1 2017 ANNUAL REPORT MAUMEE FIRE DIVISION
2 The year 2017 was once again a year of progress for the Maumee Fire Division. There were several major organizational and operational accomplishments, including a reorganization of staff. We had several retirements, promotions, and new hires. We also laid to rest several of our dear retirees, including Chief Ken Pauken, Chief Dan Jankowski, and Lt. Ron Dennis. Although our Fire and EMS calls for service increased from last year, our community outreach and risk reduction efforts exceeded expectations as we saw no major fire loss. This trend of increased calls will only continue as our city continues to grow and prosper. More population, more businesses, more traffic all equate to a greater demand for emergency response. Our biggest challenge is maintaining our high standard in answering any call, day or night. Delivering fast, and effective, quality service to any emergency is our mission. A mission we accomplish through countless hours of training, education, and hard work. We continue to be fortunate to have dedicated and superior personnel who continually answer the call. Our training, equipment, and facilities continue to be state of the art. Above all, we thank our citizens, business community, city officials, and city employees for supporting the MFD as we continue to answer the call. 3 Organizational: Consolidated command staff from (3) Deputy Chiefs to (2) Deputy Chiefs Hired (2) additional full-time paramedics Hired (4) additional part-time firefighters Implemented a 48 hour weekend Station Staffing with (2) part-time personnel working 12-hour shifts Promoted Laura Banas to Administrative Assistant Promoted (2) Lieutenants to Captains: Todd Preston and Rick Ottensman Promoted (3) Firefighters to Lieutenants: Sean Mouch, Matt Ohlers, and Ross Echler Community Relations: Served our 6 TH Annual Pancake Breakfast with Santa, sponsored by IAFF Local Over 800 people attended this year s event! Partnered with the Maumee Police Division for 2 nd annual Shop With A Hero, sponsored by Meijer. Installed 136 smoke detectors in 32 single family homes and mobile homes in the city through a FEMA grant in collaboration with The American Red Cross NW Ohio Chapter. Provided over 40 educational classes, tours, and public relations events, educating 1,422 children and 614 adults. Attended the Shops at Fallen Timbers 1 st Annual Truck or Treat. Continued Courtesy Visits with Safety Director and Police Chief at Maumee Businesses. Continue to work with Police Division on the very successful Senior Outreach Program. Attended Maumee High School Career Day Held 1 st Annual Maumee Firefighting Association NOW FAMOUS Chicken BBQ Participated in Fire Ops 101 at Owens CEP for our public officials and media Operational: Successfully implemented new weekend station staffing. Station has supplemental staffing of (2) part-time personnel from Fridays at 8pm to Sundays 8pm. Rescue Task Force (RTF) Began training with Maumee Police Division and purchased equipment to better prepared for violent incident response. Implemented ESO Computer-Based Reporting System. This is our new state of the art electronic reporting system for improved quality assurance. Worked with Finance Dept. to reduce costs, including old phone line maintenance. (7) firefighters attended BGSU State Fire School 3,443 hrs. of training (avg. of 72 hrs. per FF) 2

5 Fire Ops 101 Sept. 8, 2017 was a great day as local area departments collaborated to hold a unique training day for public officials. Our very own council members, city administration, and local media had a great day with our MFD family to train like we play! 4

YEAR TOTALS AVG Because the MFD staffs fire apparatus with paid-on-call (part-time) and off-duty personnel, keeping count is very important. Specific calls requiring all MFD personnel to respond is known as a General Alarm these include structure fires, extrications, gas leaks, river rescues, station standbys, etc. This table shows the amount of personnel responding to each General Alarm throughout the year. Tracking these attendance numbers are very important as we look at availability patterns of personnel. 7

12 Each year we have seen an increase in a demand from, and a demand to, our neighbors as we seek to effectively and efficiently respond to calls for service. Structure fires require more personnel for multiple tasks. Accidents may have multiple patients. River rescues require a variety of resources. And low availability, lack of manpower, and/or multiple calls all require neighboring communities to work and respond together. The MFD prides itself in working with all our neighboring communities in responding to, and even training with, our fellow first responders to keep all personnel and citizens safe. 15 Code Enforcement Accomplishments and Statistics The Fire Prevention Bureau is responsible for the enforcement of the Ohio Fire Code and the City of Maumee Fire Prevention Code. The FPB continually develops and maintains positive working relationships with all businesses in the city to ensure fire safe conditions. Some of the 2017 highlights were: Worked with Building Department to update permit renewals, ensuring consistent revenue. Continued fire safety inspector continuing education classes. Added 36 new inspections, most through final occupancy inspections with the Building Department. Perform inspections in conjunction with the State Fire Marshal s office. Performed inspections for special events, such as the Lucas Co. Fair, Maumee Food Trucks, Taste of Maumee, Rib-Off and the Fireworks displays for the Maumee-Perrysburg and Fallen Timbers Mall shows. Assisted on over 50 EMS runs. Performed 110 plan reviews. Continued partnership with MPD on the Senior Outreach Program installing smoke and CO detectors and performing Fire Safety Inspections. Worked with the School Safety Committee to re-evaluate the Tornado drill procedure for each school building in the district. Assisted with our 17 Hotels in the city to maintain their Fire Safety/ Emergency Evacuation Plan. Presented a Business Fire Safety Symposium at the Safety Council of NW Ohio annual luncheon. 14

17 The Fire Prevention Bureau consistently performs public education for all age groups throughout each year. This can include everything from fire station tours to fire safety talks to fire extinguisher classes. Each time FPB staff perform a fire inspection, business owners/occupants are educated on the importance of fire safety. Some of the 2017 highlights were: Provided 40 educational classes/public relations events, educating 1422 children and over 614 adults. Guest speaker presenting Home Fire Safety to the Compass Club of NW Ohio. Guest speaker presenting Home Fire Safety to the Maumee Senior Center. Collaborated with The American Red Cross who received a FEMA grant for Home Fire Safety. These funds were used to install 136 free smoke detectors in 32 homes throughout the city. Presented 12 tours of Fire Station #1, educating over 100 children and 50 adults. Educated almost every child at Fairfield, Ft. Miami Elementary, and St. Joe s Elementary Schools with fire safety programs. Includes use of the Safe Kids Fire Safety House. Presented educational classes at Safety City. Presented a Business Fire Safety Symposium for the Safety Council of NW Ohio. Conducted Basic First Aid/Emergency Management classes for local Boy/Girl Scout Troops. Presented Home Fire Safety Information at the St. Luke s annual Community Health Fair, the Maumee Senior Center annual Health Fair, and the Maumee Chamber/MUBA Business Expo. Continued support of the Aluminum Cans for Burned Children for the St. Vincent s Hospital Burn Unit, allowing us to obtain free coloring books for distribution. PUB ED STATISTICS Fire Safety Educational Classes Instructed = 51 Fire Station Tours = 12 Total # of Adults instructed = 614 Total # of Children instructed = 1422 FIRE SAFETY RESOURCES DONATION PROGRAM The FPB is able to donate life safety resources without any cost to the City of Maumee through donations obtained by the Maumee Firefighting Association, Maumee Paramedics IAFF 4536, Safe Kids Greater Toledo and the American Red Cross. This includes smoke detectors, carbon monoxide detectors, and fire extinguishers. By proactively seeking out families and people in need, we are able to provide these resources and save lives. 16
18 Continue collaborative efforts for grant monies. Work with Maumee High School staff to provide more training and career guidance to high school students. Order a new ambulance to replace our 2005 ambulance (Medic 94). Continue to sell replaced vehicles and surplus equipment. Continue to evaluate recruitment and retention programs to maintain staffing levels for volunteer personnel. Continue progress on development of a Fire Division Strategic Plan. Continue Rescue Task Force training with Maumee Police. Continue improvements to Fire Station #2. Encourage schools to take advantage of fire safety classes for all grades. Maintain and enhance public fire safety education throughout schools, businesses, and media relations. Continue fire safety education to senior citizens in partnership with the Maumee Senior Center. Expand social media presence, specifically Twitter and Instagram 17
