2 Request for Information (RFI) Forestry & Woodland Fire Detection & Management Systems 1. Introduction 1.1 Keren Kayemeth LeIsrael - Jewish National Fund ( KKL-JNF ) is the responsible governmental nominated agency to manage and control the forestry in the State of Israel. 1.2 Large scale forest & woodland fire events over the last 10 years demonstrated the need and necessity to explore advanced and modern technologies to assist in forest fire early detection, management and dispatching of fire fighters (ground and airborne) and emergency agencies and prevent as much as possible potential damage to the precious environment not to mention potential loss of property and human lives. 1.3 KKL-JNF hereby requests information from potential providers regarding the following systems and technologies: (a) early detection and warning system (b) central Command-Control and Communication (C³) system for data acquisition, data fusion and event management, country wide and / or at high risk area's as may be required (c) technologies for integrating the above systems 1.4 KKL-JNF may, as a result of this RFI, approach one or more of the respondents to this RFI and/or any other party, in order to obtain additional information or to demonstrate their systems at location. 1.5 For the avoidance of any doubt it is clarified herein that this RFI shall not, under any circumstances, constitute any commitment on KKL-JNF s part to negotiate with any or all respondents, nor to enter into any agreement for provision of system or technologies, nor to conduct tender procedure. 2. KKL-JNF Background & Overview 2.1 KKL-JNF work in Israel is concentrated into six action areas that include water, forestry and environment, education, community development and security, tourism and recreation, and research and development. 2
3 2.2 KKL-JNF plants and maintains over 240 million saplings and manages more than 100 thousand acres of natural woodland. Israel is the only country that entered the 21st century with a net gain in its number of trees. KKL-JNF has helped build over 220 reservoirs and dams that together provide 40% of the water used in Israeli agriculture, and contribute 300 million cubic meters to Israel s water storage capacity. 2.3 KKL-JNF has redeemed over 700,000 acres (280,000 ha) of land for developing communities, and over 250,000 acres (100,000 ha) for farming in 1000 rural communities. KKL-JNF uses the latest soil conservation methods to create rich, fertile soil, perfect for producing the highest-quality crops. 2.4 KKL-JNF is responsible for over 375,000 acres (150,000 ha) of forests and woodlands in regard to combat desertification, improve carbon balance in the environment, mitigate climate change, create "Green Lungs" within and around communities, enhance biodiversity and improve quality of life. 2.5 KKL-JNF staffs are on guard 24 hours a day, preventing wildfires in forests and woodlands, using fire watchtowers and the latest firefighting equipment. 3. The Requested Information 3.1 The specific information for each system requested is detailed in the questionnaire attached as Appendix A. 3.2 The proposed systems shall comply with all applicable Israeli communication standards as defined and approved by the Ministry of Communication (MoC). 3.3 Databases and operating systems shall be non-proprietary COTS products (e.g. SQL, Oracle). 3.4 The proposed systems shall guarantee performance and functionality 24/7 (day, night, dawn, dusk), 365 days per year in all extreme weather conditions (e.g. solar radiation and UV, temperature, rain, humidity, sleet, snow, winds, vibration, seismic etc.). 3.5 Language of response English or Hebrew only. 3
4 3.6 KKL-JNF attaches importance to the RFI process, and would appreciate respondents that would do the same and that will provide full, comprehensive and updated information within the framework of their response. 4. Additional Information 4.1 Respondents may raise question and require clarifications relating to this RFI. 4.2 Question and clarifications shall be submitted to KKL-JNF in writing to address: or via fax no , not later than 8/8/ Respondents are requested to verify receipt of the submitted request in phone no , KKL-JNF shall have the full and sole discretion to respond or not to respond to the submitted request. 5. RFI Submissions 5.1 All submissions shall be provided not later than 1180/8101/. 5.2 KKL-JNF reserves the right to amend the submission date at its full and sole discretion. 5.3 Submissions shall be to the POC listed below via register / courier (e.g. FedEx, DHL etc.). 5.4 Submission shall be in the following format: a. 3 Printed copies in sealed envelope / delivery box. b. 1 CD with all RFI information. 5.5 For all matters pertain to this RFI and its coordination, the Point of Contact (PoC) is: Dr. David Brand, Chief Forester, KKL Telephone: , Fax: davidb@kkl.org.il 6. General 6.1 This RFI shall not be deemed as a request for proposals, offer or any contractual commitment of tendering. This RFI is merely for the purpose of obtaining any relevant information for consideration purpose only, and it does not create any obligation on KKL-JNF to commence, continue or complete any procedure. 4
5 6.2 The Respondent shall bear solely and fully all costs incurred in responding to the RFI and furnishing the requested information. 6.3 KKL-JNF shall be entitled to add, amend or change this RFI or any aspect thereof, as well as to date of the submission of the response. In addition, KKL-JNF reserves the right to cancel this RFI in its entirety and its sole discretion. 6.4 This RFI, its interpretation and any matter relating thereto shall be governed by the laws of the state of Israel. 6.5 Respondent may identify information considered by them to be confidential or of sensitive or secret nature. KKL-JNF will not publicly disclose information which was determined by it to be confidential, proprietary or of secret or sensitive nature, in accordance with the applicable law. 5
