3 A message from your DVP Affordable world class training Several years ago I remember seeing a cutting edge presentation on a CEMS shelter. This powerful software tool was on a CD. The CD opened to a photograph of the CEMS shelter with each equipment inside the shelter clearly identified in the photograph. When you clicked on the photograph of the analyzer inside the shelter, you got the details about the analyzer model number, serial number, manufacturer etc. A link led you to the instruction manuals and spare parts list for the analyzer. Another link took you to the troubleshooting tips about the analyzer. I knew this tool was ahead of its time. Well today, this tool has emerged into fully capable e-learning interactive software. Today, more and more companies are relying upon e-learning tools to train their employees and their clients. Many companies have even taken it further and used e-learning to convey the message on company vision, HR issues or even safety issues. Just recently, I took one of the e- learning classes offered by my employer which covered in great detail a new product that company is introducing. This web based interactive training session covered the technology behind the product, the performance specifications, installation details and trouble shooting tools. With live video clips it was very intuitive to get a feel for the device. In order to access e-learning, only thing I needed was a broadband web access. The quizzes at the end of each training module tested the effectiveness of my grasp of the material. If I answered a question incorrectly, it would ask me to review that specific portion prior to continuing. My employer effectively eliminated the travel cost for the trainer and the trainee. By capturing it electronically, this training tool will be used for a long time to come. In the end, I think this training tool was a great introduction and training for a technical product. Well, ISA has taken this a step further. With a low cost live video conference based interactive training with the instructor we have added the human interaction that my e-learning experience lacked. The training is scheduled at a preset time and if you can t make it then the whole training seminar gets archived and the cost drops. Currently, ISA offers many web based archived training modules including CFR Part 11 Industrial Ethernet Safety Instrument system Bus Protocol Additional 20+ web seminars Most archived sessions are available at the cost of $195 for unlimited number of people. I think this is a great tool for a company wide presentation to sharpen the skills of the employees. Take advantage. 4 Las Vegas Section Las Vegas table-top show report by Mike Bridenburg and Tim Ploeger, Bechtel Nevada This year the Las Vegas Section Table Top was held at the University of Nevada Las Vegas Howard R Hughes Engineering College. The University generously allowed us to use the Engineering Facility s beautiful Great Hall. The Hall is three stories tall but only two levels, open air with glass floor to ceiling on three sides and an open suspended walkway overlook. Its graced by a replica of one of the Hughes Aircraft racing planes hung about 15 foot overhead in the center of the room. The Hall is situated such that it becomes a regularly visited site by visitors, students and faculty. The Engineering program at UNLV includes Mechanical, Electrical, Civil and Computer engineering disciplines so the ISA was right at home. The College is expanding and we re hoping that our steady growth will match up with their construction of new facilities. The Engineering College folks have offered the ISA a tour and we plan to take them up on it in August. The strong supporters of ISA were present, including Consumer Pipe and Supply, SC Controls, PLC Plus and Vic Meyers to name a few. We had new blood join the ranks, such as NetMotion. We are growing stronger and this year s venue was well received by grizzled veterans and new vendors alike. Tim was more handsome then ever and was loved by all!!! Check their website for more information - Safety news OSHA rewriting rules on power generation projects Washington, DC, June 17 According to the Milwaukee Daily Reporter, the Occupational Safety and Health Administration is rewriting its outdated rules guarding workers on electrical power generation projects. The OSHA standards regulating construction of power transmission lines and generation facilities were adopted in According to the U.S. Federal Register, the administration estimated its proposed changes would cost contractors nationwide $33.9 million in additional safety costs a year. OSHA estimates that, if contractors complied 100 percent with the proposed standards, it could prevent 79 percent of injuries and fatalities, compared to 52.9 percent under the current rules, according to the newspaper. It is hoping the new standards could prevent 116 injuries, out of 444, and 19 deaths, out of 74, each year among impacted employees, the Daily reports. The most costly proposal would require contractors to ensure workers wear equipment that protects them from electrical injuries, according to the newspaper. The current rule only requires contractors ensure employees don t wear flammable clothing that would make an electrical accident worse, according to the newspaper. Another revision with an estimated cost of $7.8 million would require utility owners to share more information with their contractors and take a greater role in policing the work site, according to the newspaper. It requires owners to inform its contractors about site hazards it is aware of that the builder may not know about, the Daily reports. It also requires owners to inform its contractors about any OSHA violations it observes on site, according to the newspaper. In the Federal Register, the agency specifically requested comments on whether contracts should be required to contain OSHA compliance requirements, according to the Reporter. The agency will accept written public comments until October, and it scheduled a public hearing in Washington, D.C., on Dec 6 to discuss the proposed changes, according to the newspaper. There is no schedule for the effort, and some standard rewrites can go on for years, the Daily reports. Source: Milwaukee Daily Reporter, June 17, July 2005 ISA Newsletters, Southern District 11 5

6 Federal government news Panel approves $915 million for Nevada projects Las Vegas, June 17 According to the Associated Press, the Senate Appropriations Committee has approved giving the Yucca Mountain project $577 million this year, the same amount of money to work as last year. Of this, $3.5 million would go to the state, $8.5 million to counties and an extra $500,000 to Nye County, home to the Yucca site, according to AP. The bill will now proceed to the full Senate, and, if passed, differences between it and the House version will be negotiated. In contrast with a proposal already passed by the House, the Senate bill would include no money for a temporary storage site for nuclear waste building up at reactors around the country up due to delays at the Yucca Mountain repository, AP reported. The $31 billion bill contains at least 89 line items totaling $338 million for Nevada, including $20 million for Security Force and Special Response Team upgrades at the Device Assembly Facility at the Nevada Test Site, AP reported. The committee also approved funding $67.3 million for Army Corps of Engineer projects in Nevada; $48.4 million for U.S. Bureau of Reclamation projects in the state; and at least $17 million for projects with the University of Nevada, Las Vegas, according to AP. 6 ISA Newsletters, Southern District 11 July 2005

13 Application Note Stability in process pressure measurement By Melanie Noble, Sr. Sales Engineer, PRIME Measurement Products, LLC Pressure transmitters are widely used in the areas of industrial chemicals, plastics, paints, beverages, pharmaceutical, oil & gas, steel, and power among others. As the cost of microprocessors has steadily decreased, they have come to be regarded as commodity items. However, it is important to remember that not all types of pressure transmitters perform alike. Stability over the long term, as well as accuracy, is crucial to maintaining tight, reliable process control. The best stability in the industry today is achieved through direct digital processing and the use of dual silicon-based capacitors: a sense capacitor (Cs) whose value changes in response to an applied process pressure, and a reference capacitor (Cr) whose value is independent of the process pressure and compensates for changes in temperature and static pressure. These capacitors are typically wire-bonded to combined layers of glass and silicon to form a capacitive sensor element whose monolithic structure is extremely stable and has no measurable hysterisis. A custom ASIC mounted on the head of the capacitive sensor element contains oscillator, amplifier and buffer circuitry. These elements make up the electronics module, which is located in the transmitter enclosure, separated by a dividing wall from the terminal board which contains surge and noise filter circuitry. When process pressure is applied to the capacitive pressure sensor, it changes the value of the sensor s Cs capacitor, generating a sense frequency (Fs) by the electronics module directly proportional to the applied pressure. The electronics module inputs the reference capacitance (Cr) and then sums the capacitance of both (Cs+r) to generate additional frequencies Fr and Fs+r. Each of these three frequencies is gated to the EMO ASIC by digital commands from the electronics module. Counters in the ASIC count the time and number of cycles for each frequency. The ASIC stores them and the microcontroller shifts the data into its serial port. The micro-controller uses a specially developed algorithm that cancels the effects of parasitic capacitance and calculates the true ratio Cr/Cs. When the ratio is equal to one (1), the pressure difference between the two capacitors is known to be zero. A ratio less than one corresponds to a positive pressure difference; a ratio less than one, to a negative pressure difference. The ratio is then linearized and corrected for temperature. This accurate pressure signal is then sent back to the ASIC for D/A conversion by a 16-bit D/A converter and multiplexer, which sends serial clock and display information to a smart display board. There it is decoded and the pressure in engineering units is displayed. This combination of direct digital processing and dual capacitor sensing element design yields improved performance, stability & reliability.
