2 CRIME REPORT JEANNE CLERY ACT The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act ( 71&Itemid=60), codified at 20 USC 1092 (f). as part of the Higher Education Act of 1965, is a federal law that requires college and universities to disclose certain timely and annual information about campus crime and security policies. All public and private institutions of postsecondary education participating in federal student aid programs are subject to it. CRIME STATISTICS Reportable crimes, as defined by the Campus Security Act of 1990 (Jeanne Clery Act) as amended, are shown below and also included in the Student Handbook and on the University s website. Information about other crimes committed on campus is available upon request from the Campus Safety Department. Personal safety and security is everyone s responsibility. Staying informed is the first step to ensure that our campus facilities will be as safe and secure as possible for all to use and enjoy. Please review the student handbook and the Campus Safety webpage at How can I report criminal actions and emergencies? FMU has Campus Safety personnel on duty 24 hours per day, seven days per week. To report a crime or an emergency, contact the Campus Safety Department by phone or in person at the offices listed below. You may also report criminal actions and emergencies to any Campus Safety Officer or use the Blue Emergency Call Boxes located throughout the campus. For all major life threatening emergencies, please call 911 and the Campus Safety Department. Note: You can anonymously report suspicious or criminal activity to campus 3

The Campus Safety Department publishes the crime statistics on line at yearly. In addition, copies of the annual crime statistic report can be obtain from the Campus Safety Department (Student Service Building, 101). Which Law Enforcement Agency responds to Florida Memorial University? The campus resides within the jurisdiction of the City of Miami Gardens Police Department. The City of Miami Gardens Police Department works closely with the Campus Safety Department as incidents occur and provides follow up investigations as required. How does Campus Safety and Campus Facilities Departments maintain facilities in a manner upholding safety and security? 4

5 o The Campus Facilities Department, assisted by the Campus Safety Department, regularly monitors the conditions of all facilities on campus and specifically focuses on issues related to safety o All problems are corrected in a timely manner when identified to the appropriate authorities for action. o All requests for service involving security related issues are treated as priority. o Campus Safety regularly monitors campus lighting and repairs are affected in a timely manner What are the university procedures for campus notification during an emergency? Currently an alert for any significant emergency or dangerous situation will be sent via the campus Wireless Emergency Network System (WENS). The alert (FMU Alert) will be sent with specific instructions to seek safe shelter or remain in place. The Campus Safety Department and the responding police agency will verify the incident prior to the alert being sent. Updates on the incident will be sent based on the information provided by the police agency on scene. The alert will be sent out to the FMU Community by the Public Relations Coordinator (or VP, Institutional Advancement), or by the VP, Administration. How is the information disseminated to the larger community? The Vice President for Institutional Advancement, in conjunction with the office of Public Relations, is responsible for all press releases to the media. What is our missing person s procedures? The following procedures will be listed in the Student Handbook and in instructions to Resident Students as well as in the Resident Assistant Manual and will be provided at check in. When completing the resident student application and/or upon checking in to an assigned space, the student will have the option to identify an individual to be contacted no later than 24 hours after the time the student is determined to be missing. This person will be the emergency contact designated. If a student is under the age of 18 and is not emancipated; the Department of Residential Life is required to notify the emergency contact designee no later than 24hrs following the determination that the student is missing. This contact will be the emergency contact listed o the emergency contact form all students fill out during the 5

6 check in process. It is the responsibility of all students to ensure that the Department of Residential Life has the most up to date emergency contact information. Residential Life will make every effort to ensure that these records are accurate and up to date. If the student is thought to be missing, FMU Department of Residential Life will make the determination of whether the student has been missing and for how long. Should the student be determined to be missing for 24 hours or more, the Residential Life Staff will contact the Campus Safety Department and the designated emergency contact. In addition, the Director of Residential Life and the Vice President for Student Affairs/Dean of Students will be contacted. IMPORTANT DEFINITIONS: FIRE SAFETY REPORT Fire: Any instance of open flame or other burning in a place not intended to contain the burning or in an uncontrolled manner. Cause of Fire: The factor or factors that give rise to a fire. The causal factor may be, but is not limited to, the result of an intentional or unintentional action, mechanical failure, or act of nature. Fire Drill: A supervised practice of a mandatory evacuation of a building for a fire. Fire Related Injury: Any instance in which a person is injured as a result of a fire, including an injury sustained from a natural or accidental cause while involved in fire control, attempting rescue, or escaping from the dangers of the fire. The term person may include students, faculty, staff, visitors, firefighters, or any other individuals. Fire Related Death: Any instance in which a person: 1. Is killed as a result of a fire, including death resulting from a natural or accidental cause while involved in fire control, attempting rescue, or escaping from the dangers of a fire. 2. Dies within one year of injuries sustained as a result of the fire. Fire Safety System: Any mechanism or system related to the detection of a fire, the warning resulting from a fire, or the control of a fire. This system includes sprinkler systems or other fire extinguishing systems, fire detection devices, stand alone smoke 6

7 alarms, devices that alert one to the presence of a fire, such alarms, bells, or strobe lights; smoke control and reduction mechanisms; and fire doors and walls that reduce the spread of fire. Value of Property Damage: The estimated value of the loss of the structure and contents, in terms of the cost of replacement in like kind and quantity. This estimate should include contents damaged by fire, and related damages caused by smoke, water and overhaul; however, it does not include indirect loss, such as business interruption. RESIDENCE HALLS FIRE PREVENTION INFORMATION Smoke Detectors and Sprinkler Systems All residence halls have smoke detectors and sprinkler systems installed and a Fire Alarm Control Panel. There are smoke detectors in each student room, as well as in common areas. These are connected to the central alarm system, which in turn is connected to the fire alarm system monitoring company. Fire Safety Equipment All floors in each building are equipped with fire extinguishers. Fire alarm pull stations are located on each corridor of the dormitories. Tampering with fire safety equipment or setting off a false alarm is against the law. It also will cause the system to be ineffective and endanger the lives of other residents. Any person, who sets off a false alarm, interferes with the operation on the alarm system, damages or removes any part of the alarm system, fire extinguishers, smoke detectors, or exit signs are subject to severe disciplinary action, including dismissal from the residence hall, possible suspension from the University, and/or criminal prosecution. If a smoke detector is detached from the wall for any reason, it is the responsibility of the resident to report it immediately. If not reported, all residents will be held responsible for tampering with fire safety equipment and will be disciplined and/or fined. Fire Drills/Safety Education To comply with state and local fire regulations and for fire safety education, unannounced fire drills are conducted twice a year (each semester). All persons inside the residence hall during emergency drills are required to evacuate the building. Failure to evacuate the residence hall for any reason, including sleeping through an alarm, may result in disciplinary action. Fire Evacuation Procedures In the event of a fire, all residence hall buildings will be evacuated to protect the health and safety of the residents, guests and visitors. When an alarm is sounded you must assume there is an emergency and you must follow these steps: (1) REMAIN CALM (2) EVACUATE BY THE NEAREST SAFETY EXIT STAIRWAY (3) DO NOT USE ELEVATORS Elevators will either automatically return to the first floor or Campus will return them to the first floor. (4) In the Living & Learning Residence Hall, Buildings 1, 2, 3 and 4, disabled residents living on the first floor should exit through the main entrance. Second and third floor disabled residents using, wheelchairs proceed to the elevator lobby where emergency personnel will 7

8 take them by elevator to the first floor for evacuation from the building. If unable to reach the elevator lobby, these persons should evacuate via the nearest stairway. Emergency personnel or Student Housing and Residential Life staff will be there to help. (5) After departing the hall, proceed directly to the designated assembly point away from the building. Do not leave the assembly area until told do so by a responsible official. Suitable emergency shelter will be provided as soon as possible. (6) Return to the dormitory ONLY when told by Fire Department Officials, Campus Safety, or a Student Housing and Residential Life staff member. Fire Safety Regulations It is essential that residents observe and follow all fire safety regulations. Electrical appliances with exposed heating elements are prohibited. All appliances must be UL approved. No open flames (candles, incense, kerosene lamps, etc.) or any incendiary devices are permitted in the residence halls, rooms/suites/apartments. Smoking is not permitted in the residence halls, including balconies, vestibules, etc. Extension Cords For the protection of the University housing community, the department of Housing and Residential Life has established some extension cord guidelines. Residents are permitted to use extension cords ONLY with the following restrictions: UL approved 3 pronged extension cords that are 14 gauge or heavier.
