7 APPLYING FOR PERMITS The Orange County Public Schools Building Code Compliance Office uses the Mygov online permitting system Their Website may be accessed at mygov.us 7

8 APPLYING FOR PERMITS Once requested the BCCO will register you into the mygov system and issue you a letter of activation You will then be able to create your own log in and password to gain access to the system 8

9 APPLYING FOR PERMITS Only the holder of the log in and password may perform actions in the system This log in and password covers all permits issued to you by the BCCO 9

10 APPLYING FOR PERMITS Once you are issued a permit and are ready to request inspections, contact the BCCO at for instructions on the proper procedure 10

11 APPLYING FOR PERMITS Permits are no longer required for the installation of construction trailers or cargo containers used as construction offices 11

13 REQUESTING INSPECTIONS All work must match the approved construction documents or all construction documents must match the work If an inspection fails, a Correction Notice is issued and the OCPS Owner/Agent will be copied A re-inspection of the work must be requested - Re-inspection is not automatic 13

14 REQUESTING INSPECTIONS Requests for inspections must be submitted through the Mygov permitting system by 4:00 pm the day prior to the requested inspection date in order for it to be scheduled for the following day You must indicate in the note of the inspection request, the date that you want the inspection done (Do not use the interactive calendar) Inspections may be requested for either am or pm If concrete is scheduled to be delivered ensure that concrete delivery time is indicated on inspection request so that inspector is aware of what time he needs to be on site 14

15 REQUESTING INSPECTIONS If you request an inspection for part of the work and there will be more inspections of that type on the project, and the inspection passes, it will be resulted as a Partial Pass This leaves that inspection type open for further inspections If it is the last inspection of that type for the project, you must indicate so in the note in Mygov and it will receive a Full Pass This allows final inspections to be requested and the permit to be closed out at the end of the project and a CO or Completion form to be issued 15

16 REQUESTING INSPECTIONS If you would like add more to an inspection or add another inspection on the day of the inspection you may make this request to the inspector If his schedule for the day allows you will need to add the request or add to the note If you do, you need to contact our office to inform us of the modification 16

18 REQUESTING INSPECTIONS Failed inspections are subject to a re-inspection fee A re-inspection of failed work cannot be performed until the re-inspection fee is paid Re-inspection fees are payable by credit card through the Mygov system 18

19 REQUESTING INSPECTIONS The assessment of re-inspection fees for all failed inspections was implemented on September 1, 2012 The following fee schedule for failed inspections shall be applied for all failed inspections on all permits. These fees shall be paid by credit card through the Mygov system prior to the scheduling of the re-inspection 1st re-inspection - $ nd re-inspection - $ rd or more re-inspection - $ The fees for the 2nd and 3rd re-inspections is for a single inspection that fails again for the 2nd or 3rd time. 20 REQUESTING INSPECTIONS Once all inspections achieve Full Pass you will be able to request either a Certificate of Construction Completion through Mygov or a Certificate of Occupancy through the BCCO 20

21 COMMON ISSUES Underground utility piping/structures partially backfilled not allowing visual inspection of trench/stone bed Excavations within bearing plane of footers or foundations without protection (shoring/underpinning) possibly removing lateral support 21

25 The BCCO has created a form to be used for the torqueing of lugs at terminations of service conductors(35 amps or less) This will eliminate the need for an inspector to witness the torque however; you will need to request the inspection and upload the form 25

26 COMMON ISSUES No schedule provided in electrical panels Emergency light fixtures provide required illumination levels for 90 minutes when provided with battery back-up Required amount of illumination at all required locations 26

44 Fire Final Steps: Required items for a Fire Final: 1. All sub contractors work need to be completed before a fire final is called in. 2. The 90 Minute emergency lighting test passed. 3. Complete all requirements as per approved plans and documents. 4. All Fire Protection Documents uploaded to the FTP site for review and approval. 5. All NFPA and Florida Fire Prevention Code requirement must be met.

45 Environmental Construction Compliance Assistance Program Expectations: Contractors/Construction Managers must comply with all local, state, and federal environmental regulations. Contractors must immediately notify OCPS of any non compliance warnings, fines, or inspections conducted by outside regulators. Contractors must immediately correct any deficiencies found by OCPS or outside agency inspectors. 45

46 Environmental Construction Compliance Assistance Program Consequences of Non Compliance: Formal letter of complaint issued from OCPS Facilities and Construction Contracting Department to company home office or president. Contractor negative performance with environmental regulations will be documented and will be considered when awarding new work/contracts. 46

47 Environmental Construction Compliance Assistance Program Okay, How Do I Stay In Compliance? 1. Document Management Have copies of all the environmental permits, surveys, and notifications needed for your project in the trailer/office on site and all people in the trailer should know what and where they are. 2. Site Conditions - Do what your permit, survey, or notification says you are going to do. Reality on the site must reflect what s found in the documents. 3. Communicate All your sub contractors should be familiar with our expectations. Example: It is your responsibility to make sure your painting contractor s new laborer knows that unused paint does not go in the solid waste dumpster or down the drain. 47

48 Permits, documents, and surveys needed: Each project is different, but each project should be assessed for the following needs before work begins! Asbestos- Surveys, notices of abatement/demo, air monitoring, landfill receipts, post job reports. Lead- Surveys, post job reports Hazardous/Universal Waste- manifests, certificates of proper disposal Water- Storm water permit, potable water permit, domestic waste water permit, multiple agencies have requirements for each type and project be sure you have all that are needed. Underground and Aboveground Storage Tanks- Permits for new, closure assessments for old and removed. Endangered/Threatened Species- Surveys Well Abandonment/ Installation- Surveys 48

49 Environmental Construction Compliance Assistance Program Common mistakes by area: Water- Not having a Storm Water Pollution Prevention Plan. This is not your National Pollution Discharge Elimination System Notice of Intent/Generic Construction permit. Not getting a de watering permit from the local water management district. Also not your NPDES permit. Not doing what your SWPPP says you will do. Not adequately stabilizing entrances. Not doing weekly inspections on or after rain events. Tracking dirt, mud, and sediment onto public roads. A sweeping tractor on public roads should not be your first line of sediment control. 49

50 Environmental Construction Compliance Assistance Program Common Mistakes With Asbestos Expecting you are receiving a building free of asbestos for demolition or a building free of asbestos for renovation. This may not be the case! Ask for and read the asbestos survey. You and your demo or reno contractor must do what the survey recommends. This may mean the following: Recycling concrete may be prohibited during demolition. Your demo contractor may need special asbestos licensing to do the demolition work. You may need air monitoring and waste manifests and land fill receipts to prove proper disposal of debris at close out of project. You may need a licensed asbestos contractor to help you install equipment during renovation projects. Don t be caught off guard by these requirements they can significantly increase the cost of demolition and renovation. Knowing these costs is the responsibility of the contractor. 50

51 Environmental Construction Compliance Assistance Program Common mistakes by area: Hazardous Materials- Pouring paint or washing out paint down storm drains or placing in solid waste dumpsters. Take all unused paint back to contractor shop. Leaving opened materials orphaned around the work site. (Buckets or drums of concrete release agent, paint, mastic, glue, roofing tar, etc ) Store these materials inside storage units or on trucks. Keep the work site organized and clean. Hydraulic fluids, diesel tanks, and gasoline tanks. Confine these fluids to one storage area. Secondary containment is recommended for drums or 5 gallon buckets of hydraulic fluids and lubricants. The same is true for bulk diesel and gasoline tanks. Notify of spills and clean up promptly. 51

The following agencies can and will inspect your project site: Florida Department of Environmental Protection Orange County Environmental Protection Division United States Environmental Protection Agency St. Johns Water Management District South Florida Water Management District City of Orlando Storm Water Division Many of these agencies have multiple departments and divisions with independent inspectors that can visit you. 66
