The consultant company is Fire Safety Consultants, Inc. (FSCI) located in Elgin, Illinois. FSCI currently provides plan review services for more than 185 municipalities located throughout the United States. FSCI 2420 Alft Lane Elgin, IL The plans review process will provide a detailed review of plans in a timely manner. Bozeman Fire will continue to review FSCI approved plans (No Additional Fee), perform inspections and acceptance testing on all fire suppression systems. The 2012 International Fire Code (IFC) provides the fire department with the authority to utilize a consultant to provide technical assistance in plans review. The following section of the fire code addresses this issue: Technical Assistance. To determine the acceptability of technologies, processes, products, facilities, materials and uses attending the design, operation or use of a building or premises subject to inspection by the fire code official, the fire code official is authorized to require the owner or agent to provide, without charge to the jurisdiction, a technical opinion and report. The opinion and report shall be prepared by a qualified engineer, specialist, laboratory or fire safety specialty organization acceptable to the fire code official and shall analyze the fire safety properties of the design, operation or use of the building or premises and the facilities and appurtenances situated thereon, to recommend necessary changes. The fire code official is authorized to require design submittals to be prepared by, and bear the stamp of, a registered design professional. The plan submittal process requires a minimum of three sets submitted along with appropriate review fee directly to FSCI. They will review the plans and return two sets directly to the Bozeman Fire Department. A technical review letter will be mailed with the plans and also distributed to you via . The fire department will continue to have the final decision concerning approval or denial of the plans. Once the fire department has received the plans and reviewed the comments provided by FSCI, the plans will be stamped accordingly. If the plans are approved the submitter will be notified to apply for an appropriate City of Bozeman permit (I.E. Fire Alarm, Fire Sprinkler, Hood Suppression System or Clean Agent System). Upon payment for the permit the submitter will be returned one set of approved plans and a City of Bozeman permit. NO WORK SHALL BE DONE PRIOR TO PLAN APPROVAL AND PERMITTING, unless granted an exception by the Bozeman Fire Department. FSCI will not start the review until they have received the proper payment. You are encouraged to contact FSCI prior to submitting to ensure that the correct review fee has been calculated. I have included a copy of FSCI's Plan Review Fee Schedule for 2017, Fire Alarm and Fire Sprinkler Submittal Requirement sheets, FSCI/Bozeman Fire Plan Review Transmittal sheet, Bozeman Fire Suppression System Permit Application and current City of Bozeman Permit Fee Schedule. In summary, the process will work as follows: I. Fire Suppression System contractor/designer submits three sets of plans with the review fee and the FSCI/Bozeman Fire transmittal sheet to FSCI. 2. FSCI reviews the plans and returns them to the Bozeman Fire Department (BFD) with a technical review letter. 3. The BFD reviews the plans and technical letter then stamps the plans accordingly. a. If approved, submitter notified of approval and need of COB permit. Upon permit being issued, one set of approved plans and review letter will be returned to submitter. NO WORK SHALL BE DONE PRIOR TO PLAN APPROVAL AND PERMITTING, unless granted an exception by the Bozeman Fire Department. b. If denied, one set of plans and the review letter will be returned to the contractor/designer with instructions to re-submit directly to FSCI. Plans are also required when significant remodeling occurs including changes to the building layout affecting system coverage. The fire code official has the authority to require plan review for all system modifications. To perform a thorough fire alarm system plan review, a minimum of (3) THREE copies of the following specifications, drawings, and details shall be submitted: Details and plans shall be drawn to scale with sufficient clarity, details and dimensions to show the nature and extent of the work proposed including a point of compass, project name and project address. A floor plan that indicates the use of all rooms as well as the occupancy classification(s) for the building. Details of ceiling height and configuration type. Design details in accordance with the appropriate reference standard (i.e. NFPA 72) as referenced by the adopted fire and building codes and as amended by the City of Bozeman. Location of alarm-initiating devices and device legend. Locations of alarm notification devices, including candela ratings for visible alarm notification devices. Location of fire alarm control unit, transponders and notification power supplies. Annunciators. Primary power connection for control units and notification power supplies. Battery and voltage drop (lump sum/end of line method) calculations. Battery calculations should include a 20% safety margin. Conductor type and sizes. Manufacturers data sheets indicating model numbers and listing information for equipment, devices and materials with the appropriate item(s) highlighted. All materials used should be verified that they are installed in accordance with their listing. The interface of fire safety control functions. (Sequence of Operations Matrix) Classification of the supervising station. The system designer including their qualifications or certification shall be identified on the plans. Each building in a multi-building development shall be a completely separate submittal. Description and locations of all rooms and uses within the building. Occupancy and commodity classifications and storage arrangements. Design details in accordance with the appropriate reference standard (i.e. NFPA 13, 13D, 13R) as referenced by the adopted fire and building codes and as amended by the City of Bozeman. Design calculations, sprinkler summary sheet, and water supply graphs indicating the discharge requirements of each system, and evaluation of the arrangement and source of the water supply. A minimum safety factor of 10% but not less than 5 psi shall be provided in any automatic sprinkler system hydraulic calculation. Site plan drawn to scale showing underground main and feeder details, location of tap into main, and location of flow test hydrants. Complete results of a current flow test (dated within 12 months) indicating the location and date of the test. Tests shall be conducted by the City of Bozeman Water Department for city owned fire hydrants. Test shall be conducted by a properly trained person for privately owned fire hydrants. The names of the personnel involved in conducting tests on private systems shall be provided. Working shop drawings indicating all pipe sizes and the spacing between branch lines and sprinklers on the branch line. All hydraulic calculation reference points or nodes shall be shown and labeled. Materials and equipment specifications and catalog cut sheets, with the appropriate item(s) highlighted. All materials used should be verified that they are installed in accordance with their listing. A backflow preventer assembly is required in accordance with the adopted plumbing code. The system designer including their qualifications or certification shall be identified on the plans. Fire Department Connection is to be 2 ½ with locking Knox cap. Forms available from Bozeman Fire.
