National Electrical Manufacturers Association 3. Minutes Approval. The minutes of BLD-AAC / joint teleconference meeting of March 13, 2012 were approved as written and distributed. 4. Liaison Reports. Liaison reports were received. Fire Alarm and Signaling Project - Shane Clary reported. NFPA recently released. Major changes are related to cause/effect of fire alarm and actions post-initiation; mass notification; and an aggregation of documentation requirements into a new chapter. Committees are already meeting in pre-first Draft sessions that will lead to 2016 edition. Sprinkler Project - Bill Koffel reported. NFPA recently released. Changes of direct interest to NFPA 101 include an exemption from sprinklering elevator machine rooms, and an exemption from sprinklering clothes closets in hospital patient rooms. The issue of exempting sprinklers from apartment living unit bathrooms needs additional work. An appeal to the Standards Council was recently heard relative to proposed changes to NFPS 750 that would establish a water mist system as an equivalent to an automatic sprinkler system. 9 5. Assembly Occupancies Technical Committee Name Change. The committee noted that the Standards Council approved the name change of SAF/BLD-AXM to Technical Committee on Assembly Occupancies. 6. Request from Furnishings and Contents Technical Committee for Name and Scope Change. By unanimous vote, the committee agreed to request that the Standards Council approve the change in name and scope as follows: Technical Committee on Furnishings Interior Finish and Contents Committee Scope: This Committee shall have primary responsibility for documents on limiting the impact of interior finish, furnishings and building contents effect on protection of human life and property from fire and other circumstances capable of producing similar consequences, and on the emergency movement of people. It is understood that the committee acronym, SAF-FUR, will need to be changed to reflect the alphabetical naming convention that employs the first word of the technical committee name (i.e., Interior ). The preferred acronym is SAF-INT. The changes are recommended because the primary NFPA 101/5000 subject addressed by the committee is interior finish. The subjects of contents and furnishings are secondary to the primary subject. The current committee name and scope do not accurately capture this. 7. New Codes and Standards Revision Process. Robert Solomon explained features of the new system via a PowerPoint presentation. 8. Correlating Committee Review/Actions on First Draft Report as Prepared by the SAF Technical Committees. Correlating Notes and First Correlating Revisions were prepared. See the Correlating Committee First Draft ballot. 9. Other Business. Definitions. The committee agreed to have each defined term assigned to a specific technical committee so that committee would have responsibility for the maintenance and revision of such term. A task group is to be formed after the Second Draft meetings of the current revision cycle. The task group will report to the Correlating Committee (CC) its recommendations for the definitions assignments in time for the CC to review the recommendations at its first meeting of the 2018 revision cycle. Each Technical Committee chair is asked to identify a member to serve on the task group. Special Hazards Protection. The committee noted that the scope of the Technical Committee on Fire Protection Features (SAF-FIR) addresses construction compartmentation but that the committee has also been charged, traditionally, with addressing special hazards protection (NFPA 101 Section 8.7 that serves as the core chapter material to support each occupancy chapter s.3.2 subsection). The committee acted to ask SAF-FIR to develop recommended changes to its scope to include special hazards protection. The recommendation is to be reported to the Correlating Committee in time for its Second Draft meeting. 10 Hazardous Materials. Jeff Tubbs raised the issue of whether NFPA 101 should address hazardous materials (as done in NFPA 5000 Chapter 34). The committee noted that health hazards are not within the scope of NFPA 101. Conflicts exist among the NFPA codes. It was agreed to: o Add the subject of hazardous materials to the agenda for all NFPA 101 technical committee Second Draft meetings o Gather comments from each technical committee including whether it wants to participate in a task group on the subject of hazardous materials o Report results to the Correlating Committee at its Second Draft review meeting o Ask the Standards Council, after the Correlating Committee s Second Draft meeting, to establish a task group from the membership of the NFPA 1, 30, 101, 400 and 5000 committees to address conflicts and overlapping requirements related to hazardous materials Supplemental Operating Procedures (SOPs). The committee noted that the existing Supplemental Operating Procedures for the Committees on Safety to Life, last approved by the Standards Council in 2002, are outdated and inconsistent with the new process for the revision of codes. The committee agreed to establish a task group to identify items within the SOPs (including items balloted in 2008 but not processed through the Standards Council), of both NFPA 101 and NFPA 5000, for referral to the Standards Council for inclusion in the Regulations Governing the Development of NFPA Standards (the Regs). The task group is to be comprised of four members: NFPA 101 Correlating Committee chair, NFPA 5000 Correlating Committee chair, chair of one NFPA 101 occupancy technical committee, and chair of one NFPA 5000 occupancy technical committee. New Process Software Enhancements. Susan Ballester, of the NFPA information systems group, demonstrated features of the Terra system that the technical committees will use to create First Revisions and answer Public Input. 10. Next Meeting. The committee reconfirmed that it did not want to meet via conference call. Some spoke to the advantages of a hybrid meeting where a face-to-face session is held but members can connect remotely via voice/internet. The committee agreed to meet next in a one-day meeting during the week of November 4-8, Jake Pauls advised that he had a conflict during part of that week as he was scheduled to attend the November 4-6 APHA conference in Boston. 11. 25 Chapter 3 Definitions 3.1 General. The definitions contained in this chapter shall apply to the terms used in this Code. Where terms are not defined in this chapter or within another chapter, they shall be defined using their ordinarily accepted meanings within the context in which they are used. Equipment or materials to which has been attached a label, symbol, or other identifying mark of an organization that is acceptable to the authority having jurisdiction and concerned with product evaluation, that maintains periodic inspection of production of labeled equipment or materials, and by whose labeling the manufacturer indicates compliance with appropriate standards or performance in a specified manner * Listed. A calculation procedure that differs from the procedure originally employed by the design team but that provides predictions for the same variables of interest. (SAF-FUN) Ambulatory Health Care Occupancy. See Analysis Sensitivity Analysis. An analysis performed to determine the degree to which a predicted output will vary given a specified change in an input parameter, usually in relation to models. (SAF-FUN) Uncertainty Analysis. The floor area within the inside perimeter of the outside walls of the building under consideration with no deductions for hallways, stairs, closets, thickness of interior walls, columns, elevator and building services shafts, or other features, but excluding floor openings associated with atriums and communicating spaces. (SAF-MEA) Net Floor Area. The floor area within the inside perimeter of the outside walls, or the outside walls and fire walls of a building, or outside and/or inside walls that bound an occupancy or incidental use area requiring the occupant load to be calculated using net floor area under consideration with deductions for hallways, stairs, closets, thickness of interior walls, columns, or other features. (SAF-MEA) Gross Leasable Area. Fifty percent of major tenant areas, and 100 percent of all other floor areas designated for tenant occupancy and exclusive use, including storage areas. The area of tenant occupancy is measured from the centerlines of joint partitions to the outside of the tenant walls. (SAF-MER) * Hazardous Area. An area of a structure or building that poses a degree of hazard greater than that normal to the general occupancy of the building or structure. (SAF-FIR) Living Area. Any normally occupiable space in a residential occupancy, other than sleeping rooms or rooms that are intended for combination sleeping/living, bathrooms, toilet compartments, kitchens, closets, halls, storage or utility spaces, and similar areas. (SAF-RES) * Normally Unoccupied Building Service Equipment Support Area. A building service equipment support area in which people are not expected to be present on a regular basis. (SAF- MEA) Occupiable Area. An area of a facility occupied by people on a regular basis. (SAF-FUN) Rehabilitation Work Area. That portion of a building affected by any renovation, modification, or reconstruction work as initially intended by the owner, and indicated as such in the permit, but excluding other portions of the building where incidental work entailed by the intended work must be performed, and excluding portions of the building where work not initially intended by the owner is specifically required. (SAF-FUN) * Area of Refuge. An area that is either (1) a story in a building where the building is protected throughout by an approved, supervised automatic sprinkler system and has not less than two accessible rooms or spaces separated from each other by smoke-resisting partitions; or (2) a space located in a path of travel leading to a public way that is protected from the effects of fire, either by means of separation from other spaces in the same building or by virtue of location, thereby permitting a delay in egress travel from any level. A building housing any occupancy having low or ordinary hazard contents and having direct access to a mall building, but having all required means of egress independent of the mall. A building in which the sales area includes the storage of combustible materials on pallets, in solid piles, or in racks in excess of 12 ft (3660 mm) in storage height. (SAF-MER) * Existing Building. A building erected or officially authorized prior to the effective date of the adoption of this edition of the Code by the agency or jurisdiction. (SAF-FUN) * Mall Building. A single building enclosing a number of tenants and occupancies wherein two or more tenants have a main entrance into one or more malls. For the purpose of this Code, anchor buildings shall not be considered as a part of the mall building. (SAF-MER) * Special Amusement Building. A building that is temporary, permanent, or mobile and contains a device or system that conveys passengers or provides a walkway along, around, or over a course in any direction as a form of amusement arranged so that the egress path is not readily apparent due to visual or audio distractions or an intentionally confounded egress path, or is not readily available due to the mode of conveyance through the building or structure. (SAF-AXM) * Building Code. The building code enforced by the jurisdiction or agency enforcing this Code. (SAF-FUN) Bulk Merchandising Retail Building. See Business Occupancy. See Categories of Rehabilitation Work. The nature and extent of rehabilitation work undertaken in an existing building. (SAF-FUN) * Cellular or Foamed Plastic. A heterogeneous system comprised of not less than two phases, one of which is a continuous, polymeric, organic material, and the second of which is deliberately introduced for the purpose of distributing gas in voids throughout the material. (SAF-INT) Change of Occupancy Classification. The change in the occupancy classification of a structure or portion of a structure. (SAF-FUN) Change of Use. A change in the purpose or level of activity within a structure that involves a change in application of the requirements of the Code. (SAF-FUN) Combustible (Material). See Combustion. A chemical process of oxidation that occurs at a rate fast enough to produce heat and usually light in the form of either a glow or flame. (SAF-FUN) Common Atmosphere. See * Common Path of Travel. The portion of exit access that must be traversed before two separate and distinct paths of travel to two exits are available. Any small fireworks device designed primarily to produce visible effects by combustion that complies with the construction, chemical composition, and labeling regulations of the U.S. Consumer Product Safety Commission, as set forth in 16 CFR, Parts 1500 and Some small devices designed to produce audible effects are included, such as whistling devices, ground devices containing 0.8 gr (50 mg) or less of explosive composition (salute powder), and aerial devices containing 2 gr (130 mg) or less of explosive composition (salute powder) per explosive unit. A public seating area located in a mall that serves adjacent food preparation tenant spaces. (SAF-MER) * Critical Radiant Flux. The level of incident radiant heat energy in units of W/cm 2 on a floor-covering system at the most distant flameout point. [253, ] (SAF-INT) Data Conversion. The process of developing the input data set for the assessment method of choice. (SAF-FUN) Day-Care Home. See Day-Care Occupancy. See Deep-Fat Frying.
