2 Objectives: Review the summary of changes within the 2015 edition of NFPA 1 - Fire Code. How to determine what other standards are referenced How to know when portions of the Code are extracted text vs original material Review some of the changes to referenced standards that have a significant impact on Health Care.

4 Historical Context: Fire/Building Codes Pre- Hurricane Andrew Post 2000 State Fire and Building Codes Florida State Fire Marshal mandated to adopt a statewide Florida Fire Prevention Code with NFPA 1 and 101 as base documents. (Florida Building Commission uses ICC as base.) Florida code updates are every three years.

5 Current Status: New Florida Fire Prevention Code effective 12/31/17. NFPA 1 and 101, 2015 editions are base documents. Florida specific amendments are posted on-line with SFMO. They are very limited. Referenced Standards are included.

12 Chapter 11 Building Services 11.1 Electrical Fire Safety. All newwiring, fixtures, appliances and equipment must be installed in accordance with NFPA 70 Unlessdeterminedto presentanimminentdanger,existingelectrical wiring, fixtures, appliances, and equipment shall be permitted to be maintained in accordance with NFPA 70

13 Chapter 11- Building Services Standardized Fire Service Elevator Keys. Buildings with elevators equipped with Phase I emergency recall, Phase II emergency in-car operation, or a fire service access elevator shall be equipped to operate with a standardized fire service key complying with ASME A17.1/CSA B44, Safety Code for Elevators and Escalators except as otherwise permitted by the

Need to prevent automatic sprinkler water from infiltrating into the hoistway enclosure from the operation of the automatic sprinkler system outside the elevator lobby.

A report must be submitted to the AHJ documenting the results of the visual inspection.

21 Chapter 13- Fire Protection Systems Existing Health Care High-rise sprinkler requirements Where a jurisdiction adopts the 2015 edition of NFPA and previously adopted the 2009edition,therequired retro-active sprinkleringof existing high-rise buildings must be completed within 6 years of the adoption of the this 2015 edition. 22 Chapter 13- Fire Protection Systems Requirements for Attic sprinkler protection in Small Board and Care facilities that are required to be sprinklered. 23 Chapter 13- Fire Protection Systems * Freeze Protection. Requires the property owner or designated representative to ensure that water-filled piping is maintained at a minimum temperature of 40 F unless an approved anti-freeze solution is utilized. Requirements are Extracted text from NFPA 25

24 Chapter 13- Fire Protection Systems Information Sign Requires a sign for sprinkler systems that must be secured with a corrosion-resistant wire, chain, or other approved means (1) Location of the design area or areas (2) Discharge densities over the design area or areas (3) Required flow and residual pressure demand at the base of riser (4) Occupancy classification or commodity classification and maximum permitted storage height and configuration. 25 Chapter 13- Fire Protection Systems Where an impairment to a water-based fire protection system occurs or is identified during inspection, testing, or maintenance activities, the procedures outlined in Chapter 15 of NFPA 25 shall be followed, including the attachment of a tag to the impaired system. 38 Chapter 13- Fire Protection Systems * Impaired and Nuisance Alarm Prone Systems. Impaired systems-required systems that are not fully operational, are no longer monitored as required by the AHJ, or are under renovation or repair. Nuisance alarm prone systems -Fire alarm systems that have produced five or more nuisance alarms in a 365-day period.

39 Chapter 13- Fire Protection Systems * Impaired and Nuisance Alarm Prone Systems. The AHJ can require standby fire personnel or an approved fire watch at premises where required fire alarm systems are impaired or classified as chronic nuisance alarm prone systems. The AHJ can require central station service be provided for chronic nuisance alarm prone systems. The system owner must replace required fire alarm systems that cannot be serviced or repaired to eliminate system impairments or chronic nuisance alarms.

40 Chapter 13- Fire Protection Systems * Where total evacuation of occupants is impractical due to building configuration, only the occupants in the affected zones shall be initially notified, and provisions shall be made to selectively notify occupants in other zones to afford orderly evacuation of the entire building provided that such arrangement is approved by the AHJ. 41 Chapter 13- Fire Protection Systems Where occupants are incapable of evacuating themselves because of age, physical or mental disabilities, or physical restraint, all of the following shall apply: (1) private operating mode is permitted to be used. (2) Only the attendants and other personnel required to evacuate occupants from a zone, area, floor, or building shall be required to be notified (3) Notification of personnel only needs to readily identify the zone, area, floor, or building in need of evacuation. 42 New requirement from 2017 FBC In all inpatient care rooms, spaces and areas, including sleeping, treatment, diagnostic, and therapeutic, the private operating mode as permitted and described in NFPA 72, National Fire Alarm and Signaling Code, shall be required. Only the attendants and other personnel required to evacuate occupants from a zone, area, room, floor, or building shall be required to be notified.

43 Chapter 13- Fire Protection Systems Emergency voice/alarm communication systems shall be permitted to be used for other purposes, in accordance with the exception of mass notification inputs. Requirements are Extracted text from NFPA 72

44 Chapter 13- Fire Protection Systems Where permitted by another section of this Code, the alarm zone shall be permitted to coincide with the permitted area for smoke compartments. Note that NFPA 99 requires this in Healthcare Occupancies * Where buildings are required to be subdivided into smoke compartments, fire alarm notification zones shall coincide with one or more smoke compartment boundaries or shall be in accordance with the facility fire plan. 45 Chapter 13- Fire Protection Systems Minimum Required Documentation. 46 Chapter13- Fire Protection Systems All fire alarm drawings shall use symbols described in NFPA 170, Standard for Fire Safety and Emergency Symbols, or other symbols acceptable to the AHJ.

47 Chapter 13- Fire Protection Systems Manually actuated alarm-initiating devices shall be mounted on a background of contrasting color. Listed protective covers shall be permitted to be installed over single- or double- action manually actuated alarm-initiating devices. 48 Chapter 13- Fire Protection Systems * Spacing. Smoke detector spacing must be reduced where the airflow in a defined space exceeds 8 minutes per air change (total space volume) (equal to 7.5 air changes per hour).
