In the most simple terms: FIRE TAX pays for APPARATUS, VOLUNTEERS staff APPARATUS, and DONATIONS put fuel and equipment on APPARATUS and maintain PROPERTY. 2. Repair costs of Apparatus pumps and valves increase as apparatus ages over 10 YO 3. Need for equipment replacement 4. Rising fuel costs 5. Safety improvements NFPA updated standards 6. Maintenance and/or replacement of Property mechanical/electrical equipment with energy-efficient devices Perkasie Boro Funding Support: 1. 1 Mil Fire Tax which is currently dedicated to apparatus replacement only a. $90,418 Annual Payment 2. Workmen s Compensation Insurance (as required by State) a Actual = $21,232 b Budget = $23,593 c. East Rockhill Twp. reimburses for portion of Twp. covered by FD 3. At 2014 assessment rate 1 mil is worth $82,507 in real estate taxes
2 Page 2 September 23, According to tax collector there are 2,968 billable parcels (this includes residential and businesses). Tax collector cannot distinguish a residential parcel from a business parcel no exact way of separating the two. a. We do know that of the 2,968 parcels 363 are businesses from Electric Dept. records, and that 475 customers live in multiple unit housing complexes. Subtracting we get 3,080 residential units b. In another direction we know there are 3500 electric customers, including multiple unit housing residents. Subtracting 363 businesses we get 3,137 (close to 3,080 number above) c. Average between 3,137 and 3,080 = 3,108 d. 1 mil at $82,507 divided by 3,108 = $26.55 per residential unit 3. This equates to $27.80 per billable parcel ($26.55 per residential unit) Annual Fund Drive Appeal (Perkasie/East Rockhill/Hilltown) 4. Historical data from last 10 years: a. 3 Page 3 September 23, 2014 Department Facts: 1. All FD accounts have been audited annually by Styer & Associates, CPA for over the last 20 years at substantial cost to FD. Fiscal year is Oct 1 Sept Perkasie ISO (Insurance Services Organization) Rating: Class 4 (was Class 5 prior to re-evaluation after purchase of 2006 aerial apparatus). Highest rating an all-volunteer FD can achieve is Class 3 3. East Rockhill ISO Rating: Class 5 in hydrant areas, Class 9 in non-hydrant 4. Present membership consists of 72 members: a. 51 Firefighters b. 14 Fire Police Officers c. 7 Contributing Members (assist with non-emergency duties) 5. All Firefighters (non-probationary) are Nationally Accredited Firefighters. 1st FD in Bucks County to achieve status and 19 th all-volunteer FD in PA 6. PA Voluntary Rescue Service Recognition at Advanced Level (highest) for 5 years thru State Fire Commissioners and State Dept of Health offices 7. Participating agency of Southeastern PA 5-County Regional Fire Task Force 8. Several members are participants of Bucks County Technical Rescue Task Force 9. Conduct Fire Prevention Education in local elementary schools and day care facilities thru year 10. Provide a resource for community service for local juvenile offenders thru Magistrate Baum s office Perkasie Station 26: 1. Station built in 1970 (43 YO), leased from Perkasie Boro and Pennridge SD for $1 for 25 yrs. Bldg. maintenance is FD responsibility 2. Recent improvements: a. Re-point and waterproof brick exterior ($38k) b. Re-build and pave front apron ($28k) c. Re-pave entire side and rear parking lot ($18k) d. Added fire alarm system for all bldg. ($30k) e. Replaced deteriorating man-doors ($6k) f. Replaced various bldg. sections (apparatus, hall, kitchen, vestibule) of flat rubber roof g. Converted existing room into state of art training room with Barndt Memorial monies h. Masonry work and sealed concrete cap stones i. Constant repair of electric infra-red heaters j. Replaced overhead garage doors and openers 3. Funding sources a. Sales of Perkasie Community Ambulances ($32k) b. Bequeath from estate of Dorothy Snyder ($47k) c. Liquidation of acquired Hurst Equipment assets ($70k) Items Requiring Capital Funding 1. Replace emergency generator with unit capable of supporting staff operations during periods of power loss ($35k) 2. Electronic entry system for property access control and record control ($38k)
