3 EMERGENCY MANAGEMENT TEAM 1. Team Members a. Property Manager b. Lead Engineer c. Property Administrator d. Maintenance Staff 2. Duties: This team will assimilate all information available and make appropriate decisions concerning: a. Degree of evacuation required to properly protect tenants b. Personnel and equipment needed c. Oversee the deployment of Fire Brigade members in order to obtain maximum benefit from their efforts d. Implement emergency procedures pertaining to heating, air conditioning, ventilation and water flow systems as appropriate e. Coordinate with the Fire Department in an effort to end the emergency f. Implement emergency/crisis Communication Plan

4 III PROCEDURES WHAT TO DO IF YOU DISCOVER A FIRE OR SMOKE IN YOUR WORK AREA/BUILDING. PERSONNEL SHOULD INITIATE PROCEDURES. First report to Management Office at , or Security at Rescue: Remove any individuals who are in IMMEDIATE danger from the fire. This may involve someone unable to escape by himself or herself, such as handicapped, injured, etc. Verbally warn others In IMMEDIATE danger. This is not to be considered an evacuation. Stay calm. DO NOT USE ELEVATORS. 2. Confine: As you leave the area, close the door behind you. This will help to keep the fire and smoke from spreading to other areas of the building, especially exit ways. 3. Alert: Call the Management Office and give the following information: Your name, nature of the problem: fire or medical; floor number; suite number; telephone number you are calling from. If you are unable to contact the Management Office, call the Dallas Fire Department at 911 and give the same information as above and also the closest street intersection: Rambler Rd. and Walnut Hill. 4. Fight Evacuate: After the above steps have been completed, us the correct portable fire extinguisher only if the fire is still small. Do not attempt to fight a fire unless: a. You have contacted the management office and the fire department b. You have the appropriate type of extinguisher c. The fire is small d. You have access to an exit if you fail to put the fire out. A dry chemical fire extinguisher is located by each stairwell on all levels of the building. To operate: PULL the pin Aim the nozzle or hose at the base of the fire Squeeze the handle Sweep from side to side

5 Standpipe and fire hoses are for the Fire Department use only Do NOT: Shout fire Stay in the immediate area Use the elevator unless directed to do so by the Fire Department Wait in the Lobby IV. FIRE ALARM SYSTEM 7557 Rambler is equipped with a complex, state of the art, fire alarm system. The system is monitored 24 hours a day, seven days a week. Protective devices within the system, inclusive of smoke detectors and sprinklers, are located throughout the entire building. These devices are continuously monitored for the detection of fire, alarm or trouble conditions. See plans for location of stairwells and fire extinguishers. Activated fire alarms within the building are received by fire alarm system and relayed to the monitoring center. Dispatchers in the center immediately notify the Fire Department and the Building Officials of the condition. The building s fire alarm system also receives the computer-relayed message, immediately implementing the following procedures: 1. Alarms: a. Audible alarms are sounded on the fire floor, the floor above and the floor below, as well as both stairwells b. The audible alarm broadcasts a pulsating whop-type sound and a voice message with instructions to follow. c. The alarms are transmitted through the building s intercom system, which can be used for verbal announcements if needed. 2. Exits: a. All automatically controlled doors unlock for rapid exit. b. Fresh air intake fans located on the roof begin to supply each stairwell with 100% outside air to avoid suffocation. 3. Elevators: a. Elevators immediately respond to the first floor and cease operation, upon activation of an elevator lobby smoke detector. b. If the first or second floor happens to be the fire floor, the elevators will respond to the third floor. Fire Safety Procedures

6 V. EVACUATION c. During alarm conditions, all elevators cease general operation. Fire Department personnel have keys to access the lifts only if needed 4. Smoke Removal a. The system pressurizes the floor above and the floor below the fire floor. The supplied air to the fire floor is closed off and the smoke is removed via the return air dampers. 1. Partial or total evacuation will be ordered by the Emergency Management team. 2. Primary evacuation routes for each area will be the nearest stairwells. All occupants should be familiar with primary and secondary evacuation routes. DONOT USE THE ELEVATORS. 3. If the stairwell nearest your office or room is blocked by fire or smoke, go to the other stairwell and follow the above procedures. 4. If all of the stairwells are blocked by fire or smoke, return to your office and follow these procedures: a. Close the doors b. Call the Management Office and/or Fire Department and notify them of your location. c. Place towels, clothing, etc, around the door d. Cover heating and air conditioning vents with clothing or towels if possible. e. Place a wet towel or cloth over your mouth and nose. Stay low, below the smoke f. DO NOT BREAK OUT THE WINDOW UNLESS IT IS A LAST RESORT. Falling glass is dangerous to persons below and may allow smoke to enter your room.

7 5. Go outside of the building to the designated evacuation sites. 6. A Management Office employee will man the telephone unless their life is in danger or power is lost. 7. Never speculate with anyone as to the possible reasons for a fire or alarm. 8. All media must be referred to the Property Manager. Do not give statements or comments to the news media under any circumstances. 9. In case the Fire Department personnel on the scene order an evacuation, the central point of evacuation is noted in the site survey in this manual. 10. A Fire Department official will determine when re-entry to the building is safe and advise Management.

8 HANDICAPPED EVACUATION Two person buddies should be assigned to assist each handicapped person in the event of an emergency. It would be an excellent idea to do a practice run of emergency evacuation procedures if you have a handicapped person in your office. 1. Visually impaired. Ask the best way to assist them to the stairwell and immediately lead them to safety. It is important that the buddies remain with the handicapped person until the emergency is over. 2. Physically disabled/non/ambulatory persons: In most incidences, it will only be necessary to move the person into the stairwell for safety. If it becomes necessary to move them down the stair, various lifting and carrying techniques will be utilized and the Fire Department will assist with that procedure. Ask the person the best way to help them. Stay with the person until the emergency is over. Remember that the elevators may not be used. VI. FIRE BRIGADE All key building personnel will be organized into a trained Fire Brigade. It consists of all building management and maintenance personnel. The Fire Safety Plan must indicate these people and the method in which they are notified of a fir location. The Fire Brigade is responsible for carrying out the following tasks in the event of a fire: 1. Manager and/or Property Administrator will Notify the Dallas Fire Department 2. Engineer and/or Maintenance Staff will: a. Check the available fire pumps and assist the Fire Department with their operation. Although this may be an automatic function, someone should check it. b. Adjust the HVAC so that the smoke is not spread throughout the building. (System is off on fire floor, exhaust fans are on). Check operation even if system is automatic. c. Check emergency generators and provide assistance to the Fire Department. d. Meet the Fire Department, direct them to the public safety key box (Knox box) and direct them to the fire. e. Upon arrival of the Fire Department, all building personnel and occupants will follow the orders of the Fire Department. f. Summon all elevators to the ground floor. Direct firefighters to emergency elevator and assist them in its use. 3. Two Brigade Members, Engineer and Manager, will: a. Report to the fire location b. Report on the situation

9 c. Assist in the evacuation d. Extinguish the fire if possible. (Under no circumstances should this endanger responding personnel.) The Fire Brigade has received training in the operation and maintenance of the fire alarm systems, fire pumps, HVAC systems, emergency generator, emergency lighting, elevators, and fire extinguisher equipment. VII. FLOOR WARDENS The Fire Department has recommended that each Tenant appoint a Fire Warden. Full floor tenants should appoint two or Tenants of that floor and should be people who command the emergency situations and are familiar with the building s emergency exits. Duties: 1. Begin evacuation if ordered to do so or if conditions indicate the need to evacuate 2. Check each room in assigned are to be certain that all offices, restrooms and storage areas have been evacuated. 3. Assist handicapped persons with special needs 4. Direct all traffic to stairwells and do not allow anyone to use the elevators. 5. Close, but do not lock, doors in the fire area in order to confine the fire. 6. Stay calm and help prevent panic VII. FIRE SAFETY DIRECTOR 1. Building Manager will act as Fire Safety Director a. Familiarize himself/herself with the written Fire Safety Plan providing for fire drills and evacuation procedures in accordance with these rules. b. Select qualified building service employees for a Fire Brigade and organize, train and supervise such Fire Brigade. c. Maintain the availability and state of readiness of the Fire Brigade. d. Conduct fire and evacuation drills e. Designate a Fire Warden for each floor and Deputy Fire Wardens for each tenancy or where the floor area of the tenancy exceeds 7500 square feet f. Daily check the availability of the Fire Warden and Deputy Fire Wardens. g. Notify the operator of the building and the Fire Department when any designated Individual is neglecting his responsibility as described in the Fire Safety Plan.

10 h. In the event of a fire, report to the fire command station to supervise: a. The manning of the fire command station b. The direction of evacuation procedures as provided in the Fire Safety Plan c. The reports of fire floor conditions for the fire Department upon their arrival d. Aid to the Fire Department chief-in-charge in the operation of the fire command station e. Supplementary notification of the Fire Department of the fire or fire alarm 2. The tenants of each floor shall, upon request of the building operator, make responsible employees available for designation by the Fire Safety Director as Fire Wardens and Deputy Fire Wardens. 3. The fire Safety Director will ensure that engineering maintains all life safety systems in the building a. Fire alarm system b. Automatic fire extinguishing systems Sprinklers Halon systems in computer rooms (if applicable) Vent hood systems c. Elevator recall system d. HVAC system e. Fire pumps f. Emergency generators for lighting systems

11 IX. FIRE PREVENTION It is up to each individual to help prevent fires. Watch for fire hazards. Early detection is important. 1. Do not allow accumulation of trash or waste material that is flammable 2. Throwing trash, empty boxes and other packaging materials in the stairwells is NOT permitted. The stairwell is an exit and must remain clear at all time. The stairwell is an exit and could trap you in an emergency if full of flammable materials. 3. Do not place boxes or trash in the common corridors. The building janitorial staff will remove rubbish and waste from your suite at night. 4. This is a non-smoking facility 5. In the event a wastebasket catches fire and no water is available, turn another empty wastebasket over the burning flame. If handled correct, the fire will be extinguished due to lack of oxygen.
