The meeting was called to order at 8:06 AM (EDT) on Tuesday, August 28, 2012 by the Technical Committee Chair, John J. McDevitt at NFPA Headquarters, Quincy, MA. The purpose of the meeting was to consider and act on public input for the First Draft Report for NFPA 302, Fire Protection Standard for Pleasure and Commercial Motor Craft. 2. Introduction of Committee Members and Guests. The Chairman made opening remarks, welcomed the Committee members and provided a safety briefing. The Chair recognized the work of past-chairman, Charlie Game as well as the following members present for their participation on the Technical Committee for Motor Craft: Kim MacCartney 27 years Ken Weinbrecht 18 years Michael Taylor 17 years Philip Cappel 15 years The passing of Member Emeritus, Robert Loeser and his contribution to the Committee was noted. NFPA Division Manager, Guy Colonna addressed the members of the committee and guests, thanking them for their contributions to the NFPA Standards Development Process and explained the new engineered process for the revision of NFPA Codes and Standards. A copy of the Re-Engineering Process Training Session booklet was distributed to each member and guest. 4. Staff Liaison Report. Mr. Russell presented the applicable NFPA Regulations Governing Committee Projects, the Annual 2014 revision cycle and the Document Information page for NFPA 302 to the meeting participants. The meeting agenda was reviewed. There was a brief discussion concerning the Fire Protection Research Foundation. Mr. Russell explained the project the Foundation supported concerning fire protection for rack stowage of boats. The Chair reported that he has submitted proposals for research and analysis of engine room fire detection and suppression on boats. 5. Approval of Prior Meeting Minutes. The minutes of the October 22, 2008 Report on Comments teleconference were unanimously approved as issued. 6. NFPA 302 First Draft Preparation (formerly ROP). The Committee acted on twenty-four (24) Public Inputs. Forty-eight (48) First Revisions were created by the MOR-AAA FIRST DRAFT Meeting Minutes / Page 2 Page 6 of 87

7 Committee. The Committee also generated three (3) Committee Inputs. Details of these actions can be found in the First Draft Report for NFPA The staff liaison explained the balloting procedures that occur following the First Draft meeting. 8. Adjournment. Russell, Staff Liaison DATE: 31 July 2013 SUBJECT: Review of Public Comments for the Second Revision of NFPA 302, Fire Protection Standard for Pleasure and Commercial Motor Craft The First Draft for NFPA 302 received 16 Public Comments. Three comments are linked to First Revisions (PC 2, PC 7 and PC 8) and require action by the Committee. Thirteen comments submitted by Committee members (12 from James Cote and 1 form Joseph Derie) are new material a rookie mistake perhaps. As a reminder, in accordance with the Regulations Governing Committee Projects public comments must be related to material that has received public review either through the submission of Public Input, Committee Input, or Correlating Input or through the First Revisions. There are thirteen (13) Public Comments that appear to introduce new material. As per the Regulations ( ) the Technical Committee should Reject but Hold any Public Comment that introduces new material or that has not had adequate public review. The table below summarizes the public comments received for NFPA 302. Prior to the ROP change made to 302, the definition of "Ventilation" in NFPA 302 matched the definition of "Ventilation" used in 1925 and 69, and also the first sentence of the one used in 402; it was a generic definition suitable as the overall NFPA definition.
