2 Pledge of Allegiance Approval of minutes: Motion to accept minutes as written by Cousin second by Mandarino passed Treasurers Report: (Ken Burgman) a) Operating $?????? Taking Care of Our Own: $????? Paid 3 scholarships to DSC $ Paid $ for Craig Morrisey Golf The bank accounts for the association were hacked and $ was stolen from our accounts. Ken Burgman met with representatives of Wells Fargo bank and started the process to report the crime. After the meeting Ken Burgman, Bob Staples and Steve Cousins went to Wells Fargo and opened new accounts. The fraud division of Wells Fargo will contact Ken Burgman within 10 working days about the return of our money. A full report will be given at next meeting. Motion to accept report by second by passed Guest Speakers: None COMMITTEE REPORTS: EMS Council: Newell All agencies should be receiving their trauma transport letters from Mark Wolcott this week. There will be a Protocol 700 series update meeting on February 10 th, unsure of location contact David Newell. Dr. Springer is looking into suspending the use of EMD until issues with dispatch times can be addressed. Agencies need to contact Dr. Springer s office to set up ride times for the Medical Director. On February 17 th Dr. Springer will conduct an in-service on the Top Ten EMS Issues. A discussion was held about having the in-services done in different zones for a face to face in-service. Consciences of the group were that this is a good idea, locations and dates to be determined. Fire Prevention Association: Weir The 2010 Florida Fire Prevention Code is out, the codes were cleaned up to allow for easier and better use. Fire Rescue East provided updates on the Life Safety code 101, the class was very informative.

3 Operations/Training Committee: Smith There were 15 representatives at the last meeting; this shows good support for the committee. Committee is working on removing the fluff from the MOGs to make them easier to read and follow. Jeff reported that using a roundtable approach did not work and that the committee will use power point to help cover topics. Terry Griffiths gave a brief run down on the high-rise training, 130 engines and 390 firefighters participated. Good feedback from all participants, if more buildings become available Terry will let us know. The next committee is March 14 th, 1000am at station 7. Wild land Committee: Nothing to report Recognition/Appreciation/Awards Committee Motion made by Scales and seconded by Cousins to give FFCA $ toward the FRE ALS/BLS competition. Motion passed based on the return of our missing funds. David King with Ormond Beach was named the Paramedic of the Year by the FFCA. Gil Aspenwall also with Ormond Beach was named the Fire Service Instructor of the Year by the FFCA, congratulations to both David and Gil. Kathy Weaver is retiring from VCFS this month, thank you Kathy for all of your help and support to this association. We all wish you well in your future endeavors whatever they may be. VCOG: Scales Nothing new to report County Resource Coordinator: Scales Nothing new to report VCSO Communications: Almodovar Captain Almodovar asked that everyone continue to send any questions or concerns to VCSOC. They are addressing and issues and can only improve the service if they are made aware of any concerns. Glen Lopez spoke about the Sugar mill incident and how their PBX phone system only shows a single address from certain phones and that this makes it difficult to get the right address. The radio field (LIDs) on the MDC sign in screen is now operating and can be used by all crews when signing in each day. By entering the LID dispatch would be able to do a quick search when an emergency button is activated and tell command what personnel pushed the button. Chief Staples stated that Deltona is having issues with their emergency buttons. Chief Cousins asked about county EMS moving over to the fire channels, Glen stated they are waiting on Tiburon to update the system to hold more stations and locations. This is needed to bring EMS over and work on the fire system, no date on when this might happen. When this occurs all notes and dispatch times will be available for all to view. Partners

4 EMS Absent DSC Mercer Louie thanked the organization for their continued scholarships for the students. DSC will start a new minimum standards class with 30 students, new EMT classes with 70 students, new Paramedic class with 27 and 2 new LEO classes with 30 each. Division of Forestry Absent Emergency Management Craig The county will hold their annual Tornado Drill in conjunction with the State on February 1, Charlie thanked all departments that were helping out by sending evaluators to the schools. The FEPA conference will be in Daytona Beach this year at the Hilton February 6 th -10 th. Ground breaking for the new county EOC/Dispatch center will be March 2 nd at The Daytona 500 and the NBA all-star game are on the same weekend this year (February 23-26). All region 5 resources are committee to Orlando with the all-star game, we can expect delays if we need resources from the state during this tie. The county is offering a SKY warning class on February 28 th at the EOC from Old Business: Chief Piland discussed the VCFCA mutual aid agreement and why VCFS has a different version than other departments. County legal department felt that an ending date needed to be on the agreement and that the map was not accurate. After much discussion Chief Piland will ask county legal if just an amendment can be done instead of new agreements going back to all city councils. Most departments feel it is not necessary to have a new agreement if all but one agency has a signed agreement. If a new version needs to be brought forward then we need to review the entire agreement and clean up anything that any city has an issue with. New Business Chief Bland discussed an issue with Firehouse software not capturing the staging times and therefore times are in accurate. Discussion to make staging times on scene times, this will be done by central fire dispatch. Chief Bland also asked if any other department was having issues with stand-bys for assault calls. No one seemed to have an issue similar to Daytona Beach. Chie Bland discussed that loss of the P-1 function on the radios when the second touch was done by CII, there is a possibility that CII will correct this issue, departments need to call Todd at CII. Chief Staples asked about the fire chiefs meeting with union leadership on fire based transport. Chief McCallister stated that city leaders make the decision on if departments will transport and there is no need to meet with union leadership. Group felt there is no need to meet.
