About Intertek Intertek provides testing, inspection, and product certification services to a wide range of industries. Intertek has the largest global network of laboratories. Intertek is a USCG Accepted Laboratory for testing to all parts of the IMO FTP Code. Intertek s testing has also been accepted by various Class Societies in support of Type Approval and by the US Navy for NAVSEA compliance. For USCG Type Approval, Intertek s certification and follow-up inspection program fulfils IMO FTP Code requirements for the manufacturer s quality system to be audited by a competent authority. 3
Presentation Objectives Review Major Revisions to IMO FTP Code. Discuss impact on product compliance. Provide forum for questions and answers. 4
IMO FTP Code Parts 5 and 2: Surface Flammability & Smoke and Toxicity Why are Parts 5 and 2 being covered together? What happened to Part 6? Now incorporated into Part 5 with requirements for primary deck coverings 5
IMO FTP Code Parts 5 and 2: Surface Flammability & Smoke and Toxicity Major Product Types Covered Interior finishes (surface materials for walls and ceilings) Floor coverings Primary deck coverings Others Adhesives used in A- and B-Class divisions (surface flammability only) Combustible ventilation ducts (surface flammability only) Insulation materials for cold service spaces (surface flammability only) Plastic pipe 6
IMO FTP Code Part 5 Overview Major Revisions IMO FTP Code Part 5 Major Revisions Reason for Change Test Procedure by Referenced Test Procedure included User friendliness Tested to IMO Resolution A.653(16) Pilot Flame: Acetylene flame, typically non-impinged; Minimal sample preparation guidelines Test Procedure based on ISO :2006 Pilot Flame: impinged propane flame New sample preparation guidelines Harmonization with ISO standard; same equipment for both tests -Harmonization with ISO standard; - Acetylene restrictions; -Reduce performance anomalies More consistency in sample preparation requirements and range of qualification 7
IMO FTP Code Part 5 (1998) Surface Flammability Tested to IMO Resolution A.653(16) Gas powered radiant panel gradient heat flux Vertically oriented specimen Fume Stack with Thermopile Typically non-impinged acetylene pilot flame 8
IMO FTP Code Part 5 Surface Flammability Criteria CFE (kw/m 2 ) - Critical flux at extinguishment Interior Finish 20.0 kw/m 2 Floor/Deck Coverings 7.0 kw/m 2 Q sb (MJ/m 2 ) - Heat for sustained burning Interior Finish 1.5 MJ/m 2 Floor/Deck Coverings 0.25 MJ/m 2 Qt (MJ) - Total heat release Interior Finish 0.7 MJ Floor/Deck Coverings 2.0 MJ q p (kw) Peak heat release rate Interior Finish 4.0 kw Floor/Deck Coverings 10.0 kw 9
IMO FTP Code Part 5 - Additional Requirement maximum gross calorific value of 45 MJ/m 2 based on testing to ISO 1716, for bulkhead and ceiling exposed surfaces, when applicable. 10
2010 IMO FTP Code Part 5 Summary of Major Revisions Organization Harmonization with ISO : 2006 Pilot Flame Impinged propane flame instead of un-impinged acetylene flame Sample Preparation Guidelines 11
2010 IMO FTP Code Part 5 Pilot Flame Changes Reasons for Impinged Propane Pilot Flame Harmonization with ISO standard Restrictions on use of acetylene in some countries Performance anomalies no ignition when un-impinged, but fail when impinged Potential impact on product compliance 12
2010 IMO FTP Code Part 5 Sample Preparation Guidance Guidelines in Appendix 4 of Part 5 of the 2010 IMO FTP Code Multi-layer construction Organic content and Color Thickness Substrates Part 5, Appendix 4 Table 1 Metallic substrate versus non-combustible substrate No substrate Adhesives (for A- & B-Class divisions) calcium silicate dummy specimen 13
2010 IMO FTP Code Part 5 Other Changes Dummy specimen density Dummy specimen thickness Calibration dummy specimen (flat instead of stepped) 14
2010 IMO FTP Code Part 5 Overall Impact of Changes Avoid performance anomalies More consistency in sample preparation and range of qualification Some shift expected in performance results Overall product safety is expected to be similar 15
IMO FTP Code Part 2 Overview Major Revisions IMO FTP Code Part 2 Major Revisions Reason for Change Test Procedure by Referenced Test Procedure included User friendliness Minimal guidance for toxicity testing toxicity testing: FTIR per ISO standard; procedures included -User friendliness -Harmonization to ISO standards -Improved consistency Toxicity testing on 2nd or 3rd test run for each test exposure condition Toxicity testing on 2nd and 3rd test run for each test exposure condition possible clarification on intent Minimal sample preparation guidelines Sample preparation guidelines as in Part 5 More consistency in sample preparation requirements and range of qualification 16
IMO FTP Code Part 2 (1998) Smoke and Toxicity Smoke test per ISO : 1994 Three conditions: 25 kw/m 2 with pilot flame 25 kw/m 2 without pilot flame 50 kw/m 2 without pilot flame Gas sampling during 2 nd or 3 rd test run for toxicity testing Minimal guidance for toxicity testing Potential for inter-laboratory inconsistency Image from 17
IMO FTP Code Part 2 Smoke and Toxicity Criteria Smoke (Dm = average of the maximum Ds) Surface materials for bulkhead, linings, or ceilings: Dm 200 Primary deck coverings: Dm 400 Floor coverings: Dm 500 Plastic pipes: Dm 400 Toxicity maximum gas concentrations CO 1,450 ppm; HCl 600 ppm; HF 600 ppm; NO x 350 ppm HBr 600 ppm; HCN 140 ppm; SO ppm (200 ppm for floor coverings*); *Note: 2000 Amendments to the FTP Code 18
2010 IMO FTP Code Part 2 Summary of Major Revisions Organization Smoke test per ISO : 2006 Guidance for testing intumescent materials Guidance for toxicity testing ISO 19702: 2006 FTIR Toxicity testing on 2 nd and 3 rd test runs at each test condition Sample Preparation Guidelines Same as Part 5 19
2010 IMO FTP Code Part 2 Smoke and Toxicity Overall Impact of Changes More consistency in sample preparation and range of qualification Potential for improved consistency due to additional guidance on toxicity testing and analysis methods Some shift in results expected due to several clarifications on test requirements Overall product safety is expected to be similar 20
