coordinate the inspections of one Lieutenant and eight inspectors. I personally conduct the life safety inspections for all of the ten major hospital campuses in Baltimore City. I also perform all systems testing and fire drills for healthcare occupancies in the City. I am responsible for providing training for members of the Bureau and staying updated on code and policy changes on the State level. ADMINISTRATIVE CAPTAIN- CODE ENFORCEMENT SECTION: (June June 2006) I oversee and coordinate the inspections and activities of the Six Lieutenants and seventeen Fire Inspectors that are assigned to my office. I conduct fire inspections and evacuation drills in all City highrises and special occupancies. I investigate fire code complaints and generate all appropriate paperwork. I am responsible for the training of all inspectors in the bureau. I oversee the Public Education Section (one lieutenant and four educators) in the absence of the Battalion Chief I act in that capacity. I also conduct origin and cause investigations when requested by the Fire Marshal. CAPTAIN/ ARSON TASK FORCE: (October 2003-June 2005) I coordinate all public education programs given by The Office of the Fire Marshal. I assist in tracking arson trends and identifying problem areas. I fill in on shift investigating fires and generate the appropriate reports. I coordinate training for the on-shift fire investigators. I assist the Fire Marshal with research and development of new programs CAPTAIN/ FIRE SUPPRESSION: (September 2002-October 2003) I am in direct command of a Fire Truck crew and EMS Medic Unit. My responsibilities include, but are not limited to the supervision of Fire Department personnel in the discharge of their duty. Those duties include fire suppression, emergency medical service, care and maintenance of firehouse and apparatus. I am responsible for payroll and record keeping as well as the enforcement of Fire Department rules and regulations. I oversee the training of new members and the continuing education of older members. I assume all the authority and responsibility of my respective Battalion Chief in his absence. CAPTAIN/ FIRE INVESTIGATOR: (December September 2002) I was assigned as a field investigator, responsible for determining the origin and cause of fire incidents, including fire fatalities, ascertainment of information germane to case development and collection and 2

My responsibilities included but were not limited to ensuring maintenance of the fire station and both Engine 35 and Haz-Mat 1. I was responsible for supplies, repairs, records and training and discipline of the personnel assigned to me. I was responsible for establishing policies to ensure the smooth and efficient operating of the Fire Company. It was also my charge to enforce the policies, procedures, rules and regulations of the Fire Department. I responded to Fire, Medical, Hazardous Materials and other emergency incidents and directed the operations of units under my command. I was responsible for the safe abatement of Hazardous Materials Incidents within the corporate limits of Baltimore City and acted as a liaison between the chemical companies and the Fire Department. I assumed the duties and responsibilities of my respective Battalion Chief in his absence. LIEUTENANT/ FIRE SUPPRESSION: (March July 1999) I was assigned to be in direct command of a single shift of a Fire Suppression Unit. I was responsible for the discipline and training of the personnel on my shift. I was responsible to enforce the rules and regulations of the Fire Department and carry out the policies of my unit commander. I responded to fires and other emergency situations and directed my unit. I would assume the duties and responsibilities of the Unit Commander in his absence. FIRE PUMP OPERATOR/ HAZARDOUS MATERIALS TASK FORCE: (September March 1994) I was assigned to a Fire Engine that was also a Foam Pumper (It would make Hazardous Material Firefighting Foam). My duties were to carry out all maintenance, ensure the apparatus was in a state of readiness at all times and be thoroughly familiar with the foam system of the fire engine and the geographical area of my district. I was responsible for driving the apparatus to incidents and operating both the foam and water delivery systems under emergency conditions. I also assisted in the training of personnel in both the operation of the foam pumper and the chemical qualities and limitations of foam. I was the driver-training instructor for the personnel on my shift. FIREFIGHTER/ HAZARDOUS MATERIALS TECHNICIAN: (June September 1992) I was assigned to a fire suppression unit, in the Hazardous Materials Task Force. My duties included cleaning and maintaining the fire station. They also included emergency medical, fire suppression and Hazardous Materials training. I responded to emergency incidents e.g. medical, fire and haz-mat, and helped abate the situations as they occurred. EDUCATION: MT. ST. JOSEPH -HIGH SCHOOL DIPLOMA
